VICTORIA DAY CLASSIC TOURNAMENT RULES

1.Official Tournament Registration:
1.1Participating Teams are required to check in at Tournament Headquarters (61 Riel Drive) prior to their first game.Rosters will be accepted electronically until seven days prior to the start of the tournament. After that, rosters and revisions to rosters will only be accepted in person at Tournament HQ. Only those players listed on the roster submittedprior toplayingyour first game in the tournamentshall participate in the tournament. Guest players will be accepted with your registration, butmust have proof of age andeligibility. (See rule 12)
1.2A maximum of twenty (20) players per team will be allowed to register & dress for U10 – U18.
1.3A game sheet is required for each game. SASA will provide Tournament game sheets on-line. Tournament game sheets must be signed by the coach. The game sheet must be completed and handed to the referee before the kickoff time. At the end of the game, the referee will sign the game sheet and enter the relevant information from the game. The winning team, or home team in case of a tie, must phone in game scores to 780-884-1054 within 10 minutes of game completion, and also bring game sheets to Tournament HQ within 2 hours.
2.Schedules:
2.1The schedules prepared for the tournament will not be changed for any reason other than weather. Weather delays may result in either abandoned games being declared as complete games, immediate or deferred shootouts, or in reschedules, at the discretion of the Tournament Director. SASA reserves the right to assign any team, to any pool, based on the registrations received for the Tournament.
2.2If a team is unable to field a minimum of seven (7) players by ten (10) minutes after the scheduled kickoff time then that team will forfeit the game.(U12-5) (U10-4) The official result of a forfeit is a 3-0 win for the non-offending team, and zero points for the offending team.
2.3If both teams are unable to field a minimum required number of players (as stated above) then both teams will be assigned zero points for the game.
2.4If a team fails to show for a tournament then the games scheduled for that team will be awarded as 3-0 wins to their opponents. A tournament no-show will result in the forfeit of all registration fees and may affect future participation in St. Albert Soccer Association Tournaments.

3.Equipment:
The home team, as identified in the schedule, shall be required to provide a suitable game ball. Each teams' uniform shall be clearly distinguishable from the opposing team. If the referee decides there is a colour clash then the home team (as listed in the schedule) will be required to change. All players' jersey numbers must correspond to the numbers on the game sheet. All playing fields will be set up with nets and flags.
4.Games:
4.1The referees, all of whom will be registered with the Alberta Soccer Association, shall be the sole judge as to whether or not a game can be played as per the scheduled time and venue.

DECISIONS MADE BY THE REFEREE DURING THE COURSE OF THE GAME, AND THE RESULTS OF THE GAME, SHALL BE FINAL.


4.2In the event that a referee fails to show for a game, every attempt will be made to provide a neutral and qualified replacement. If such an individual is not available then the officials from both teams and tournament organizers will have to agree upon an alternative person to referee the game.


4.3Points shall be awarded as followed:

4.4The duration of the tournament games is as follows (revised per ASA guidelines –June 2010):

U14 / 35 / 40
U16 & 18 / 40 / 45

4.5 Substitutions: Unlimited substitutions are allowed, however the number of substitutions at any one time will be at the discretion of the ref. Please speak with the ref prior to each game to confirm.

4.6 Whenever possible, teams and their parents shall take opposite sides of the field. Parents shall be a minimum of 10 yards from the centre line.


5.Referee Liaison – mandatory for each team to assign a parent RL prior to each game:


5.1 Prior to the start of a game, each team must identify who their Referee Liaison is by having them shake hands with the ref.

5.2 RL’s must wear an armband that easily identifies them in the crowd. (Yellow RL cards can provided at HQ if you do not have an RL tag)

5.2 Referee Liaison’s selected by your team should be a trusted parent with a calming influence on the sidelines who is not afraid to approach other spectators who are verbally abusing team officials players or opponents, and remind them this is not permitted, they are there to cheer on their team only. Remember – this game is for the kids, and many of our refs are someone’s son/daughter too. Please help us keep them interested in coming back to be a referee for more than one season.

6.Protests:


6.1Protests must be clearly written and indicate the nature of the protest, all relevant information, and all the parties involved. The coach of the protesting team must sign the protest.A $50 chequemust accompanyallprotests. Cheque ispayable to SASA.


6.2No protest shall be heard which is based on a game official's interpretation of the "Laws of the Game”


6.3The tournament committee will deal with all valid protests immediately. A decision of the Tournament Committee shall be final and binding on all parties concerned.


7.Policy on dealing with a bloody wound:


If bleeding occurs where other participants may be exposed to blood, the individual's participation must be interrupted until the bleeding has stopped. The wound must be cleansed and securely covered before the player may resume playing. The player may only resume playing with the permission of the Referee.


8.Discipline:


8.1 Each game sheet will be inspected for the "referee's report" and the following minimum discipline shall automatically apply to the people involved:

§  Any player who receives two cautions (i.e. two yellow cards) during the course of a single game shall be suspended for the remainder of that game.

§  Any player who is sent off (i.e. shown a red card, other than by means of a "second caution described in 8(1) above) shall be suspended for a minimum of one additional game, which shall be served during the following game.

§  Any player receiving 3 (three) yellow cards in the tournament shall be suspended from the next game on their schedule. Suspension applies to medal games if applicable.


8.2After considering the circumstances of a player's dismissal, the Disciplinary Chairperson will set the length of any additional suspension. Any additional red cards received by the player shall result in their immediate disqualification from further participation in the tournament and notification to their home district/league of the nature of their suspension.


8.3If a coach, team official, or team supporter is ordered away from the sideline and/or field, then the coach of the offending team will be notified before the next game if they are required to meet with the Tournament Disciplinary Committee.


8.4Threats and assaults on officials during this tournament will generate an immediate suspension pending the ASA's Discipline Committee action in accordance with Rule 9 of the ASA Rules and Regulations.

If a five player shoot out is required between teams tied to advance, it will be held at the most convenient field available. If teams are still tied after five players shoot, individual players are selected to continue on a sudden death basis. If teams are still tiedafter 11 shooters, then every player on the team roster (to a maximum of 18) must participate in the shootout as required.


It is a team's responsibility to know when they are involved in a shootout, and to obtain the time of the shootout from Tournament Headquarters. If you don't show for your shootout, you will forfeit.

10.Tie Breaking Procedure for Play Off Games:

Playoff games tied at the expiration of regular time will play two (2) five minute halves.

If the game is still tied it goes to Penalty Kicks for a decision.


11. Penalty Kick Procedure for Play-Off Games:

11.1If a result is still needed after the 2 x 5 minute halves have been played, only the players on the field at the conclusion of the overtime may participate in Penalty Kicks. Coaches and or the managers may join these players on the field of play, however no other players from either team may enter the field of play.

§  The referee will determine which goal is to be used.

§  The coin toss winners kick first.

11.2Both teams select five (5) players for the first round.


11.3Kicks are to be taken alternately; the team that scores the most goals shall be declared the winner.


11.4If after both teams have taken five kicks, both have scored the same number of goals, another different five players will be chosen from those who were on the field of play. Shots will be taken only until one team has received one more goal than the opposing team with both teams having received the same number of shots.

12. Player Eligibility:

Proof of registration must be carried with the teams at all times (Signed ProvincialRegistration Formand player cards when possible). Player cards will only be used during the tournament when age verification is requested by Tournament Director or designate. Players must be registered to participate in this tournament. Each team is permitted to add a maximum of four (4) guest players to their existing roster. These players must be registered on a Provincial Registration form and must be of the same or lower tier/division/age category that you are entered in for the tournament. Teams using guest players must have a letter of permission from the player’s current coach as well as access to proof of registration if requested.

13.Other Circumstances:

These rules are intended to be all-inclusive, but on occasion, a situation may arise not covered by these rules. If this should occur, all participants agree to be bound by any decision made by the Tournament Director.

14. U12 Divisions will follow the Alberta Soccer Association U12 8v8 Guidelines

15. U10 Divisions will follow the EIYSA U10 7v7 Guidelines

Games will be played on a 240’ X 150’ size Fields. If 8 or more teams enter, two divisions may be offered based on the skill level of the teams entering.
