5. Financial Report
Circulated previously. Julie drew attention to the surplus and the need to consider what to do with it.

- Statewide Projects
Progress in projects is reported on in Public Libraries Unit report. Julie and Bruce Myers spoke about plans for the conference on 15th September. The purpose of this conference is to set up collaboration between publci libraries, the MAC and the State Library.
- Gulliver report
The new suite of ProQuest databases will be available from 1 July. Training is being organised at selected locations. $600,000 will be spent on databases this year. Approaches from other states to beconme part of Gulliver are being assessed on the basis of the impact of this on Victorian libraries. Collection of statistics is being reviewed. There will be a 2 day Gulliver forum in February.
A reminder that the Gulliver AGM is coming up with elections for a new committee.
8.Department for Victorian Communities Report
Graham Dudley spoke to the circulated report.
Barbara Horn moved/seconded Heather Phillips That Viclink express its appreciation to the staff of the DVC Libraries unit for their successful advocacy for increased funding Carried.
Barbara referred to the recent Public Libraries Initiative Grants Program and requested that in future submission-based funding be made available in a more efficient and timely manner. Graham said that this was the first round of funding using new procedures and it should work more smoothly in future.
The Minister will announce a new round of Book Bonanza soon – this is expected to a be a flat amount per Council with extra for non-metropolitan.
Libby Sturrock asked about the review of defininition of basic and value added services. Graham does not anticipate a major change in the definition.
- State Library Public Libraries Unit Report
Brendan spoke to the report (available on the Infonet) and reminded members that Anne Marie Schwirtlich and staff of the PLU are very happy to attend staff meetings at libraries to discuss their work.
SNIP is moving towards a bulk purchase of printers for metropolitan libraries.
Brief reports were made on Statewide projects.
Training : preparing next year’s program
Libraries Building Communities – reports will be published in October
Picture Victoria – will be launched in August.
10.CPLG News
Minutes of last meeting are available on the Infonet. There was a discussion on the future of the organisation and it was decided to continue in the same format. OH and S guildelines for mobile libraries are under development.

The Executive met on 11 May and discussed the following issues:

- LGPro – proposal for affiliation.
- Request from Pulse
- Proposed joint meeting with TAFE librarians
- LIAC Legal information service proposal
- Future of CPLG
- Vicnet funding
- Possible magazine purchasing consortium – subscription agencies are not interested in this and it may be pursued by the Collections Cooperative
There was a reminder that Julie is still collecting feedback on the Viclink Plan and also that the AGM and executive elections are coming up.

16. Other Business
16.1 MAV Library Working Group
Chris Kelly reported on the last meeting held on 11 June. A summary of the issues discussed:
- Victoria’s AAA credit rating is based on capital expenditure. The fact that recurrent funding is not taken into account is one reason for lack of increase in library expenditure.
- Small increase obtained this year was as a result of effective lobbying by the Minister and staff of DVC
- There are signs of increased State Government support for public libraries but demading a return to 50:50 funding is not productive
- The Library Policy Working Group has room for only one Public Library representative – currently John Murrell. |The consensus of the meeting was that the Executive should nominate the Viclink representative.
16.2 East Timor Trivia Night
Anne Holmes reported that the night was a great success and raised $28,000. She expressed thanks to all members who had assisted in various ways.
16.3 State Government funding
Moved Elisabeth Jackson/Seconded Barbara Horn That Viclink write to the Minister for Local Government and the MAV epxressing appreciation for their work in securing additional funding this year but pointing our that more is needed to ensure libraries can continue to provide services Carried.
16.4 Kinetica
Damian Tyquin is proposing to set up a Kinetica user group to discuss issues involved in adding and removing items from Kinetica.
