CALL TO ORDER:An Informal Conference Committee of the Board was called to order at 9:00a.m.

MATTER SCHEDULED:Bryan C.Gooding, DVM

DISCUSSION:Dr. Goodingappeared before the Committeein accordance with a Notice of Informal Conference dated May 23, 2007. Dr. Goodingwasnot represented by counsel. The Committee fully discussed the allegations contained in the notice with Dr. Gooding.

CLOSED SESSION:On properly seconded motion by Dr. Siemering, the Special Conference Committee recessed Open Session and convened in Closed Session pursuant to §2.2-3711(A)(28) of the Code of Virginia for the purpose of deliberation to reach a decision in the matter regarding Bryan C. Gooding, DVM. Additionally, it was moved that Cynthia Gaines, Senior Adjudication Analyst, Administrative Proceedings Division, and Terri Behr, Operations Manager, Board of Veterinary Medicine,attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the Committee reconvened in open session and announced its decision.

DECISION:Based on the Investigative Reports and discussion of the case with Dr. Gooding, the Committee made certain Findings of Fact and Conclusions of Law and ordered that Dr. Gooding’s veterinary practice be subject to one unannounced inspection within 12 months with payment of the $200 inspection fee. The hearing was adjourned at 9:45a.m.

As provided by law, this decision shall become a Final Order thirty days after service of such Order on Dr

Gooding unless a written request to the Board for a Formal Hearing on the allegations made against him is

received from Dr. Gooding within such time. If service of the order is made by mail, three additional days

shall be added to that period. Upon such timely request for a formal hearing, the decision of this conference

committee shall be vacated.

DISCUSSION:Dr. Neff appeared before the Committee in accordance with aNotice of Informal Conference dated June 5, 2007. Dr. Neff wasnot represented by counsel. The Committee fully discussed the allegations contained in the notice with Dr. Neff.

CLOSED SESSION:On properly seconded motion byDr. DeBell, the Special Conference Committee recessed Open Session and convened in Closed Session pursuant to §2.2-3711(A)(28) of the Code of Virginia for the purpose of deliberation to reach a decision in the matter regarding Tracey L. Neff, DVM. Additionally, it was moved that Cynthia Gaines, Administrative Proceedings Division, and Terri Behr, Operations Manager, Board of Veterinary Medicine,attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the Committee reconvened in open session and announced its decision.

DECISION:Based on the Investigative Report and discussion of the case with Dr. Neff, the Committee made certain Findings of Fact and Conclusions of Law and ordered that Dr. Neff obtain 2 hours of CE in recordkeeping. The hearing adjourned at 10:50a.m.

As provided by law, this decision shall become a Final Order thirty days after service of such Order on Dr

Neff unless a written request to the Board for a Formal Hearing on the allegations made against her is

received from Dr. Neff within such time. If service of the order is made by mail, three additional days

shall be added to that period. Upon such timely request for a formal hearing, the decision of this conference

committee shall be vacated.

CLOSED SESSION:On properly seconded motion by Dr. McKelvin, the Special Conference Committee recessed Open Session and convened in Closed Session pursuant to §2.2-3711(A)(28) of the Code of Virginia for the purpose of deliberation to reach a decision in the matter regarding Beverly C. Bishop, LVT. Additionally, it was moved that Cynthia Gaines, Senior Adjudication Analyst, Administrative Proceedings Division andTerri Behr, Operations Manager, Board of Veterinary Medicineattend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the Committee reconvened in open session and announced its decision.

DECISION:Based on theInvestigative Report anddiscussion of the case with Ms. Bishop, the Committee dismissed the cases and will issue an Order restoring a free and unrestricted license to Ms. Bishop. The hearing was adjourned at 3:00p.m.

CLOSED SESSION:On properly seconded motion by Dr. Siemering, the Special Conference Committee recessed Open Session and convened in Closed Session pursuant to §2.2-3711(A)(28) of the Code of Virginia for the purpose of deliberation to reach a decision in the matter regarding Henry C. Duval, DVM. Additionally, it was moved that Cynthia Gaines, Senior Adjudication Analyst, Administrative Proceedings Division and Terri Behr, Operations Manager, Board of Veterinary Medicine attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the Committee reconvened in open session and announced its decision.

DECISION:Based on the Investigative Report and discussion of the case with Dr. Duval, the Committee ordered that Dr. Duval obtain 4 hours in CE in small animal dentistry. The hearing was adjourned at 3:00 p.m.

As provided by law, this decision shall become a Final Order thirty days after service of such Order on Dr

Duval unless a written request to the Board for a Formal Hearing on the allegations made against him is

received from Dr. Duval within such time. If service of the order is made by mail, three additional days

shall be added to that period. Upon such timely request for a formal hearing, the decision of this conference

committee shall be vacated.
