Job Description

JOB TITLE: Head of Operational Services

RESPONSIBLE TO:Chief Executive Family Care

HOURS: 25hours per week

PLACE OF WORK: Family Care Nottingham

SALARY: £46,665- 49,639(pro- rata)

ANNUAL LEAVE: 32 days per annum plus bank holidays

Who we are

Family Care, a charity whose inspiration and values derive from the Christian faith, was set up in 1885 to improve the life chances of vulnerable children and families experiencing poverty and deprivation.

Whilst it retains a special historical relationship with the Anglican community, the Agency now provides services to people of any or no religious affiliation.

Building on this legacy, Family Care today provides the following core services:

  • Adoption and post-adoption support services;
  • Independent safeguarding advice and training for the Anglican and Catholic dioceses of Nottinghamshire;
  • Community based therapeutic support services for children and families affected by domestic abuse, trauma, bereavement, and loss.

Family Care is embarking on a new phase of growth in its delivery of services and the new Head of Operational services will be pivotal to supporting the strategic development of a new 3 year strategic and operational business plan as it looks forward to securing the future sustainability of the organisation.

Key functions of the role

The role of Head of Operational services will oversee all operational service delivery at the direction of the CEO and be responsible for effective line management of the specialist service managers.

Working closely with the Chief Executive, ensure all services are effectively and efficiently managed and delivered and that services provided are of good quality and meet the needs of service users .

Contribute to strategic planning and organisational development.

Ensure day to day management and delivery of all operational services to include;

1. Strategy and Resources

a)Work with the Board of Trustees, CEO,and management team to develop a new 3 year strategic plan for future sustainability

b)Develop with the CEO business plans and budgets that are aligned to the new agreed strategy

c)Present quarterly impact reports to the Trustees on all aspects of service delivery identifying successes and areas for development,

2. Governance and Information

a)Provide appropriate and accurate management information and other data and presentation of regular reports to the Board of Trustees

b)Support, when required, the Chief Executive in the preparation of funding applications for new business and income.

3. External relationships

a)In partnership with the Board pro-actively manage the reputation and profile of Family Care with other stakeholders and the wider voluntary and community sector, locally, regionally and nationally

b)Represent the agency at the relevant regional and national strategic leadership to build key relationships when required to by the CEO

c)Develop and maintain positive relationships with the Anglican and Catholic Dioceses and other faith based communities that underpin the work of Family Care

d)Act as reserve Agency Decision maker for the adoption service in the absence of the external independent ADM

4. Service delivery and development

a)Support the development and implementation of a coherent approach to volunteering across Family Care

b)Support the CEO to ensure that services are scoped and costed to ensure viability and to maximize the resources available to achieve the strategic objectives

c)Develop and implement partnership arrangements with other organisations to deliver services in accordance with Family Care’s purpose and vision

d)Support the development of continuous professional development and effective evidence based outcome measures of organisational performance and ensure robust evaluation underpins all service development and delivery

e)Ensure the use of digital technology to deliver Family Care’s strategic objectives.

5. Leadership and Management

a)Support the CEO through a period of organisational change

b)Provide leadership and management to specialist service managers

c)Provide cover for the CEO when required

d)Always act in the best interest of Family Care

e)Drive a culture of continuous improvement and striving for excellence in all services

f)Ensure effective systems are in place to monitor, evaluate and measure the impact of services

h) Ensure issues of diversity and equal opportunity are embedded in

practice

g)Ensure that Family Care services have effective policies and

procedures to manage human resources, finance, information,

communication, health and safety, safeguarding and Ofsted minimum

standards required for Adoption agencies that these all meet relevant

legislativerequirements and agreed quality standard

g) Perform any other duties consistent with the role of the Head of

Operational Services and orreasonably required by The Board.

REQUIREMENTS
EDUCATION and EXPERIENCE
Educated to degree level with professional qualification in management and social work
Current HCPC registration
KNOWLEDGE, SKILLS and ABILITY
A good understanding of the governance, constitutional and legal
requirements of a Children’s charity and of a registered Adoption agency
Extensive management experience gained in a statutory, private or third sector setting of permanency planning and adoption and therapeutic support services for children, young people and adults.
Experience of managing complex safeguarding issues and a good understanding of evidence based research and outcomes frameworks
Excellent understanding of Working Together 2015 and Ofsted requirements for IVA
Experience of managing operational services
A good understanding of the opportunities and challenges currently facing Charities, Adoption agencies and the wider policy context for Children’s services
Experience of training and developing a workforce development plan
Contributes when required to the development of funding bids with the CEO and other managers
Experience of monitoring performance across all core services
Ability to act as a senior leader in the absence of the CEO
Ability to negotiate with, influence and develop relationships with a wide range of diverse stakeholders in particular a commitment to engage with faith based organisations in promoting Family Care’s work
Ability to lead, manage and motivate a management team to achieve organisational
change
Ability to communicate effectively with service users , trustees, staff, volunteers and other stakeholders
Ability to use digital technology
Ability to plan and prioritise work
Ability to chair and manage meetings effectively
Able to work weekends and some evenings if required
Car driver with access to a vehicle
