REGULAR BOARD MEETING DRAFT MINUTES

September 21, 2016

A meeting of the Village Boardof Trustees was held on September 21, 2016 at the Historic Watts DePeyster Hall, Tivoli, NY. Mayor Griffith opened the regular meeting at 7:14 PM.

Present: Mayor Griffith, Deputy Mayor Majer, Trustee Ezrati, Trustee Schneider and Trustee Murphy

The Mayor asked all present at the meeting to stand for the Pledge of Allegiance.

Mayor Griffith pointed out the completion of the painting of the Court Room, and how the pictures on the walls were hung from the picture rail; thanks to Michael Prudhom.

The Clerk’s report included:

•Sale of 576trash tags

•Two payrolls were processed

•Attended OnePlanning Board Workshop

•Clerk’s Office will be closed Monday, October 10, 2016 in observance of Columbus Day

On a motion by Trustee Murphy, seconded by Deputy Mayor Majer, the minutes for the August 17, 2016 Regular Board Meeting and August 17, 2016 Workshop were approved, all in favor.

On a motion by Trustee Schneider, seconded by Trustee Ezrati, the Treasurer’s Report for Abstract #4 totaling $86,212.60 was approved. Trustee Ezrati moved that the bills be paid for the abstract as presented and Deputy Mayor Majer seconded the motion, all in favor.

Mayor Griffith summarized the agenda and opened the meeting for public comments on agenda items only. There were no public comments.

The next regular meeting will take place on Wednesday, October 19, 2016 at 7:00pm at the Historic Watts dePeyster Hall. The workshop will be held at 6:00pm before the meeting. There will be a workshop on

October 12, 2016 at the Historic Watts DePeyster Hall at 7:00pm.

The Village Board accepted the Annual Financial Report. The Mayor stated: “The Board conducted an audit of the annual financial report and supporting records of the Village Treasurer pursuant to Section 4-408(e) of the Village Law. The Board accepted the report as filed.”

Motion was made by Trustee Murphy, seconded by Deputy Mayor Majer to renew MVP Liberty Silver Health Insurance Plan.

RESOLUTION #30 regarding Dutchess County Planning Referral Exemptions, motion made by Trustee Ezrati, seconded by Trustee Schneider; all in favor via a roll call vote; resolution was adopted.

RESOLUTION #31 authorizing Justice Court Grant application was approved. Motion made by Trustee Ezrati, seconded by Trustee Murphy; all in favor via roll call vote.

RESOLUTION #32; authorizing Fuel Tank Contract Award, motion made by Deputy Mayor Majer, seconded by Trustee Schneider; all in favor.

RESOLUTION #33; authorizing submissionofthe 2017 CDBG Application; motion was made by Trustee Murphy, seconded by Trustee Schneider; all in favor.

RESOLUTION #34; executing the grant contract in connection with the NY State Dept. of State Waterfront Grant; motion made by Trustee Ezrati, seconded by Deputy Mayor Majer; all in favor via roll call vote; resolution was adopted.

RESOLUTION #35; Approval of Budget Modifications; motion made by Deputy Mayor Majer, seconded by Trustee Schneider; all in favor via a roll call vote.

RESOLUTION #36; Approval of Due/Due From statement; motion made by Trustee Schneider, seconded by Trustee Ezrati; all in favor.

Announcement was made of the Public Presentation on October 12, 2016 at 7:00 PM on the 3rd Floor of Watts dePeyster Hall regarding the Design of the Walkway.

Saturday, October 1, is Street Painting Festival. Registrations are pouring in, the Tivoli Rug Hooker Club is planning a “yarn burst”, Joe Tobin and his Acoustic Medicine show will be present. Hotel Tivoli has gotten WDST to broadcast the event.

The WW II Monument repairs have been completed.

Painting of the Bay floors of the Firehouse are completed.

Tivoli Free Library has a number of wonderful programs which are available

Intermunicipal Task Force meets Friday mornings; they are working on compliance with the Comprehensive Plan

Mayor Griffith

  • 9G Corridor Safety Study; their final meeting takes place that evening; the final report will be presented on the Town of Red Hook website.
  • PDTC – Cornell Study will be posted on the Village website.
  • The speed sign is expected by the end of September and will be set up for use..
  • Welcome sign has been taken down to be repainted
  • Trees and bulbs will be planted this fall
  • A Chess Table has been delivered and will be set up soon. It is a concrete table with stools which was donated by an individual in memory of Bernard Tieger.
  • The Village Board marched in the Hardscrabble Day Parade; thank you to the Village and Town for the invite.
  • The Village Board and Bard College are working together to protect the quality of life in Tivoli. Deputies are working hard and enforcing laws. If you are disturbed after 10:00 PM, call the Dutchess County Sheriff’s office at 486-3800.

Public Comment:

Karen Cleaveland shared her thoughts regarding late night noise in writing with a letter she wrote. Glenn Baker asked what is Bard’s policy on the students’ behavior in the Village? Bard needs to be more interested in student safety. Our Village is not the place for this group to be out partying. It is hard to stomach the volume of behavior of this group. The laws are intact for good reason. MattkewKobalkin applauds the progress, and went on to ask questions regarding the water tower; still working on it. He mentioned speeding is a large issue, along with trash and litter along Broadway. New trash can codes should be put into place in the future. Dave Cleaveland also mentioned speeding, and the rate of speed cars go in the Village.

Deputy Mayor Majer mentioned that some students ae good residents and neighbors. Mayor Griffith and Deputy Mayor Majer will be going door to door to chat with students and invite them to events The goal is to integrate everyone into the Village. The Us and Them mentality is doing harm to our own objective.
