Water Works System and Ice Plant Operations

For periodic terms, such as “weekly,” the user should apply the appropriate period, such as daily, weekly, biweekly, monthly, annually, etc.
Water Works System

- Does the contractor ensure all disinfection is based on CT inactivation (CT is Product of Free Chlorine Residual and Time required) for bacteria, viruses, and Guardia?
- Has the contractor provided to the Base Camp Mayor a point of contact (POC) to coordinate water production and storage capacity issues?
- Does the contractor notify the COTR, QAR, ACO, and appropriate PM officer within 2 hours of discovering compliance violations?
- Does the contractor provide the required production, transportation, and storage capacity?
- Does the contractor ensure that the water they produce, store, and distribute is purified and tested in accordance with all applicable DoD and Service-specific water purification and preventive medicine regulations and technical manuals?
- Does the contractor notify the ACO of water testing results outside of allowable tolerances?

- Does the contractor adjust storage, production capability, and rationing of water in accordance with the usage rates schedule developed by the LSO, Base Camp Mayor, and ACO?
- Does the contractor provide potable water to base camp medical facilities, dining facilities, and food vendors per standards as specified in the SOW?
- Is contractor support coordinated with the LSO, Base Camp Mayor and ACO?
- Does the contractor repair and maintain city water works inside the base perimeter?
Ice Preparation
- Does the contractor ensure water used in the production of ice conforms to standards, monitoring, and testing requirements specified for human consumption in accordance with the appropriate regulations?
- Does the contractor ensure finished ice conforms to all standards, monitoring, and testing requirements specified in Military Standard (MILSTD) 3006A?
- Does the contractor ensure all applicable testing of the ice production process follows current DoD and Service-specific regulations?

- Does the contractor perform “presence absence” testing if ice is produced, and weekly report the results of all presence absence testing to the ACO, QAR, and appropriate Preventive Medicine Officer?
- Does the contractor produce, store, and make available for issue potable ice at the rate of up to 3.1 pounds of ice per person, per day, based on the personnel-planning factor identified in the SOW?
- Does the contractor maintain, at a minimum, two Days of Supply (DOS) of ice per camp during 1 April to 31 October?
- Does the contractor make available for issue 1.5 pounds of ice per day per person by headcount to all of the designated dining facilities?

- Does the contractor ensure ice produced meets the standards contained within MILSTD 3006A and the SOW?
- Does the contractor report daily status (beginning balance, quantity produced, quantity received, quantity issued, and ending balance) to the appropriate official?
