FRANKLIN , STATE OF MAINE :

In the name of the State of Maine, County of Franklin, you are hereby required to notify and warn the inhabitants of the Town of Jay, in said County, qualified to vote in Town affairs, to meet in the Jay Community Building, in said Town, on Monday, the 24 th day of April A.D. 2006 at 9:00 A.M. in the forenoon, then and there to act on the following articles to wit:

ARTICLE 1

To choose a moderator to preside at said meeting.

ARTICLE 2

To choose by ballot the following Town Officers, for the ensuing year in accordance with Title 30-A Section 2528, of the Revised Statutes of Maine for the year 1964 and amendments thereto, to wit: Two Selectmen, Assessors, and Overseers of the Poor, First & Second for three years: and Two Members of the School Board for three years:

To vote by ballot the following warrant articles for the ensuing year in accordance with Title 30-A Section 2528, of the Revised Statutes of Maine for the year 1964 and amendments thereto.

To see what sum the Town of Jay will appropriate for the school administrative unit's contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act (Recommend$6,958,798.95) and to see what sum the municipality will raise as the municipality's contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20-A, section 15688. (Recommend$5,986,050.96)

"Explanation: The school administrative unit's contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act is the amount of money determined by state law to be the minimum amount that a municipality must raise in order to receive the full amount of state dollars."

To see if the Town will vote to authorize the Selectmen to appropriate up to $500,000.00 from the Town's Undesignated Fund as they deem advisable for school purposes in order to allow the schools to operate until the school budget is approved and to transfer, after the school budget has been approved, from the school budget to the Undesignated Fund an amount equal to the amount so appropriated.

To see if the Town will vote to create a Jay School Department Special Services reserve for unanticipated special education costs.
