VP NL/NB Daniel Frost
Another interesting term, with some issues brought to VP level. Presidents and local executive are working hard with members and the employer trying to keep issues at the lowest level to be resolved.
The elections have not all been completed but should be by the end of January.
In the future, I will be requesting private sector training in grievance handling for the members in NL. The local has expressed a need for this training. I have spoken to the PSAC NL St. John’s office in reference as to what can be done to offer grievance handle training to the private sector and they will see what they can do. The Local has made a point that they prefer UNDE Module for grievance handling. Private sector membersreceived training in Ottawa joining the NPF members that had organized modules 1, 4 and 6. TB training was a success that took place in Halifax joining the NS NL/NB region. This training received all positive comments from the facilitators and the participants. Hoping all will use their new skills in the future. One morning, they had PSAC REVP Jeannie Baldwin, as a guest speaker.
I had put out the call for a young member to sit on the youth committee several times with no luck as most locals do not have any youths. Finally, I have received one from the Local 60303 in Gagetown and has been appointed the new youth for NL/NB region.
The Public Service Alliance of Canada and the St. John’s International Airport Authority were pleased to announce that a collective agreement has been ratified byboth parties on July 22nd, 2013,bringing an end to the strike at St. John’s International Airport.
November 05th, 2013 carried out the AGM for Goose Bay Local 90103. The local finished off the business for the year with a pass on their yearend audit.
I will be attending the NLFL in December with the Local Presidents from NL with John MacLennan also attending.
The NS VP and I selected and submittedmembers for the bargaining seats from the Atlantic region, choosing the SV and one TC and PA. All Locals have submitted Bargaining demands for the UNDE Conference and have each selected the member to attend on behalf of the Local.
All Locals were discouraged with the cancellation of the National Presidents Conference and did express this.
During this term, I have carried out the following activities and meetings.
Meetings:
-Met with MLA PC Jody Carr.
-Meeting with the NDP Defence Critic Jack Harris and President of Local 60303 in Moncton NB
-Met with Jack Harris at his St. Johns office with the VP from NS and President from local 90101
-Continued in submitting requests for a meeting with MP Keith Ashfield. Also sent an invitation to PM Harper for a meeting and did get a reply…

President is involved with the Fredericton district labour council and has recently been invited to speak at the University to a class his spouse attends. It is going very well andhe has been asked to return for future classes.
President and I attended on behalf of UNDE the Labour Day Picnic in park with other labour unions with UNDE and the PSAC both donating funds in support of this labor union picnic.
The Local had a second place winner in the UNDE National Media Contest.
The TC representative from the region for the UNDE and PSAC National Bargaining Conference was selected from this Local 60303
Elections are scheduled for November 13th, 2013 in Oromocto.Members were selected and participated in training of UNDE Modules 6&8 in Halifax.

Goose Bay SERCO 90125
With the end of theSerco contract there is a possibility of a lucrative 20 year contract. This has the interest of several major companies such as Atco-Fontec and Black& MacDonald.
PWGSC will be extending the contract between SERCO and DND for another 2 years, until after the next Federal Election. They went back to bargaining on November 4th, 2013 and with their dedication and hard workthey have negotiated a fair agreement with SERCO and will be bringing the tentative agreement to members for a vote.
The local president addressed some information reference that the UNDE/PSAC employees could possibly be laid off due to them cutting the hours of operation of the weather station that would be very harmful to the search and rescue of the local and coastal flights. The local perseverance has stopped any of this from happening with the hours of operation staying the same and no employees affected.
There will be no elections this year for Local 90125 as the bylaws now state every two years for an election of officers.
Sister MeaganRowe has stepped down from the position of treasurer and Sister Brandi Abbott has assumed the position. Also Brother Kevin Rideout has stepped down from the position 2nd vice president.
Members were selected and attended the private sector training in Ottawa for modules 1,4 and 6 on September 17th -19th 2013.

The president and some members took part in the veterans demo in Conner Brook. It was very well appreciated by the UVAE National President with the UNDE presence and support.
There is no Local AGM, as the local 90102 has changed their bylaws to elect their officers every two years.

I look forward to meeting LCol Thibault, on future meetings in Gander.

Members are still a little disgruntled with PSAC,over the problems with the past bargaining. The executive would like a further meeting withthe VP todiscuss past and presentissues. The CSS and president did bring their concerns forward and Louis Bisson has been looking into their issues.
Election/AGM will not be done until January 12th, 2014 and Louis Bisson will be in attendance to address the membership.
Brother Gord Noftell has assumed the Health and Safety position.

January, 2014 the Local elections will be scheduled. The yearend financial audit is finished and passed.
It was a sad day with the release of the latest affected lists. Six members from CFS St. John’s NL Galley were affected.We attended the meeting when management delivered the bad news.In attendance was the VP from NS, HR, Management, Commander of the Base and an EAP representative that the UNDE had sent to support the six surplus members.
We also met with Jack and his COS todiscuss what is taking place.
Member from Local 90101 was selected and attended the TB training in Halifax.

In closing
As always there has been interesting activity from all Locals and I thank each of them for their assistance and support for this period. Thanks to staff for continued support. It isdefinitely appreciated.
Communications with HR and LFAA were very helpful and solid. Jim Stewart, the head of HR Atlantic has set up a conference call for every three months to talk on any issues or questions that I have.
Again I thank all the local executives and the presidents for their hard work and job well done, especially in these times and with uncertainty of what the future holds with this governmentand with the introduction of Bills 377, 525 plus the latest attack on the PS Bill C-4.
All UNIONS are in a fight for our lives and to keep our hard fought negotiated rights, benefits and pensions! We as all public service employees are disgusted with Tony Clément's comments and lack of transparency and the Conservatives constant attack on the PS, misleading Canadians!
