Thursday. November 10, 2016

The meeting was called to order as a committee meeting as whole at 3:40pm by Eugene Fisher at the Watts Learning Center in Room 202.

PUBLIC COMMENT: There was no public comment at this meeting.

·  President’s Report – Eugene Fisher

·  Phase II Update – We wanted to start the project in 2008 but could not because of financial constraints. We are finally in a position to move forward with the project and have broken ground on the Phase II. We hope to have Phase II completed by April. Additional details will follow as plans continue to develop.

·  Fundraising – We are constantly looking for funding to help with our mission.

·  PARENT COORDINATOR: No report from the Parent Coordinator at this meeting.

·  WLC Parent Council: New officers sworn in next Wednesday at the 1st meeting of the year. Planning to establish a fundraising committee this year. The PC would also like to offer counseling. Additional information will be requested and verified before counseling is permitted. Also, need to make sure their insurance is verified. Selected by the TREE people for 25 students to go on a field trip in January 2017.

·  WLCCMS Parent Council – The next meeting will be November 24th will clarify additional information at the next WLC Board Meeting. The Board would like to see both school focus more on the Parent Council. Reading needs to be more important to our students and parents; Reading inspires others to do better.

·  Financial Report – Luis Viramontes of ExED

Approval of 2016-2017 Education Protection Account Spending Plan

WLC: Had been saving for Phase II financed 90%; took loan to the LLC - $1M resolution approved. Prop 55 guarantees steady financing for the next 12 years. Prop 30 ends in 2017. Prop 55 will allow for more money for on more students. ADA a little better than budget. Enrollment is higher but due to construction constraints it’s a little lower. Budget completed before salary schedule was finalized. WLC is healthy financially right now. ExED will provide training for my EXED program at both schools. Linked from SpendBridge program to MYEXED. There is $1.6M in the check register for July, August, September and October.

EPA Expenditure Plan - $440K directly to teacher salaries

WLCCMS: Slightly lower than budget in enrollment in October. It’s back up as of November cash balances. We started with 15 students and are now at 400 students at the WLCCMS in a state of the art facility. Very fortunate to be where we are today. Cash is very steady still building and continuing to grow. Ahead of budget but should be cautious which helps the bottom line. Check register for July, August, September and October. $507,000K allowed for EPA teacher salary.

Discussion: 2015-2016 Audit Report and 990 Tax Return Update

Audit is going well. Ryan had some questions and hopes to have a draft in the next two weeks for approval on December 15th. No federal findings; Federal audit on nutrition would like to have a conference call to go over the audit on December 8th at 3:30pm. Felicia will coordinate the call.

·  Temp Credential using a day to day sub credential. Requesting permission to get an emergency credential to teach functional math. The teacher is qualified to take the position. Last year’s teachers was only qualified for one year. The credential is for two years through LACOE. LaToya Parsee approved by the Board for emergency credential to teach functional math.
