MINUTES OF MEETING
BOARD OF DIRECTORS
MAY 17, 2016
A meeting of the Board of Directors of the Villas de Bonita Homeowners Association, Inc. was called to order at 5:10 p.m. on Tuesday, May 17, 2016 at Tyco Property Mgmt Co.4045 Bonita Rd. Suite 303

CONSENT AGENDA
A motion by Director Lonna Webster was adopted, 4/0, that the March 15, 2016 Meeting Minutes be approved as written.
FINANCIAL ISSUES
The Delinquency Report and Collection Accounts Summary were reviewed and accepted as submitted. The Board of Directors reviewed (3) Kriger Collection Account Summaries. Sensitive collection issues were moved to Executive Session for discussion.

A motion by DirectorTom Hedgewas adopted, 4/0, to approve theApril, 2016 Financial Statement.
MANAGEMENT UPDATE
The Board of Directors reviewed theMarch Meeting Management Action List. Homeowners observing deficiencies in the common area should report those deficiencies to Management as soon as possible in order to effect repairs in a timely manner. President Ric Allen reported that the landscape in the meadow area between courtyards #(5) and (6) has been completed. Mr. Allen also stated that the Association website has been completed with the exception of some minor changes, and will be discussed at the May 21, 2016 Annual Meeting and Election. Director Lonna Webster recommended that the Phase III light standardization be put on hold until other higher priority items have been addressed. President Ric Allen reported that Armando has completed some major projects and will start replacing the exterior lights in Phase I and II.
A motion by Director Ric Allen was adopted, 4/0, to delete the termite report from the meeting packet, but continue to maintain the database.

The Board of Directors reviewed the speeding, insurance deductible, and noise control notices sent in the March and April, 2016 billing statements. Management was requested to remind the homeowners/residents that quiet time at Villas de Bonita is from 10:00 PM to 8:00 AM.
PRESIDENTS UPDATES
The Board of Directors reviewed the pool rules submitted by President Ric Allen. The Board of Directors added “no vaping” with the “no smoking” clause in the pool area, to the pool rules.

A motion by President Ric Allen was adopted, 4/0, to approve the pool rules as amended.

The Board of Directors also discussed whether or not to hire a pool monitor from Memorial Day to Labor Day.

A motion by President Ric Allen was adopted, 4/0, not to hire pool monitor from Memorial Day to Labor Day unless activity at pool warrants it.

The Board of Directors reviewed the accomplishments for 2015/2016. The accomplishments will be reviewed with the homeowners at the May 21, 2016 Annual Meeting and Election.
LANDSCAPE ISSUES
The Board of Directors reviewed the proposal submitted by Landcare to replace irrigation valves and drip emitters throughout the common area. The consensus of the Board of Directors is that the current valves and emitters are not adversely affecting the landscape, and they will revisit this issue at a future date.

PARKING ISSUES
The Board of Directors reviewed the Paid Reserve Parking Permit List. There are currently (2) Paid Reserve spaces available. If you are interested in renting a Paid Reserve space, please contact Management at 619-425-1017 ext.15.
OTHER BUSINESS
The Board of Directors discussed the Phase III wood replacement, light standardization, and the 4516 and 4519 door panel quote. The consensus of the Board of Directors is to place those issues on hold pending review, and preparation of the 2016/2017 Association budget.

NEW BUSINESS
Homeowner Mario Payan made a presentation to the Board of Directors on the new Villas de Bonita website. Mr. Payan recommended that the Board of Directors review the website and make any changes they deem appropriate. A motion by Director Tom Hedge was adopted, 4/0, to approve the Villas de Bonita website, and reimbursement to Mario Payan, in the amount of $160.00 for website development costs, and to approve a $30.00 per month hosting fee.
Neighborhood Watch Captain Mario Payan made a presentation to the Board of Directors on the Villas de Bonita Neighborhood Watch Program. Mr. Payan stated that a representative of the Chula Vista Police will be at the May 21, 2016 Annual Meeting and Election to give a 20-minute presentation to the members present. Mr. Payan stated that resident volunteers will patrol the Villas de Bonita common area. Volunteers will be wearing a bright yellow or orange vest to identify themselves as the Neighborhood Watch Patrol. Neighborhood Watch Volunteers, authorized by the Board of Directors, willalso be acting as pool monitors. Your cooperation with them is for your security and safety by assuring that only owners, residents and their guests are permitted access to the pool complex. Video cameras will be watching pool activity. As a part of the Neighborhood Watch Program, video cameras may be installed to record entrance activity.
