Udaipur Division: A Factsheet

There are 175 candidates contesting the Rajasthan Vidhan Sabha 2003 election of 30 constituencies of Udaipur Division. Of these, we were able to get the affidavits of 111 candidates from 28 constituencies. [1]The two consittuencies for which no affidavits were received are Sarada and Aspur. Of the affidavits we received we were able to use 100to 107 while preparing the rankings because some were incomplete, or illegible and other related reasons. Each table contains a footnote indicating the exact number of affidavits used.

Udaipur Division has a predominantly tribal population. It has sixteen seats that are reserved for Scheduled Tribes (ST) and two are reserved for Scheduled Castes (SC). This factor accounts for the large number ST candidates fielded by various parties.

Our rankings are based on the values declared by candidates. The affidavits filed by the candidates are incomplete in many respects. Some candidates have stated the area of their properties, but not its value. Similarly, value of jewellery may be stated but not its weight. If complete information were declared, our rankings are likely to be affected.

The declared value of assets of "electoral candidates" includes that of their spouse(s) and dependents.

[1] The Rajasthan Election Commission webpage has the affidavits for all the candidates. However, these were uploaded on their website after we had started our analysis and so we were unable to include information on all the candidates in our analysis.

[4] Total wealth has been calculated as the sum of the candidate’s declared value of agricultural and non-agricultural land, buildings, houses and apartments, cash, bank balances, other investments such as shares, debentures, etc. and the declared value of their jewellery. The information for this table has been compiled from affidavits of 100 electoral candidates.

Non-agricultural land holdings include land in rural areas (which sometimes runs into bighas), buildings, houses and apartments owned by the candidate, their spouse and their dependents. Some candidates have given incomplete information about their property. E.g., some have mentioned the area of land owned, but not its value, while others have given the value of their land but not the area. For the purpose of this table, ranking has been done based on declared information on value of land. Rankings might change if complete information on land values were declared.

[7] This table has been compiled from affidavits of 100 electoral candidates. "Financial Assets" include cash, bank balances, other investments such as shares, bonds, debentures, mutual funds, etc. held by the candidate, their spouse and dependents.

This has been converted into grams assuming a conversion rate of 10 grams to one tola. The total declared value of jewellery includes the value of precious stones such as diamonds. This explains why some candidates may report very little gold and silver, but still have high total values of jewellery owned by them.Some candidates have given incomplete information about their jewellery. E.g., some have mentioned the weight, but not its value, while others have given the value of their jewellery but not the weight. For the purpose of this table, ranking has been done based on declared information on value of jewellery. Rankings might change if complete information on jewellery values were declared.

[11] Political parties which are fielding more than three candidates were included in this table. We were unable to get the affidavits for many BSP candidates. Therefore, they are not included in this table.
