WIN-202 System

Version 10.2.16.12System ChangesDecember 2016 Release

Summary of Changes

  • DOLWIN-273
  • All references of NAICS 07, NAICS 2007, NAICS07 and NAICS2007 have been changed to NAICS 12, NAICS 2012, NAICS12 and/or NAICS2012.
  • There is a special procedure that the states must run after the WIN system is rolled to 2017/1 to copy the 2016/4 NAICS code to the NAICS12 field. Instructions are in the Installation document in this zip file.
  • See the accompanying “DOLWIN-273 - Rename NAICS2012 Field.docx” spec in the “SPEC Documentation” folder in this zip file.
  • DOLWIN-275
  • BLS will provide the states with a load file with the 2012 -> 2017 splits.
  • The new load option is found on the “Refiling” tab under the Quarterly Processing option:

  • Some of the records sent on this load file may have a blank NAICS code with a response code 31. These records will typically have additional information provided in the ARS spreadsheet.
  • See the accompanying “DOLWIN-275 - Loading Splits.docx” spec in the “SPEC Documentation” folder in this zip file for details of the load file name, the fields in the load file, the fields being updated and any other actions that will occur during the load.
  • DOLWIN-282
  • Comment Code 61 will be used to identify records that were affected by the NAICS 2017 Revision (Directs, Consolidations, and Splits). This comment code will be system-assigned when appropriate but may also be manually added.
  • There is a special procedure to be run during the install of this update that will change the text of Comment Code 61 to be “NAICS 2017 Direct, Consolidation, or Split.”
  • See the accompanying “DOLWIN-282 - Comment Code 61.docx” spec in the “SPEC Documentation” folder in this zip file for more details.
  • DOLWIN-283
  • All records currently coded in 2012-based split industries as part of the NAICS revision are being contacted and/or reviewed during the 2017 Refiling Cycle. However, these records will not be on the 2017 Control File. This query will allow the states to easily query these records to see their revision status and what new codes were assigned.
  • The query is run directly from the query editor in the following way:
  • Type “run qtr-naics-query.r” into the query editor and press F2 to run the query.
  • You will be prompted to provide an output folder for the report file:
  • The user will then pick the accounts they wish to see and then click “Create Report”:
  • A pipe-delimited (“|”) file that can be loaded into Excel will be created in the specified output folder with the records that match the selection chosen.
  • See the accompanying “DOLWIN-283 - Splits Query.docx” spec in the “SPEC Documentation” folder in this zip file for more details as to the contents of the output file.
  • DOLWIN-285
  • WIN will system-assign 2017/1 NAICS codes for directs and consolidations in several situations. The system-assignment will not override a valid 2017-based NAICS code.
  • See the accompanying “DOLWIN-285 - Directs and Consolidations.docx” spec in the “SPEC Documentation” folder in this zip file for more details.
  • DOLWIN-286
  • The Edit checks for the following edit codes have been updated to match the most up-to-date BLS documentation: 10, 12, 13 and 16
  • See the accompanying “DOLWIN-286 - WIN Code Edits.docx” spec in the “SPEC Documentation” folder in this zip file for more details.
