Job Purpose:To develop & deliver intensive, bespoke community based support & resettlement services for clients and families who are ready to flee domestic abuse but unable to access refuge services.This may include: male & BAME victims, as well as victims with large numbers of children, older male children or no recourse to public funds. To undertake assessments, produce and review resettlement and safety plans and support individuals to move swiftly intoindependent living.To ensure a high standard of service delivery is achieved by championing YMCA Bedfordshire’s values, policies and procedures including safeguarding clients and families. To line manage the Refuge Resettlement Coordinator (Domestic Abuse).

Geographical location: The post-holder will work across Bedford Borough and Central Bedfordshire

Responsible to:Associate Director of Housing

Specific Tasks:

  • Support clientsand families with resettlement into safe and affordable accommodation
  • Ensure that individuals are not excluded from the support they need regarding their accommodation
  • Enable individuals to live independently as soon as possible
  • Provide individuals with access to resettlement and follow-up services tailored to their need
  • Enable individuals to make decisions regarding their accommodation
  • Empower individuals to maximise their stability and independence
  • Work across Central Bedfordshire and Bedford Borough, based on need
  • Work with individuals to secure affordable housing in an area of their choice, with flexibility to work in any local authority area and not restricted to Central Bedfordshire and Bedford Borough
  • Support the individual to identify their resettlement goals and create an achievable action plan
  • Enable the individual to deliver their resettlement actions. For example, support the individual to identify affordable housing in their chosen area, including private rentals, housing providers etc.
  • Liaise with local agencies, and the individual to identify any current support needs or barriers to resettlement both for them and their children
  • Identify the individual’s additional needs due to their protected characteristics or any other complex needs
  • Work with relevant agencies and support services in the resettlement area to ensure that necessary support is accessible and all necessary referrals have been made ahead of any planned move. This includes health & wellbeing, education and employment needs
  • Supportresidents to claim welfare benefits where appropriate e.g. housing benefit.
  • Manage theallocated budgetto assist individuals with resettlements costs where access to money has been identified as a barrier (e.g. no recourse to public funds) and assist with securing deposits, relocation costs, white goods etc.
  • Consider the use of sanctuary scheme or other crime reduction options available to maintain current accommodation
  • Ensure resident and or family understand theirrights and responsibilities within the service
  • Ensure that the voices of service users are consistently sought to enable them to shape service delivery
  • To deliver consistently exceptional services to clients, making use of new and alternative methods and practices to continuously improve service quality andstandards
  • To perform appropriate health and safety checks, risk assessments and maintain records

General Tasks:

  • Contribute to consistent management of quality service delivery through the PQASSO methodology
  • Inform Director of Corporate Resources of YMCA Bedfordshire of all accidents, incidents and near misses and complete appropriate records
  • Inform the Associate Director of Housing of any safeguarding concerns
  • To undertake such duties and responsibilities as may be determined by the Employer from time to time, according to the needs of the Employer’s business

  • To be part of the staff team, develop and maintain constructive relationships with staff across the Association
  • Develop knowledge of current programmes and support networks likely to benefit the support, development and progression of clients

Person Specification:

Management experience / 
Experience of outreach working – particularly in marginalised communities / 
Qualifications:
Minimum Level 3 qualification in working with people at risk who are homeless, or equivalent Level 3 in social care, education, support services etc. / 
First Aid Certificate / 
Skills & Abilities:
Good analytical skills to assess the needs and manage risk in placement of clients / 
Ability to manage & support staff to achieve targets / 
Good level of initiative and drive with ability to work as part of a team and unsupervised / 
Ability to develop relationships with key partners to secure effective outcomes for individuals and families / 
The ability to be tactful and sensitive in communication and to empathise / 
Competent in ICT with ability to effectively use housing management software systems / 
Ability to communicate effectively using various mediums with clients and agency professionals / 
The ability to work on own initiative within a busy environment and ability to prioritise and manage a varied workload / 
Knowledge:
A good understanding of the experiences and issues facing those fleeing domestic abuse / 
Knowledge of childhood development and parenting skills / 
Knowledge of competencies necessary for clients to live independently / 
Good understanding of Safeguarding practice and procedures / 
Knowledge of relevant housing legislation and local authority policy / 
Knowledge of relevant local support networks and stakeholders / 
General:
Highly committed to improving the lives of individuals and families fleeing domestic abuse / 
Ability to work flexible hours including occasional evenings and weekends / 
Full driving licence and access to car / 
Maintain and observe conditions of health and safety / 
Willingness to develop within the job and undergo relevant training / 

  • The post holder has no direct budget responsibility however will be expected to support the development of YMCA Bedfordshire through their day to day activities
