*** Due to there being more staff than parents present at the 27th May 2013 School Council Meeting, the following regulation came into force –

‘School council meetings must operate within a quorum. A quorum requires not less than one half of school council members currently holding office to be present at the meeting and the majority of members present must not be Department employees.’

Therefore, the meeting was held, reports presented, but no decisions were made.

5.0 REPORTS:

5.1Treasurer’s Report (AF)

Cash budgets tracking well.

Independent DEECD auditor, Deloitte, has examined the financial situation of the school. The auditors were very pleased with the reporting processes used at school. – see separate report for further details. Tabled last meeting.

Grants:

eSmart $2,000 towards Prof Dev and implementing cybersafety strategies – DEECD

Bully Stoppers $10,000 towards creating a DVD of social and welfare issues with students – DEECD

Science $500 (?) To purchase an electronic microscope to support areas of program – DEECD

Donations:

Chaplaincy $2,000 from New Leaf Christian Church – Donation – to cover part of the shortfall in total cost of Chaplain.

Grade 5 / 6 Camp To support needy families –

Care Works - 5 students - $1,300

RSL – 1 student - $260

Hume Council – Mayor fund – 2 students - $500

Playgroups Care Works provide fresh fruit every Tues & Thurs to be used at Play Group sessions.

Families in need Care Works and New Leaf Christian Centre provide food hampers for needy families on a regular basis.

Note: Investment Account - Reinvested for 7 months at 3.95%. Due 1st October 2013.

5.2   Finance: (Sub Committee members: LU, AF, KR, JJ)

Application for $8,250 from the Commonwealth Bank Community Grant has been submitted. This money, if approved, will be to support the Chaplaincy and Welfare programs – not wages.

Point for consideration: The Chaplaincy program comes with a financial liability to school of $6,000. Money from outside sources, churches and individuals, comes to about $3,000. If $10 was added to each subject contribution per child for 2014 and beyond, then the extra $3,000 would be raised. (300 students x $10).

5.2.1 Motion: That an amount of $10 be included in the student subject contributions in 2014 and as required to offset the Chaplaincy expenses.

5.3 Grounds & Buildings: (Sub Committee members: GH, ND, AF, MR)

1.  Air conditioning in the BER building has been requested as a priority by staff, students and parents. Quotes

have been obtained. See below. Waiting on several other quotes. Available funds so far = $12,689. We may receive more from tax deductible fund before 30th June.

5.3.1 Motion: That upon further clarification of quotes, a suitable company/s be chosen to supply and install the air conditioners in the BER building.

2.  Placing 3 fire alarm speakers in the BER building will be $6,190.00. To place an alarm outside uniform & science rooms will be $990.00. Waiting authority to proceed. Need to prioritise along with shade sails and air conditioners. Anna’s sister will contact the office to check out scope of works. Possibly submit a quote.

3.  Tree mulch continues to be delivered for free from ‘That Tree Feller.’

4.  Need to hire a bobcat to level the growing number of mulch piles. Doug’s neighbour. $70 / hour

5.  Hume Council, upon request, provided the school with 200 plants. Jane Alexander is arranging planting.

6.  Free excess furniture from a DEECD site has been delivered, for free – visitors chairs, filing cabinets, tables, book cases, cupboards, tambours, pedestals, credenzas - all well received.

7.  The phone system has been improved by creating 3 incoming lines for calls. – call goes from line to line if others are being used. Hopefully this will remove the frustration of phoning the school and not getting through when one line is being used.

8.  Request from various parents re: installing an additional gate for pedestrians to provide access to school ground from carpark behind Community House. Quote to supply new gate and installation - $750 – Much discussion on this matter. Points for (improved access) & against (student safety in carpark, no pathway, congested traffic) were put. Decision taken to monitor pedestrian flow in this area. Review when preschool construction work is complete.

9.  Working on repairing lights in carpark – Nick to investigate this week.

10.  The school Condition Assessment Report was tabled. An independent report on the buildings and infrastructure of the school was conducted in 2012. The report outlines the condition of buildings etc and provides a rating from excellent to poor. The summary for Goonawarra PS states –

‘While some buildings at your school are rated below the condition threshold, your school buildings have not been included in the 2013 program, but will be considered for future years’ programs. The funding program for 2013 has been directed to school buildings most in need based on their assessed condition.’

High Reliability Literacy Teaching Procedures (HRLTPs):

Teaching strategies and procedures that have been identified as necessary in developing skills associated with reading in our students.

The HRLTPs are:

Process so far:

·  Some staff attended introduction to this PD presented by John Munro, author of the HRLTPs, in 2012.

·  The first five procedures have been introduced to staff over time.

·  Positive feedback from staff and informed professional discussion.

Bunnings BBQ on Saturday 23rd March raised $970.35

Mother’s Day stall raised $1,180.72

The Lap-a-thon held in Term Two - TOTAL RAISED $12,689

Tea towels are still to be offered to the community.

Father’s Day Stall – 29th August.

Two more Bunnings BBQ’s planned – 1st Sept (Father’s Day) and 24th Nov. Suggest allocating an hour block per classroom to attract more parent participation. Possibly a raffle conducted from the parents who attend. – Bunnings voucher, movie tickets etc)

The P & F raised over $13,000 in 2012.

Canteen profit for the year 2012 was $2,993.00

5.8 Goonawarra Out of School Hours: (Sub Committee members: AF, Extend)

Program progressing well. Numbers improving, especially at night on Thurs & Fri. Up to 20 – 25.

5.9 Junior School Council: (EH)

No report from this Term. Verbal report from EH.

The Easter Egg raffle in Term One raised $230.00

5.10 Principal’s Report (AF):

The year so far –

·  Current enrolment is 293 students.

·  Preps = 49 Gr 1 = 43 Gr 2 =37 Gr 3 = 48 Gr 4 = 34 Gr 5 = 43 Gr 6 = 39.

·  Student Mid Year Reports distributed last Friday. Curriculum and progression points changed from VELS to AUSVELS.

·  Mid-year Parent / Teacher Discussions will be held on 19th June. Online booking process is working well – 219 (75%) booked so far.

·  Through the Better Buddies program we participated in the National Buddy Day on 7th June.

·  Bully Stoppers Grant content will be undertaken in Term 3. See minutes of last meeting.

·  Staff mid year appraisals currently occurring. Very encouraging discussions.

·  Planning days for staff next week.

·  Letter of Appreciation sent to (hopefully!) all parent volunteers throughout the school. Feedback is very positive.

·  Amy Hughes has commenced Family Leave. Sandi Cassinides returning from Family Leave next Term.

·  Michele and Gerald are being trained in Cybersafety for children. Sessions for parents and students will commence from Term 3. We received a Government grant of $2,000 to address this issue.
