Material change of use:
P1The intensity and scale of the change of use of premises must not:
•increase any adverse ecological impacts, particularly on any nearby sensitive receiving environments, as a result of the system or increasing the cumulative effect of systems in the locality
•increase any health risks during a system failure
•deteriorate the water quality of existing and/or proposed water supplies
•limit the sustainable disposal of domestic effluent / A1The proposed disposal system meets the requirements of Section 33 of the Environmental Protection Policy (Water) 1997. This is to be verified by a competent person and verification submitted to Council with the development application
Otherwise:
P2The lot size, configuration of new lots and location of the system or systems must allow for the efficient disposal of domestic effluent in a manner that:
•minimises any adverse ecological impacts, particularly on any nearby sensitive receiving environments
•limits any health risks during a system failure
•ensures the water quality of existing and/or proposed water supplies remains unaffected
•ensures the sustainable disposal of domestic effluent / A2.1The lot is a minimum of 2000m2 or the ‘minimum lot size’ specified for the relevant Area in Table 2 Lot Layout in the Subdivision Code, whichever is the greater
A2.2The proposed on–site effluent disposal system is located on the lot in accordance with the secondary standards in Table A6 of the Interim Code of Practice for On–site Sewerage Disposal
A2.3The proposed on–site effluent disposal system is located on land:
•with a slope of less than 15% or where the land is terraced to receive the full disposal area
•no closer than 150m from the limit of the ponded waters of a water supply reservoir or a town water intake
•above 1.7m AHD or above the Q20 flood levels, whichever is the higher and not within 9m horizontal distance of this level
•no closer than 25m to a cut or embankment
A2.4The proposed on–site effluent disposal system is not located on soil:
•containing soils with permeabilities less than 1.06m/day or greater than 3.5m/day
•within 0.6m of a permanent water table
•within 1m of bedrock
•comprised mainly of sand, gravel, fractured rock or heavy clay
A2.5A reserve land application area of up to 100% of the design area is available on the lot
A2.6The irrigation area is not separated from the dwelling by features such as gullies, creeks, dams, roads or driveways
