The Civil Service Commission of the City of Decatur will conduct an examination and establish an eligible register for the following classification:

WATER PLANT OPERATOR I

Hourly Pay: $20.31 with growth potential to $25.08(in accordance with union pay plan)

Persons passing all phases of the selection process will be placed on a Civil Service eligible register which will be used for a period of two years or until exhausted. Selection of candidates will be made according to the Civil Service laws for cities, as modified by the City Code of the City of Decatur, Illinois.

There is currently one opening, and the candidate must be able to work afternoon and midnight shifts.

EXAMINATION PROCESS

Applicants must successfully complete all portions of the selection process. The examination process will consist of the following:

1)Written Examination. All applicants must take a written examination. Applicants are required to score at least 70.00% on the written examination

2)Oral Interview. All applicants passing the written test must pass an oral interview.

3)Physical Examination. Applicants placed on the eligible register must pass a physical examination which includes a drug screen by a physician of the Commission's choice immediately prior to appointment.

4)Veteran Points. Eligible veterans may receive 5 veteran preference points added to their final examination score.

EDUCATION AND EXPERIENCE

Graduation from high school or equivalent is required and one year of experience as an operator in a water treatment facility is preferred; experience in work of the laborer level; or any equivalent combination of training and experience.

NECESSARY SPECIAL QUALIFICATIONS

Must be able to obtain an IEPA Class “C” Water Treatment certificate within 3 years from date of hire. Must maintain respirator certification.

ESSENTIAL KNOWLEDGE AND SKILLS

1.Knowledge of water pumping processes.

2.Knowledge of the occupational hazards and safety precautions necessary in the operation of water treatment equipment.

3.Knowledge of basic computer skills.

  1. Ability to read meters and gauges, and to act quickly and independently in operational emergencies.
  1. Ability to follow detailed and general oral and written instructions.
  1. Ability to prepare and maintain standard operating records.
  1. Ability to use standard mechanical work tools in making limited repairs to motors, pumps and related equipment.
  1. The following physical requirements are required for this position; ability to push/pull up to 100 lbs and lift up to 70 lbs. Ability to climb steps while carrying 45 lbs. Ability to climb stairs and ladders. A grip strength of 50 lbs is required. Must be able to bend, kneel, crouch, walk and stand. Must be able to pass a test showing no signs of color blindness.

DUTIES

This is skilled work in the operation and maintenance of pumping station and water treatment system components. Work involves the operation and maintenance of water pumping and treatment equipment on an assigned shift, including the independent adjustment of water pumping rates and the addition of water treatment elements as indicated by senior operators. Assignments include the maintenance of limited operating records. Work is performed with moderate independence and is reviewed through occasional inspections, discussions on operating problems, operating records maintained, and through the observation of results obtained.

EXAMPLES OF WORK

1.Adjusts addition of chemicals to water; checks grit chambers, adjusts water regulating valves; calibrates feeders for proper addition of chemicals.

2.Runs titration water tests to determine softness and lime condition; runs standard alkalinity and acidity water tests; records test results; adds chemicals to machines as required; assists in unloading chemicals and in changing chlorine tanks, washes filters; makes inspection of pumping facilities.

3.Mixes chemicals for water compounds; wipes down service pumps; checks on proper grease and oil levels.

4.Performs building and equipment maintenance as assigned; checks sludge level in tanks; operates valves to remove sludge.

5.Cleans and paints as scheduled and needed.

6.Performs related work and other duties as assigned.

RESIDENCY

Employees must establish residency within the corporate limits of MaconCounty or within fifteen (15) miles of the corporate limits of the City of Decatur within 90 days following the completion of their 6-month probationary period.

PENSION:The City of Decatur contributes to the Illinois Municipal Retirement Fund. Employees also contribute at the rate of 4.5% of gross pay. Employee contributions are refundable if employment ends before retirement.

OTHER:The City offers a three-tier Preferred Provider Option (PPO) health insurance program for employees and their dependents. Employees contribute toward the monthly premium for single coverage and/or family coverage through payroll deduction. The City provides a $20,000 life insurance policy at no cost to the employee. Dependent coverage is offered. Employees may purchase additional term life insurance sponsored by IMRF. Employees may participate in a voluntary group dental and vision insurance plan. Deferred compensation is also available.
