We are seeking an experienced colleague to provide expert guidance and deliver a high quality HR / Payroll service for the Academy within a framework of best practice, policy and law. In addition, the successful candidate will provide high level management support to the Headteacher and the Management Accountant, in the daily running of the Finance and General Office support areas of the school.

The HR/Finance General Office Department

The HR / Finance Team comprises of 4 members of staff (3 of whom are part-time) working under the direction of the HR / Finance Manager. The General Office Team has 5 members of staff (2 of whom are part time). Both departments are located in recently refurbished offices located at the heart of the school, providing them with close links to key departments and facilities.

The staff in these teams are friendly and welcoming, and enjoy a good team spirit. The HR / Finance Manager is a new role which will compliment, manage and co-ordinate the existing team structure. Ideally, this post would suit an experienced manager who is focused and hard-working, and who can balance the demands of the job – with a positive outlook and sociable personality.

~ Job Description ~

Responsible to: Management Accountant / Headteacher

Line Management

Responsibilities: HR Officer, Finance Officers, Administration / Reception Staff

Budget Responsibilities: Recruitment, Staff Training

Post: 37 hours per week (52 weeks pa)

Scale: Band J (Pt 38-41)

Job Purpose

Ensure expert guidance, delivery and support of high quality HR / payroll services for the Academy within a framework of best practice, policy and law. Provide high level management support to the Head Teacher and Management Accountant in the daily running of Finance and General Office support areas.

Specific Responsibilities

1)  Recruitment

·  Manage the preparation of job descriptions, person specification forms and advertisements.

·  Anticipate and advise the Head Teacher on potential vacancies including temporary maternity leave vacancies.

·  Liaise with the Head Teacher and Management Accountant regarding the recruitment of new positions to the school.

·  Oversee the planning and organisation of the interview cycle including shortlisting and interviews.

·  Ensure schools compliance with equal opportunities.

·  Oversee the administration process of recruitment to ensure that all aspects are completed within the required timescale including CRB checks.

·  Oversee the induction process for new staff and ensure that line managers set clear probation period objectives.

·  Act as budget holder for recruitment costs.

2)  Contracting

·  Oversee the preparation of staff contracts for all new employees.

·  Keep up to date the employee handbook which forms part of the terms and conditions of employee contracts.

·  Liaise with the Head Teacher & Management Accountant regarding proposed changes to employee contracts ensuring changes are authorised appropriately.

3)  CPD and Performance Management

·  Manage the delivery of the schools Performance Management Process and assist the Management Accountant in reviewing its development.

·  Provide support and training to all line managers involved in performance management.

·  Co-ordinate staff training needs following performance management interviews.

·  Ensure that CPD records for all staff are kept up to date.

·  Act as the budget holder for staff training.

·  Maintain a central record of all performance management reviews.

·  Advise senior staff on teaching staff who are eligible for threshold assessments.

·  Ensure that staff on probation have objectives reviewed at least once during their probationary period, and that there is a final review at the end of the probation period.

·  Ensure that exit interviews are held with all employees leaving the school.

4)  Policies

·  Update whole school policies in line with local and national statutory guidance. Ensure the pay policy, recruitment policies and absence policies are reviewed annually for approval by the Governing Body.

·  Provide training and advice for senior leaders and line mangers in policy implementation as appropriate.

·  Liaise with the Local Authority/ employment law consultants to ensure correct policies are implemented.

5)  Payroll / Pensions

·  Liaise with the Local Authority in the preparation of the monthly payroll ensuring all information is recorded correctly. For in-house payroll, prepare the initial payroll run to be reviewed by the Management Accountant ensuring that all payroll information such as starters / leavers, pay increments, staff absences, overtime and maternity leave are recorded correctly. Manage all salary payments to employees, HMRC and the pensions authorities.

·  Ensure that staff are fully informed of any changes to national pension policy.

·  Prepare all pension return information and liaise with external auditors in completing the teacher’s pension audit.

·  Manage any other administration processes as required by the pension authority including all AVC schemes.

·  Attend link meetings with the Local Authority on payroll / pension issues relating to HR.

·  Act as the lead contact for employee benefit schemes i.e. salary sacrifice and health care schemes.

·  Liaise with the South Yorkshire Pension Scheme and Teacher Pension Scheme when required.

·  Provide the first point of contact for employees relating to payroll and pension queries.

·  Provide support to the Management Accountant in relation to any communications and filings with HMRC.

·  Assist the Management Accountant in the preparation of financial returns as relating to payroll information.

6)  Staff absences / Annual leave

·  Oversee the proper recording of staff absences ensuring that all supporting documentation is obtained.

·  Oversee the administration of annual leave for support staff and provision of regular records to line managers of their team’s allowance.

·  Provide advice to staff requiring special leave.

7)  School General Office

·  Oversee the management of the schools General Office.

·  Organise staff and delegate duties appropriately. Manage any absences within the department to ensure that there are sufficient staff present at all times.

·  Authorise any expenditure incurred in the running of the General Office.

8)  Finance

·  Day to day management of the finance office including line management responsibilities for the team of finance officers and ensuring that duties are delegated appropriately and any absences are managed.

·  Management of schools purchasing from review of Purchase Orders to payment of invoices ensuring that financial procedures are correctly followed.

·  Ensure that the Schools Tucasi website is kept up to date with changes to school trips, uniform sales etc. Oversee finance officers in recording all income and relevant expenditure in Tucasi.

·  Advise teaching staff on the charging for parent contributions for school trips.

·  Provide support to the Management Accountant in monthly cash flow and other financial tasks.

·  Provide support to the Management Accountant on any external audit or Responsible Officer visits.

9)  Other

·  Be an active member of the Senior Support Group.

·  Review the workforce census as prepared by the HR Officer.

·  With the Management Accountant ensure that the school has up to date insurance relating to employment issues.

·  Take the leadership responsibility for all support staff during school holiday periods.

·  Undertake any other duties as assigned by the Management Accountant or Head Teacher commensurate with the post.

Knowledge and Experience / At least 2-3 years working in a HR / Finance Manager role.
At least 2-3 years of leading and managing people.

Excellent numeracy skills.
Proficient in knowledge of MS Office applications, e-mail and the internet. / Experience at recruitment interviewing and assessment.
Previous work experience in school / public sector organisation.
Working knowledge of national teacher’s pay-scales.
Working knowledge of the Teacher’s pension scheme and Local government pension schemes.
Familiarity with payroll software and previous involvement in payroll preparation.
Experience in the development and implementation of employment policies and procedures.
