Council Meeting Minutes

July 19, 2016

The Regular Council Meeting was called to order Mayor Winterroth at 7:30 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees Pahl, Weaver, Hoopingarner, Johnson, Stear & Hippen … Attorney Connor, Engineer Lott, Treasurer Braden and Clerk Klatt.

Guests: None present.

Minutes: Trustee Weaver made motion to approve the minutes of the regular meeting on July 5, 2016 … Seconded by Trustee Johnson … all ayes … motion carried.

Treasurer’s Report: After discussion, Hippen made motion to accept Treasurer’s Reports and pay all outstanding bills ... Hoopingarner seconded. ROLL CALL VOTE: Hoopingarner: yes, Johnson: yes, Stear: yes, Hippen: yes, Pahl: yes, Weaver: yes … motion carried.

Engineer's Report (Lott): Engineer Lott presented update on both Main Street projects and MFT seal coating.

Main Street Project estimated at $300,000 … one bid received … 15% higher than anticipated. After discussion, Weaver made motion to have Engineer contact lone bidder with understanding of trying to negotiate lower bid price by changing paint option and asking Village employees to do signage and other removal … Hippen seconded … ROLL CALL VOTE: Johnson: yes, Stear: yes, Hippen: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes … motion carried. Engineer will have possible amended bid for Council to approve at August 2 meeting.

Received one bid for seal coating … Village MFT program included $20,500 … bid was $25,044.85 for steel slag and $25,360.05 for black trap. After discussion, Weaver made motion to approve bid from Cullinan for seal coating with area on Phil Gould from Chicago to JoLynn removed … Johnson seconded. ROLL CALL VOTE: Stear: yes, Hippen: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes … motion carried.

Hippen made motion to approve Ace in the Hole quote for $6,425.00 for spray patching portion of our MFT Program … Weaver seconded. ROLL CALL VOTE: Hippen: yes, Pahl: yes, Weaver: yes, Hoopingarner: yes, Johnson: yes, Stear: yes … motion carried.

Attorney’s Report (Connor): Received FOI request from law firm representing property owner adjoining Dollar General; requested extension of time because responsive documents are voluminous. Village actions on zoning and annexation have been conducted correctly. If any Council members have material (correspondence, emails, etc.) related to Dollar General Project, please notify Attorney as he and Mayor are putting together information for the request to be submitted shortly.

Finance (Hoopingarner): Nothing to report.

Sewer (Pahl): Nothing to report.

Streets & Alleys (Weaver): Weaver approved Invoice 7496 from Dooley Bros. Mining & Const. Products in amount of $45.31 for Typar and Receipt from Lowe's in amount of $86.25 for asphalt … both to be paid from MFT funds.

Police & Planning (Johnson): Received 5 incident reports. Several letters on ordinance violations were sent out.

Water (Hippen): Sent out 20 shutoff notices totaling $3,071.32 … one in foreclosure totaling $56.50. Sold approximately 2,774,404 gallons of water … bulk water sales totaled $594.75. Seven checks from escrow account totaling $340.00 were approved.

Buildings & Grounds (Stear): Trustee Weaver spoke to cement company about prices to have aggregate storage units blacktopped or concreted … will need to have measurements for quote.

Other: Audit will begin July 26.

Trustee Hoopingarner made motion to approve Personnel Manuel dated July 19, 2016 … Trustee Stear seconded … all ayes … motion carried.

Correspondence: Trustee Hippen will be moving to Trivoli soon … next meeting in August will be her last meeting.
