Methanol

Before you begin
Description
/ Colorless liquid that may be used to dissolve hydrates in natural gas lines, a solvent, a component of antifreeze, or as a laboratory standard.
Category
/ ·  E&P exempt if it has been used in the production stream in any way, otherwise, non-exempt.
·  In pure, unused form, methanol is a U-listed hazardous waste (U154) when discarded.
·  If used as a solvent, it becomes an F-listed hazardous waste (F003).
·  Ignitable hazardous waste if the flash point is 140°F or less. Full strength methanol has a flash point of 54° F (less than 140°F).
Analysis
/ No laboratory analysis required
Accumulation
/ Contain in drums or containers
Waste Reduction
/ ·  If possible, replace methanol with less toxic alternatives
·  Consume all of the product
·  Send product to a location that can use it
·  Return to manufacturer for reuse
Disposal
/ Since it is a hazardous waste, FOCUS ON WASTE REDUCTION OPTIONS.
Dispose of waste at state permitted hazardous waste disposal facility.
Recordkeeping
/ If waste:
·  Complete entry in Hazardous Material Section [Section I] of the Fieldwood Energy Shipping Manifest prior to transportation.
·  Complete all of Uniform Hazardous Waste Manifest, EPA 8700-22b, for hazardous waste.
·  Retain record for three years
If not a waste:
·  Complete entry in Hazardous Material Section [Section I] of the Fieldwood Energy Shipping Manifest prior to transportation.
·  Maintain a copy of manifest offshore and at shore base facilities while shipping papers are active. Send original manifest with shipment.

Shipping Instructions: METHANOL

1. Call or FAX Dock/Base to schedule shipment.

2. Package Methanol as follows:

a. Non-Bulk Packaging:

1. Steel Drum 1A1 or 1A2,

2. Aluminum Drum 1B1 or 1B2

3. Plastic or poly drum 1H1 or 1H2

b. Bulk Packaging:

1. DOT 51, 52, 53, 57, or 60 Portable Tanks with minimum design pressure of 9 psig. No pressure relief device may open at less than 5 psig

2. Marine Portable Tanks with minimum design pressure of 9 psig. No pressure relief device may open at less than 5 psig

3. Mark Package:

a. "Methyl Alcohol, 3, UN1230, PG II"

b. If Container holds more than 5000 pounds (757 gallons) mark container "Methyl Alcohol, 3, UN1230, PG II, RQ".

c. Stencil Container-"Fieldwood Energy" and the generator's location (i.e. Eugene Island 158)

4. Label Package:

a.  "Flammable Liquid" label.

b.  For packages having a volume over 64 cubic feet (478 gallons) and for portable tanks of less than 1000 gallons: place labels on at least two ends (other than the bottom) or two sides.

c.  For shipments of waste methanol, EPA Hazardous Waste label (See example in Paint section)

5. Prepare shipping papers:

a.  Complete entry in Hazardous Materials Section [Section I] of the Fieldwood Energy Shipping Manifest (See example)

b.  If any single container holds more than 5000 pounds (757 gallons) add the letters “RQ” after the word “Methanol”.

c.  For shipments of waste methanol, copy entry from “5.a & b”, above to Uniform Hazardous Waste Manifest, EPA Form 8700-22 (Example form in Paint section)

6. Placard Vehicle/Vessel:

a. For cargoes of more than 1000 pounds and for Bulk Shipments: "Flammable" Placard with UN number 1230 and the number 3 in the lower corner. (1000 pounds of methanol is approximately 151 gallons).

b. For cargoes less than 1000 pounds and Non-Bulk Shipments: No Placard required on transport vehicle.

c. Cargo or portable tanks shall be placarded as above on opposing sides if capacity is between 119 and 999 gallons and on all four sides if 1000 gallons or more.

d. See attached placard

7.  Load cargo in accordance with the following shipping limitations:

AIR / RESTRICTIONS (49 CFR 172.101)**
Passenger Aircraft / 1 quart (1 Liter)
Cargo Aircraft / 15 gallons (60 Liters)
WATER / RESTRICTIONS (49 CFR 172.101)**
Cargo and up to 25 passengers / Must be stowed either on deck or under deck.
Over 25 Passengers / Must be stowed on deck only when vessels under 246 feet length overall exceed 25 passengers on board.
Other Requirements / Stow clear of living quarters
