1. CQR Background and Activities

Kenichi Mase, Chair, briefly explained the CQR background and activities. He reported that the CQR TC successfully passed the recertification by Comsoc in 2006 (18 TCs passed the 2006 recertification; 5 TCs were placed on probation).

2. CQR Charter

Kenichi briefly explained the current CQR charter, which was revised in August 2006.

3.  Officers and 2007 Election

(1)  Kenichi introduced the current officers (2006-2007) of the CQR TC. He also announced the positions for election of the next-term (2008-2009) CQR officers.

(2)  The nomination committee for CQR officer election consists of the Chair (Kenichi) and Advisory Board (Karl, Koichi, Kelly, and Raymond). If you know possible candidates for next CQR officers, please let one of nomination committee members know by the end of August. The final candidates for vote will be decided by the nomination committee. Ballots for the election will be conducted in October, and Karl will be in charge of the ballot. Election results will be sent to CRQ members by e-mail, and it will also be announced in the committee meeting in Globecom 2007.

4.  Hot Topic Workshops

Four hot topic workshops on availability and robustness of Europe’s future communication networks were held in 2006. The proceedings of these workshops were posted on the CQR website. The discussions in these workshops were reflected to the final ARECI Report (Availability and Robustness of Electronic Communications Infrastructure), which is posted on the European Commission website.

5.  CQR2007

(1)  CQR Workshop was held from the May 15th to 17th in Florida, USA. We have 3 keynotes, 37 presentations, and 1 executive panel discussion. The number of attendees was 67.

(2)  The ceremony of the CQR Chairman’ award was held in the workshop. This year’s recipients of the CQR Chairman’ award are Keith Cambron (President and CEO, AT&T Labs), Dick Lynch (CTO, Verizon Wireless), George Rittenhouse (VP, Alcatel-Lucent Bell Labs), and Michael Tortorella (Professor, Rutgers University).

6.  ICCs and GLOBECOM

One of the main technical activities of the CQR TC is to organize the symposiums in ICCs and Globecoms. In Globecom 2007, Karl will serve as the General Vice Chair. Hiromi will be a symposium Co-Chair in ICC 2008 in Beijing (China) and ICC 2009 in Dresden (Germany). Professor Tsuboi will be a symposium Co-Chair in Globecom 2008. In Globecom 2009, Chi-Ming will be the Business Forums Chair, and Hiromi Ueda will be the Asian-Pacific Publicity Chair.

7.  2008 CQR Workshop

(1)  The 2008 CQR Workshop will have two programs: strategic program and technical program. The General Chair is mainly in charge of the strategic program which will be organized in the traditional style of the CQR workshops. The technical program has the formal TPC and the Chair, and the program will be organized on a selected paper basis.

(2)  The General program Co-Chairs are Richard Kroch (Alcatel-Lucent) and Peter Hoath (BT). The technical program Chair is Professor Masayuki Murata (Osaka University) and Professor Hasegawa (Osaka University) will support him. The workshop will be held in Carefree Resort & Villas, Arizona from April 29 to May 1, 2008.

(3)  The invitation for TPC members is still in progress. Please contact to Prof. Hasegawa if you have interest in becoming TPC members.

(4)  Kenichi explained the scope and the submission style based on the current CFP (Call-For-Papers). There were some discussions on the paper length (six or eight rather than four) and the inclusion of the published papers in the IEEE digital library. Making the CFP be one page and the necessity of the Call-For-Participation were also suggested.

8. Others

(1) Karl reported three topics related to the CQR TC in the TAC meeting. First one is the standardization; the IEEE ComSoc has an interest in taking some initiative in the standardization, and Karl suggested that the CQR TC would make some contribution to the standardization in some areas including the SLA. The second is the awards by the IEEE ComSoc; Karl suggested the possibility that the CQR could positively take part in the decision of the awards. The third one is the certification; Karl suggested that the CQR could give certification to qualified persons in subjects related to the CQR (for example, network reliability).

(2) Kenichi closed the meeting with the following remarks.

- The next committee meeting will be held during Globecom 2007 in Washington DC.

- Please mark the CQR2008 on your calendar.

- Upgrading IEEE membership to senior member is encouraged.

- Cast your vote for the Officers Election.
