Water Drafting Manual - INTRODUCTION
INTRODUCTION
Purpose
This documentation provides an operator with the introductory information needed for drawing, checking, maintaining and managing Water As-Built section maps on the computer aided drafting system used by Water Drafting with the Land Information Mapping Department.
About the Manual
In the detailed command documentation, if the user is required to enter a parameter in a command, the parameter is written in italics. For example, if a command requires the user to enter a section number for a file, it will ask for section#. If a user is required to enter some variable text, for example in a remarks field, the variable will be written with brackets; for example “Replaced by <new valve number>”. In addition, all commands within this manual are printed in boldface font for easier reading. Finally, where the user is required to select from a menu, the menu options are separated with an arrow, for example, File à Save refers to the Save command on the File menu.
Many of the topics in this manual are accessible by hyperlinks. To return to the spot in the manual where you were before you clicked on a hyperlink, ensure you have the Web toolbar enabled in Microsoft Word. Go to View à Toolbars and ensure Web is selected. This will place a toolbar with a back arrow that you can use to return to your previous point in the manual.
Microstation Application Environment
Each workstation in the Drafting department is equipped with Microstation software, which has been customized to produce the As-Built product for Water and Wastewater pipes systems. The customized configuration contains environment variables that tells Microstation where all data and graphical elements are located. Its contents have been designed to address the specific requirements of the Land and Information Mapping Department.
Microstation Manager is a special program that is part of the graphical user interface consisting of tool palettes, pull down menus and dialogue boxes.
Microstation’s graphics environment operates through the use of Microstation commands, user commands and MDL applications. The operator can create or edit graphic elements using any of the above operations. They are activated through menu selection or operator key-ins. The Microstation application also makes frequent use of the status bar at the bottom left of the screen, where you will find prompts and some context-sensitive assistance to guide you through the command execution. Generally, the prompts will ask for either a datapoint <d> which is a left mouse click or a reset <r> which is a right mouse click before continuing on. The user is encouraged to watch for the prompts when executing various commands.
Microstation Manager
Section Maps (As-Built Maps)
Whenever changes or new construction happen anywhere within the water system, Water Drafting is responsible for keeping the section map record and database current. Condition assessment records of main breaks, soil resistivity, anode retrofits, cathodic test points, and hydroscope runs are also maintained on the section maps. The section maps comprise approximately 260 smaller maps, each representing a one mile by one mile legal section of the city. Each section map correlates directly to a Microstation dgn file. The file numbering scheme takes the format waabbccd where:

aa is the two-digit section number 01 section 01
bb is the two-digit township number 25 township 25
cc is the two-digit range number 01 range 1
d is the meridian 5 west of the 5th meridian
The file number is therefore w0125015.dgn.
Water Directory Structure
Directory / Function\\cs2netapp\ww-work / This is the shared folder structure used to contain all Water electronic files.
\\cs2netapp\ ww-work \w4000 / This is the permanent location of the Water Microstation as-built drawings.
\\cs2netapp\ww-work\check / Check-in and check-out controls are used to ensure only one person at a time is modifying a drawing. As-built files that have been modified are checked back in to this directory for review before being moved back into the permanent directory. Only the drafting coordinator can move as-built files back into the permanent directory.
Your local working directory (H: drive) / You must check-out the Microstation graphic file into your working directory prior to creating or editing data.
Command Processor
Environment Variables
Your network account is configured with several system environment variables that tell the Microstation drafting environment where to search for files, where to save files, etc. These environment variables are specific to either Wastewater (sanitary and storm) or Water drafting, and your account can be configured for only one environment.
Database
The Microstation drafting environment maintains not only a graphical representation of the Water infrastructure assets on the Microstation drawings, but also an Oracle database representation of the assets’ X-Y coordinates and attributes.
The production database is named pd2corp, and the test database is ts2corp. Both the production and test databases contain the tables for Water drafting (infra_ww) and Sanitary and Storm drafting (infra_sw).
Infranet and Other Custom Programs
The Infranet drafting mechanism is used to place arcs, nodes and features on Microstation drawings. It also maintains the link between the graphical features and their records in the Infranet databases. Infranet is used in conjunction with a whole suite of tools needed to perform certain functions within the drafting environment.
Cad Librarian
The Cad Librarian is a reference file manager, used for attaching legal reference files as well as other reference files as required. The Cad librarian is usually loaded when you start Microstation; however if it is not, select Utilities à MDL Applications from the Main Menu, then under Available Applications select CAD_LIB.
Test Environment
The Microstation CADD system also includes a test environment where new application changes can be developed and tested prior to being released into production drafting use. The test environment consists of two distinct entities: the test database and the test applications.
CADD Test Application Environment: this is a collection of MDL's that are only for testing and are not identical to the production MDL's. The test MDL’s are kept in a different location than the production MDL’s, and are higher (more recent) versions that address any reported warranty issues or bugs. To access this environment, activate Microstation by using the following desktop icon. This is for testing purposes only while logged on to TS2CORP (test database) or DV2CORP (development database).
Water - Winfratest-II
/ Never log onto pd2corp (the production database) while using the test application environment.Test Database: Ts2corp: This is the test database where the infranet_ww database schema resides for training or testing purposes only.
There are two different kinds of testing that can be done while logged on to ts2corp:
1. Test new versions of MDL's that were modified to address any reported warranty issues or bugs.
Procedure:
· Click on the Winfratest-II desktop icon
· Open section file (i.e. w0124015.dgn)
· Log in to ts2corp (db=userid/password@ts2corp)
2. Test a particular MDL using production MDL’s. For example, an error occurred while placing a feature (pipe, manhole etc) and you want to try and duplicate the error in ts2corp. Or you are not quite sure how to use the application and you want to use the test database as a sandbox.
Procedure:
· Open a section file by clicking on the file (ie: w0124015.dgn)
· Log in to ts2corp (db=userid/password@ts2corp)
Oracle WAM (Work and Asset Management)
As part of a comprehensive Asset Management Program, Water Services / Water Resources has implemented work and asset management software called Oracle WAM (formerly known as SPL). This software is comprised of seven subsystems which are further divided into individual modules. WAM allows you to capture asset data, manage work, purchase equipment, control inventory, store customer data et cetera.
Asset data which is recorded in Infranet/MicroStation is sent via an interface to WAM to record the textual information for each asset. This information is used by the asset planning group for planning purposes: i.e. pipe lifecycle, planning and condition assessment.
WAM also contains a module for creating and recording drafting work. There are two types of requests that are used to assign drafting work -- work orders and change requests. Work orders are distinguished from change requests in that work orders are used to request and document all work required, including field work, and therefore usually are associated with a change to asset placement out in the field. Change requests are generally used to just make a drafting change when what is currently mapped does not match the assets that exist in the field. Work orders that require drafting will have a “Work Order Task” created specifically to record the drafting work required. Examples of some common work order tasks include: water main repairs, valve repairs, and service replacements. Examples of change requests include: pipe material change, valve type change, and asset location change.

DRAFTING ROLES & RESPONSIBILITIES
Design Drafting Coordinator:
The position serves as coordinator of the computer design drafting team. The job exists to coordinate, plan, delegate, prioritize work, check and oversee the progress of all infrastructure design related drafting projects. The Design Coordinator is also required to provide training and coaching to the design team. The job responds to inquiries from inside and outside of the Corporation, including the City Manager’s office, engineers, technicians, inspectors, field supervisors & crews, survey crews, private engineering consultants and the general public. This position reports directly to the drafting manager.
As-Built Drafting Coordinator:
The As Built Drafting Coordinator organizes the records drafting area including coordinating, delegating, training and providing technical and procedural guidance to 4 to 7 engineering graphics technologists who work on as-built drafting projects using computerized and manual drafting.
Responsibilities include initiating and coordinating the proper and complete submission of all Water As-Built information from contractors, consultants, technicians, construction inspectors, district maintenance foreman, maintenance manager, planning engineers and surveyors within the City of Calgary.
Graphic Engineering Technologist (Drafter):
The Engineering Graphics Technologist is responsible for utilizing Bentley Microstation, Oracle, SQL, ESRI products, Microsoft Access and various other graphics and data technologies for the creation and maintenance of spatial data and utilities data, cartography, and record-keeping for internal and external customers, and to ensure that drawings, maps, databases and utility records are current.
Spatial Data Coordinator:
The Spatial Data Coordinator is responsible for maintaining the database information and the graphic links between the data base and graphic files for Water main infrastructure.
The Spatial Data Coordinator, together with the As-Built Drafting Coordinator, will also plan, organize, coordinate and schedule the distribution of workload to ensure that all these spatial and utilities data are shown, maintained and checked on all appropriate computer graphics files, manual drafting plans, and the electronic infrastructure database. This individual also trains and coaches the As-Built team, performs QA/QC of Technologists’ work, and provides feedback.
