Stephen B. (Steve) Gordon, PhD, FNIGP, CPPO, is a Professor of Practice in Public Administration and the Director of the Graduate Certificate in Public Procurement and Contract Management program at Old Dominion University. A past national president of NIGP, Dr. Gordon is a veteran of more than thirty-five years in the public procurement arena. One of two academic advisers to the Universal Public Procurement Certification Council governing board, Steve is the author of the regular feature “Procurement Ponderable” in Government Procurement magazine.

Robert M. Klein

Robert Klein serves as Director of Manufacturing & Headquarters Procurement, Altria Client Services, Inc., a wholly-owned subsidiary of Altria Group, Inc.

He leads the procurement activities for indirect materials and capital expenditures for all of Altria Group Companies. Before assuming his current position in January 2012, Robert served as Purchasing Director of Manufacturing Site Support for all of Altria’s Operating Companies.

Robert joined PM USA in June 1989, as a Mechanical Engineer in the Central Engineering Department. During his career at PM USA and later Altria Client Services, he has held a variety of leadership positions in Engineering, Manufacturing Operations (Richmond, VA and Cabarrus, NC), Strategic Planning and Procurement.

Robert received a Bachelors and Masters degree in Mechanical Engineering from the University of Louisville. He also has an MBA from Wake Forest University. He became a Certified Purchasing Manager (C.P.M.) in 2004.

Active in the community, Robert previously served on the Board of the Central Carolina (Charlotte, NC) Food Bank. He currently volunteers regularly to support Habitat for Humanity and the YMCA Bright Beginnings Program.

Kristy Shaffer

Director of Procurement

CarMax

Kristy Shaffer is the Director of Procurement for CarMax. She is responsible for strategic sourcing, contracting, and supplier relationships for the procurement of goods and services used nationally at the CarMax stores and corporate offices. Kristy started with CarMax in 1996 in the retail store environment, where she held several positions before moving to the Accounting Department at the Home Office. Shortly after CarMax separated from Circuit City, Kristy transitioned to assist in the formation of the Procurement department. Over the last twelve years she has led a procurement team focused on efficient execution, deploying new stores, and bringing value to the company. Kristy is a member of ISM and past Vice President of the ISM Metro Richmond Chapter. Kristy received her Bachelor of Science degree in Business Administration from Mary Washington College. Kristy is also an active community volunteer, past-president of The CarMax Foundation Richmond Giving Committee and she serves on the Board of Directors for Greater Richmond SCAN.

Bob Gleason

Director, Division of Purchases and Supply

Virginia Department of General Services

Bob Gleason is a Certified Public Purchasing Officer (CPPO) and Virginia Contracting Officer (VCO), with more than twenty years of both public and private procurement experience.

He is currently responsible for the state eProcurement system ("eVA") and State Procurement as the Director, Division of Purchases and Supply (DPS), which is part of the Virginia Department of General Services (DGS).

From 2006 to late 2013, he was the DGS Agency Procurement Director and was responsible for the acquisition of all goods and services for DGS, as well as overseeing the statewide and federal surplus property programs for Virginia.

From 1999 to 2006, he was an Information Technology Contracts Manager with the Virginia Information Technologies Agency, formerly Department of Information Technology, performing various strategic sourcing and contract management activities for enterprise-wide IT systems, goods and services.

Before joining VITA, he worked with the Division of Purchases and Supply as a Procurement Review Manager traveling throughout Virginia to assess the effectiveness and efficiency of procurement activities across state government.

Before joining the State in 1996, he was the procurement director for the Christian Children's Fund (now "ChildFund") with procurement responsibilities for corporate headquarters, as well as various national and international sourcing activities.

Before this he served twelve years with the U.S. Army Field Artillery.
