Clerk to write supporting the application – will complement local character and be sympathetic to original architectural design in Conservation area.

o Pair of semi-detached dwellings to replace existing bungalow
Clerk to write objecting to the development as not in keeping with current properties and would have a negative impact on the street scene. Councillors felt there was no need for this kind of development as the village currently has a shortage of bungalows. Preference would have been 2 semi-detached bungalows + they believed this was an Open Plan area and questioned proposals relating to hedging.
Councillors would also like neighbours’ comments taken into account

· Complaint – Update
o Complainant has said she would be writing to ask for a meeting with the Complaints Committee. Yet to be received.

All have been contacted and have replied. Children’s Home will be reading a poem.
o Plaque Clerk
Sample passed round for Councillors to see. Plaque will be ordered 10” x 8”. Cllr. B. Amos said he would make stand for plaque to be attached to.
17/184 Internal Monitoring Cllr. S. Jerrams Coughtrey
· Update
o Cllr. S. Jerrams Coughtrey gave an overview of her visit to the office – Admin comprehensive and up-to-date.
o The Clerk would refer to records and suggest a Councillor to carry out the next review during September 2017 + a substitute.
o The Clerk following suggestion by Cllr. S. Jerrams Coughtrey at the meeting had prepared a new design of the Internal Monitoring Form.

Agreed. Cllr. R. Solesbury-Timms said he would like Children’s Clubs to be added to his Portfolio.

17/186 Definitive Map & Welcome Pack Cllr. S. Jerrams Coughtrey
· Definitive Map.
o 2 footpaths have been removed AU16 and AU33. 2 had been shortened AU8 and AU7. AU10 has had the marking shortened but the description remains.
o Form still in the process of being completed but help is required.
o Responsibility yet to be defined - in liaison with KierWSP.
· Welcome Pack
o Initial designs and words have been put together. This is still work in progress. Production to be considered at a later date.
17/187 Highways – Update Clerk
· Waters Lane – Give Way Sign
o Highways representative had replied to the Clerk regarding kerbs. It was felt they had been installed almost flush with the carriageway and therefore did not offer the deflection that a full=height kerb would. The initial design took into account use of agricultural/refuse vehicles and damage to full height kerbs. They have suggested the 30 mph advisory sign could be used reminding residents.
· Land Adjacent to 12 Rose Hall Lane
o Resident would like to purchase verge for additional parking. Been referred to Highways who own the land in question.
· Mansion Hill – Pavements
o Overgrown vegetation had been reported making it difficult to walk on the pavement. Clerk had contacted both landowners and Highways to rectify. Landowners had responded positively.
· AU1 Update – Delays & Stile
o Work had been delayed due to nesting birds. The Stile had been removed and delivered to a Councillor for safe keeping.
17/188 Bench on Village Green Clerk
o A request had been received from residents to have a bench reinstated on the Village Green. Request to be referred to the Finance Working Party for consideration.

17/189 Clerk/RFO Report – Update, Approval & Agreement Clerk
1. Help at Hand Cars – Insurance – Payment reimbursement
· We have received cheque in reimbursement of insurance payment made on behalf of Help at Hand.
2. Rats
· Following several concerns raised, a meeting had taken place with the Environmental Enforcement Manager. His views were there was no evidence of infestation. He gave guidelines for residents to implement. Environmental Dept. at SNC handle concerns raised by residents and visit on Mondays, Wednesdays and Fridays. There are set fees and no concessions.
3. Police meeting with residents & Commissioner Meetings
· Meeting has been scheduled for 28th June in the Parish Meeting Rooms – 4 p.m. – 8 p.m.
4. Panorama – Update
· Been approached by the Producer of Panorama who had requested details of closure of the Doctors’ Surgery. The Practice was contacted and information supplied has been passed to the Producer. Programme is currently still scheduled for October.
5. Stagecoach 500 Bus Service
· Following a meeting including representatives from District Council, County Council, Northants County & South Northants Transport, SNC Planning (advice on S106) and Stagecoach an agreement on the way forward was reached. There will be a trial period of 6 months in which time residents will be encouraged to use the service if it is to remain.
6. Voluntary speed watch support – B4525
· A letter of support has been sent to the Safer Roads Team dated 22nd May to allow a resident to commence the project September 2018.
7. Street Lighting on The Green and Midway
· Work in progress – waiting to hear from relevant authority.
8. VAT Return – reimbursement
· VAT reimbursement has been received for last Quarter.
