Regular Meeting/ Saturday March 3rd, 2018 / 9:00am / Lublin Village Hall

MINUTES

Meeting was called to order by President Jerry Kolve at 8:05am. All board members were present (Christine Nowak, Richard Pulcher/late).

Pledge of Allegiance was said.

Motion was made by Jerryto accept this month’s agenda and 2nd by Richard as posted. All were in favor.

Motion was made by Richardto accept the February 2018 Board Meeting minutes as mailed, 2nd by Christine. All were in favor.

Treasurer’s report was given.Current Balance in Village checking account is $103,402.22. Recreational combined balance is currently $40,528.02 (this includes checking, savings and CD’s)Motion made by Christineto accept treasurer’s report and 2nd by Richard. All were in favor.

Sewer accounts report: Balance in Sewer account $3,095.41 and in the Hi-Fi account $40,506.40 (reduced by $2,500.00 it was taken to pay sewer account bills). Motion made by Christine to accept sewer accounts report, 2nd by Richard. All were in favor.

Sewer Operator’s Manager’s report was given for January and February; we were zero days over the limit. Everything is running great currently. Motion made by Richard, and 2nd by Christine to accept report.

Agenda Items/Old Business

Discussion of flushing the village sewer lines. The Village Board will be checking into the cost of a unit for the Village to own. It was mentioned to contact Gilman to see if their tanker could be used in the flushing.

Discussion on sewer laterals/abandoned laterals. There are several abandoned laterals that the property owners are not currently be charged for, and documentation indicates that they were charged previously. Motion by Christine and 2nd by Richard for the sewer accounts manager to start charging the abandoned lateral fee of $76.00 for those properties. All were in favor.

The sump pump inspections should begin by the end of March.

Discussion on the Xcel Energy poles concerning the hanging of items on them. The distribution pole lines can no longer have items hanging on them. The streetlight poles we must receive written permission to place hanging items on them. The board has decided that we will remove all hanging items from the Xcel Energy poles (when weather permits).

Discussion on Noxious weeds ordinance. The clerk will type up the ordinance for the April meeting for approval. The Village Board will be the village commissioner.

Repairs needed in the fire bay area were discussed. The board has received a bid on the replacement of the door for $1,487.11; they will be checking on at least one more bid. The outside security light above the bay doors fixture will need to be replaced. The board will contact several electricians for bids. The bid will also include an outside security light at the Village Hall door. The new security lights will be LED. The president has indicated that the person doing the back door will be asked to include bids for the completing the Village Hall work.

There was an article in the Wisconsin Town Association monthly magazine concerning towns/village plowing for residents. The board will review the article and it will be discussed at the April meeting.

Discussion of TIF / Tax Increment Financing. There is a teleconference done by the University of Wisconsin-Extension on Wednesday March 14th from 10:30am-12:00 noon that Richard Pulcher will be signing up for. The teleconference will be held at the Village Hall. If you would like to attend and learn more you may.

The Annual meeting will be held on April 7th, after the regular board meeting. The clerk will place at the Lublin Post Office an article published by the Wisconsin Town Association concerning Annual Meetings and also on the website.

Open Discussion

Abandoned sewer rate of $76.00 versusoccupied sewer rate of $90.00; several residents feel that the abandoned sewer rate needs to be lowered. The Board will review all sewer ordinances, sewer expenses, and unexpected expenses. After they have reviewed these items the issue will be placed on the agenda at a later date.

The village equipment is not supposed to be used for personal use. There were several residents that indicated they felt that the snow removal equipment has been used for personal use in several incidences. This issue will be discussed at the April meeting when the discussion of the Wisconsin Town Association article is discussed.

The funds are still there for the completion of the Lublin Street project for the edge of the road. It will be completed when weather permits.

The clerk will send letters to residents who have vehicles that appear to not be running, sitting on the edge of road. These vehicles need to be removed as they are an issue with snow removal.

Junk ordinance/salvage will be tabled for another meeting. Board will review current ordinance and other information.

The Sorensen property will be coming up for auction in June, the Village has been given the option to purchase. The clerk will contact Taylor County Treasurer to advise them that the Village maybe interested in purchasing and for more information concerning the cost, per instruction from the board.

Next Board meeting will be on April 7, 2018 at 8:00am. Annual meeting to be held after.

Motion made at 9:30 am to adjourn meeting by Jerry and 2nd by Richard, after the paying of bills.

The Recreational Facilities board meeting is scheduled for after the meeting. Minutes from the meeting will be given to the clerk, to publish in next month’s newsletter.

RESIDENTS WHO OWN DOGS

TAYLOR COUNTY DOG ORDINANCES:

Chapter 54, Section 54.05 Duties of All Dog Owners;

STATE OF WISCONSIN DOG STATUES: Chapter 174

Basically: Dogs when outside on owner’s property must either be in a fenced yard, a kennel, or on a chain. When off the owner’s property they must be on a leash.

And as a curiosity to property owners when walking your dog or dogs please try to remember to carry something to pick up after your dog.

From the Treasurer: Notice to all residents of Lublin who are dog owners. The county requires every dog to be licensed. Please see your treasurer to get the license. Proof of rabies vaccine is required. A Dog License Application was included with the January newsletter.

Due to the increased cost of animal impoundment, more attention will be focused on unlicensed dogs in Taylor County. In accordance with Wisconsin State Statute 174.12 (4), the Taylor County District Attorney’s office will be notified of owners who have failed to license their dogs. Those individuals will be responsible to pay fees of $169.00 per dog not licensed if they fail to comply within 30 days notice from the District Attorney’s office.

Please remember when leaving the Village Hall to make sure all electric has been turned off and that the door is locked.

Residents we have placed a Sewer Department box outside of the Village Hall. You may place your sewer payments there instead of mailing them.

If you have any complaints, things you feel need to be done or done differently YOU need to contact the Village Board, NOT the Village Municipal Employee.

REMINDER CONCERNING RENTAL OR USAGE OF VILLAGE PROPERTIES

The Clerk will handle all requests for the rental/usage of all Village Properties for activities. This will include the Village Hall, the Ball Field, and the Park & Pavilion.
