We are looking for a highly motivated, can do and driven Human Resources Manager to join our Senior Leadership Team. Employing over 150 staff within care, support and office teams our ideal candidate will have the drive, determination and vision to develop and implement key HR initiatives and projects to drive the organisation forward. You will ensure the successful implementation of our new HR information system, as well as develop and lead on the organisation’s employment engagement strategy. You will build strong working relationships to ensure the right training and support is given to all managers and employees throughout the organisation.

You will have a strategic focus and be able to demonstrate that you can initiate, develop, and deliver HR strategy and projects that add value in a high energy and results driven environment. Confidence and practicality are key traits for this role, and you will have experience of managing teams.

You will be of degree calibre and have a proven track record of working in a similar role, ideally within a registered care and /or care support service and highly ambitious environment. You must have strong influencing skills, with the ability to take ownership within the role, with the desire to succeed. You must be able to demonstrate up to date employment law knowledge and experience.

JOB PURPOSE:

Responsible for the Human Resources function in LJWB. This includes recruitment and selection, managing complex employee relations casework including dispute resolutions, disciplinaries, grievances, absence, retirement and redundancy.

As member of the management team you will contribute to and guide the HR management of the organisation, helping to achieve LJWB’s vision, mission, aims and objectives.

Main duties and responsibilities:

HR Planning and Management

  1. Develop HR policy and procedures to drive performance and mitigate disputes.
  2. Develop effective working relationships, influencing and challenging the senior leadership and management teams as required; supporting them with the development and delivery of their people plans in support of the achievement of LJWB service and HR strategy.
  3. Equip managers throughout LJWB with the appropriate tools and knowledge to effectively manage their people in line with their people plans e.g. performance management, absence management, career management.
  4. Develop the HR Strategy for LJWB in line with the company’s business strategy.
  5. Design and development HR initiatives in support of the HR strategy.
  6. To be responsible for the development of proactive recruitment activity within the company utilising modern recruitment methods to attract and retain high calibre candidates.
  7. Provide transformational advice on change management initiatives, departmental restructures, job role design, redundancy etc. to ensure departments are working to optimum efficiency.
  8. Work in partnership with the CEO, Senior Leaders and managers to manage employee relations issues.
  9. Monitor, interpret and implement all new and revised legislation relating to the service.
  10. Oversee the planning and implementation of changes required including developments to policy and procedure, ensuring that significant changes are communicated to managers and teams as required.
  11. Support managers with the development of their people, providing advice, guidance and ad-hoc training on Personal Development Plans and work with the CEO to establish and introduce systems that identify employees with high potential, develop career paths in consideration of key roles for succession planning and self-development.
  12. Embed a performance management culture within LJWB as a means of driving business improvement by ensuring clear objectives, feedback and the improvement of customer service through behaviours aligned with our values.
  13. Manage complex and difficult HR Projects cross-functionally. This includes the introduction of our new HR information system.
  14. Ensure that staff are engaged through the communication of HR changes and activities as well as business activities.
  15. Ensure the Human Resources team is adequately trained to carry out their role within the company.
  16. Ensure all HR policies and procedures are implemented consistently throughout LJWB.
  17. Actively identify gaps and implement changes necessary to cover risks.
  18. Advise on pay and other remuneration issues, including promotion and benefits.
  19. Seek and propose benefit options for staff with the HR team and Staff Forum.
  20. Promote equality and diversity as part of the culture of the organisation.
  21. Ensure the accurate management of HR employee database and records.
  22. Analyse training needs in conjunction with departmental managers, developing and implementing training and support plans as required.

Quality & Development

  • Assist in the development of new and existing organisational HR policies and procedures and ensure their applicability across all services (Registered and non-registered).
  • Ensure the understanding, awareness and implementation of existing policies.
  • Take a lead role in the implementation and management of HR quality assurance audit systems, LJWB’s HR Information System and produce reports as required for senior leaders and committees.
  • Produce HR Data Reports as and when required

Management and Leadership

  • Support the creation of an environment of collaboration and trust, ensuring that information is shared, helping to create a positive organisational culture
  • Instil a sense of professionalism and a positive image throughout the HR department and organisation, reinforcing the policies and ethos that underpins the aspirations of the organisation and sound HR management
  • Lead and motivate managers and staff within the team and organisation, to supervise and mentor designated direct reports
  • Take a lead role in the monitoring and development of contractual agreements relating to HR service delivery
  • To advise and update the CEO and Trustees to enable them to make informed decisions based on sound knowledge
  • To report to the HR & Remuneration Committee and to attend daytime/evening meetings as and when necessary
  • To provide out of hours on-call support approx. once every 6 weeks to LJWB services.
