Mayor Dennis Greene called this meeting to Order at 7:30 pm

Mayor Dennis Greene, Deputy Mayor Robert Moses, Councillors Kirk Cheney, Tammy Worthen, Wayne Sturgeon, Jayne Turner, Mark Ingersoll, Mitchell Brown, CAO Rob MacPherson, Treasurer/Asst. Clerk Alyssa Calder, Clerk/Asst. Treasurer Ami Brownlee, Recreation Director Chris Rayner, Pastor David Phillips, 1 RCMP, 10 Members of the public, and 2 GMTV Workers.
Opening Remarks
- The Canada Day Celebrations were a great success. This year we celebrated Canada turning 149 years old and the Queen’s 90th birthday. When looking at the conflict in the rest of the world we should all be very grateful and give great thanks that we are blessed to live in such a wonderful country. We should also take the time to thank our Veteran’sand remember those who have given the ultimate sacrifice for our freedom, not only on Remembrance Day, but every day.
- Council would like to thank the Seal Cove Baptist Congregation for putting on their annual Canada Day breakfast; RCMP Constable Painter and son, Xavier, both dressed in formal RCMP uniform and took part in the flag raising; Karl Ingersoll for offering prayer and kind remarks; a big thank-you to the volunteers who organized and supervised the activities. Without these dedicated people the events could not take place. The Fire Department’s Hypnotist was also a great success and enjoyed by the audience and participants. Council would like to thank the volunteers who put up the flags on the telephone poles. The individuals responsible for removing the flags off of the poles in Seal Cove should hang their heads in shame for this deed.
- At the last Council Meeting it was voted not to open the pool due to lack of Lifeguards. The morning after the meeting, people came forward willing to take the lifeguarding course. Thank you for having an interest in our Pool.
- Council would like to offer their Congratulations to the 2016 Graduates of the Grand Manan Community School. The recipients of this year’s Village Bursaries were Jodelle Harvey for College Level and Kelsey Ross for University Level.

Adoption of Minutes
Moved by Deputy Mayor Robert Moses, seconded by Councillor Kirk Cheney to adopt the Minutes of June 6th, 2016 as circulated.

Additions to the Agenda
Moved by Councillor Wayne Sturgeon, seconded by Councillor Jayne Turner that the following additions/changes be made to the Agenda:
Add “14.1: General Operating Fund – Invoice for Dutchmen Contracting in the amount of $11,514.70 for Dark Harbour Outlet”; Add “15.2- Closed Session Personnel – Summer Employees”; Move “12.5- Indoor Pool” to “15.3- Closed Session – Property”; and add “12.5 Southwest New Brunswick Transit Authority – Request for Grand Manan Representative”

Constable Matthew Painter read the RCMP Report for the month of June.

Grand Manan Community Pool
Moved by Councillor Kirk Cheney, seconded by Deputy Mayor Robert Moses to rescind Motion 16-78 to close the Community Pool for the 2016 season.

Wild Atlantic Salmon
Deputy Mayor Robert Moses shared his experience at a meeting he attended at the Hunstman Marine Science Centre on June 28th, 2016 regarding an experiment being conducted on wild salmon at Dark Harbour. He noted that reports will be sent to Council upon completion of the experiment.
Ten Minute Open Session
- Vice President of the Boys and Girls Club Board of Directors, Linda Cook, read a letter from President Hannah Mullen outlining ongoing obstacles the Boys and Girls Club have been facing with the cleaning standards and custodial staff.
Delegations and/or Special Speakers
Greenhouse Gas Emissions – Donald Kilhorn of Eastern Charlotte Waterways presented the Charlotte County Climate Change Adaptation Plan to Council.
Moved by Councillor Wayne Sturgeon, seconded by Councillor Kirk Cheney that Councillor Mitchell Brown serve as a Council Representative for the Charlotte County Climate Change Adaptation Plan.

Committee Make-Up
Mayor Dennis Greene read the Committees Lists as of July 4th, 2016.
Charlotte County Tourism Association
Moved by Deputy Mayor Robert Moses, seconded by Councillor Jayne Turner that Councillor Wayne Sturgeon’s volunteering to sit on the Charlotte County Tourism Association Board be accepted by Council.

Expansion of the Airport
Moved by Councillor Mark Ingersoll, seconded by Councillor Jayne Turner to have this company do the required study on the airport and that the funds be made available to this group (Brunswick Engineering & Consulting Inc.).

Tourism Telephone Expense
Moved by Councillor Wayne Sturgeon, seconded by Deputy Mayor Robert Moses that Council grant The Tourism Association a $200.00 donation for 2016 Telephone Expenses.

Moved by Councillor Jayne Turner, seconded by Councillor Wayne Sturgeon that, looking forward to 2017 and onward, the Economic Development Committee meets with representatives from Tourism to discuss who should be responsible for the telephone expense.

Moved by Councillor Mark Ingersoll, seconded by Councillor Jayne Turner that the Cleaning Contract be put out to tender for the Community Complex, Business Centre and Fire Hall. The tender will close in three weeks.
