Call To Order: The Regular Meeting of the Board of Trustees of the Village of Riverdale

was called to order by Mayor Lawrence L. Jackson in the Village Board

Chambers, 157 W. 144th Street at 7:00 P.M.

Meditation/Personal Reflections

The Pledge of Allegiance to the Flag of the USA was recited

Roll Call: Trustees: Jerome Russell, Rodrick Jefferson, Tanya Watkins, Richard Nolan

and Bradley Smith.

Deputy Police Chief Richard Graziano, Deputy Fire Chief Art Schweitzer, Public Works Crew Leader Todd Henning, Village Administrator Shuntai Sykes, Director of Community and Economic Development Dawn Haley, Finance Director David Gonzalez, Village Engineer Chuck Hodges, Village Attorney Matt Welch and Village Clerk Karen Holcomb

Absent: Police Chief Dave DeMik and Fire Chief Rob Scharnhorst

There being a quorum present the meeting was in order.

New Business:

1.  A RESOLUTION OF THE VILLAGE OF RIVERDALE, COOK COUNTY, ILLINOIS, AUTHORIZING THE EXECUTION OF A CONTRACTOR AND OWNER AGREEMENT BY AND BETWEEN ELMUND AND NELSON ELECTRIC COMPANY AND THE VILLAGE OF RIVERDALE, COOK COUNTY, ILLINOIS FOR THE RESIDENTIAL STREET LIGHTING PROJECT – METRA STATION UNDERPASS;

Mayor Jackson referred to Engineer Hodges. He stated Elmund and Nelson came in as the lowest responsible bidder at $73, 800 and recommends them. This is for work at METRA station underpasses at 137th, 138th and 144th Streets.

Mayor Jackson entertained a motion to adopt;

2.  AN ORDINANCE AUTHORIZING AND APPROVING A PRELIMINARY CONSTRUCTION ENGINEERING SERVICES AGREEMENT FOR MOTOR FUEL TAX FUNDS BY AND BETWEEN EDWIN HANCOCK ENGINEERING COMPANY AND THE VILLAGE OF RIVERDALE, COOK COUNTY, ILLINOIS (2015 STREET RESURFACING PROJECT);

Mayor Jackson asked Treasurer Gonzalez if he had any concerns. Treasurer Gonzalez said he had spoken with Village Engineer and the funds weren’t coming out of the Villages MFT funds. Engineer Hodges said $800,000 is made available by IDOT for the street resurfacing program. It covers professional engineering services and construction, restructuring and identifying streets. There is no local agency financial commitment. Treasurer Gonzalez stated typically these projects request a local share of 20 to 25%. Treasurer Gonzalez said project 100% funded by IDOT and won’t interfere with monies coming in for Motor Fuel. Mayor Jackson was glad that was explained.

3.  AN ORDINANCE APPROVING A RELEASE AND HOLD HARMLESS AGREEMENT BY AND BETWEEN PACE SUBURBAN BUS DIVISION AND THE VILLAGE OF RIVERDALE, COOK COUNTY, ILLINOIS FOR THE EMERGENCY USE OF TRANSPORTATION SERVICES;

Mayor Jackson referred to Attorney Welch. He stated this is agreement where in case of an emergency PACE Bus would assist the Village in transporting residents. No monetary commitment from the Village. The Village would consent to Hold Harmless Agreement.

Mayor Jackson acknowledged Deputy Chief Graziano. He referred to matter of putting up the lighting under the METRA viaduct and was it going to be our infrastructure? He asked Engineer Hodges when everything is installed would be own that? Engineer Hodges said yes.

Mayor Jackson stated a policy discussion could be had later.

Mayor Jackson entertained a motion to recognize Trustee Washington at 7:09 p.m.

Motion by Trustee Watkins and second by Trustee Russell

By Voice Vote Declared Carried

Attorney Welch indicated he had explained the PACE Bus emergency use transportation services and were there any questions. There were none.

4.  A RESOLUTION OF THE VILLAGE OF RIVERDALE, COOK COUNTY, ILLINOIS, AUTHORIZING THE EXECUTION OF A SETTLEMENT AGREEMENT IN CASE NUMBER 1: 15-CV-00291;

Mayor Jackson referred to Attorney Welch. He stated this relates to issue with Lexington Insurance and the Village of Riverdale. There were coverages issues where the Village owed its deductible. Lexington filed a claim to recover the money. The issues were from 2009 & 2010.

We’re paying through 2 payment plans for the next (60) days.

5.  AN ORDINANCE OF THE VILLAGE OF RIVERDALE, COOK COUNTY, ILLINOIS AMENDING SECTION 15.02.031 OF TITLE 15 OF THE RIVERDALE MUNICIPAL CODE RELATING TO BUILDING CODES.

Mayor Jackson referred to Attorney Welch who stated there’s been issues with people parking their cars on the front lawn and backyards. This amendment required parking to occur on concrete and not on lawns.

Motion by Trustee Washington and second by Trustee Watkins

Trustee Watkins indicated this was in previous Ordinance and recently omitted and had been in the books.

1. Helen Denham – mentioned Amtrak has decided to name a building after former Mayor

Joseph Szabo.
