Bruce Johnson – Landfill Supervisor – met with the Commissioners. There was discussion on the Hanksville Diversion and hauling the cement from the old diversion structure to the landfill.

Rhett Jeffery – Road Department – met with the Commissioners.

Adus Dorsey – Economic Development – met with the Commissioners. Adus reported that Harward and Rees Construction was receiving the business of the year award.

Jeri Johnson – EMS – met with the Commissioners. Jeri announced that the EMT Christmas Party would be on December 13th. Also, there is CDBG 1st public hearing scheduled for December 19th at 1:00 p.m. It is for an application for funding to purchase a new ambulance.

Colleen Allen – Treasurer/Recorder – met with the Commissioners. Colleen reported that the collection rate was at 93%.

Forrest Sims met with the Commissioners and discussed TRT money. Forrest Sims is asking for an increase for Nycole’s wages. He is requesting for her wage to be increased to $15.00 per hour. Forrest also discussed having a roll off bin and the charge for the mileage. Forrest would like to have the public aware of the cost for mileage below the park.

Sharon Torgerson, Wayne County Assessor is requesting a Board of Equalization change for Dorene Horrocks. Commissioner Newell Harward moved to close Commission meeting and open a Board of Equalization. Commissioner Dennis Blackburn seconded the motion and the motion carried unanimously. The property sale between Dorene Horrocks and Thomas and Kaitlyn Taylor was never put back on green belt after the sale and the parties are requesting to have it stay on green belt. Commissioner Newell Harward moves to leave the property as green belt and Commissioner Dennis Blackburn seconded the motion and the motion carried unanimously. Commissioner Dennis Blackburn moved to close Board of Equalization hearing and open Commissioner Meeting back up. Commissioner Newell Harward seconded the motion and the motion carried unanimously.

The Commissioners discussed a letter that was written to the Bureau of Land Management about the San Rafael Master Leasing Plan. The Commissioners Commissioner Newell Harward moved to sign the proposed letter for the San Rafael leasing plan and Commissioner Dennis Blackburn seconded the motion and the motion carried unanimously.

Commissioners discussed the 2017 Commissioner meeting schedule. Commissioner Dennis Blackburn has a conflict with April 3, 2017 and Commissioner Stanley Wood has a conflict with October 16, 2017. Meetings will stand as scheduled.

The minutes of the November 21st meeting were reviewed. Commissioner Newell Harward moved to approve the minutes of the November 21st meeting as read. Commissioner Dennis Blackburn seconded the motion and the motion carried unanimously.

There was discussion on the Elissa Stevens memorial stone at the Community Center in Bicknell. The Commissioners would like to have it relocated. Commissioner Blackburn moved to make contact with the Senior Citizens and see if they knew of anyone who would be interested in the memorial stone and have it relocated. Commissioner Harward seconded the motion and the motion carried unanimously.

The vouchers were reviewed. Commissioner Harward moved to approve the payment of the vouchers presented. Commissioner Blackburn seconded the motion and the motion carried unanimously.

Evan Christensen – CEO, Wayne Community Health Center – met with the Commissioners. Evan is here to introduce himself to the Commission and to let them know that he wants to make sure that the clinic is doing everything that can be done to provide the needs to the community. He would like to have input from the Commission if there is something that they see needs to be done.

Ron Torgerson and Fred Johnson – Forestry, Fire and State Lands – met with the Commissioners. There have been some changes to the way the Wild Land Fire program works. The State is no longer going to ask the County to pay a premium into the State Fire Fund. Instead, the State would like the County to commit to participate in a wildfire prevention and fuel mitigation program. The amount of the commitment that has been calculated is $1,110.00. Half of the work must be actions taken to reduce or eliminate risks to persons, property or natural resources or Mitigation. Up to 25% can be wildfire preparedness. There is another agreement that they are asking the County to sign which is the County’s share of the Fire Warden’s salary and assistant Fire Warden’s salary. It also includes some for training and prevention and Fire Warden mileage and equipment. The amount of the agreement is $12,250.00. Special Service District #3 was discussed. Commissioner Blackburn asked if Wayne County Special Service District #3 can sign the Contract. The District was created for fire protection and can levy a tax. The creating document will be reviewed by the State Forestry, Fire and State Lands Attorney to see if it meets the requirements to contract with the State. Commissioner Harward moved to sign the agreement outlining the Warden’s salary and support in the amount of $12,250.00, for 2017. Commissioner Blackburn seconded the motion and the motion carried unanimously.

Commissioner Wood announced that the agenda has been covered and meeting is adjourned at p.m.
