The Ventura County Schools Self-Funding Authority (VCSSFA) is a Joint Powers Authority formed by the public school districts in Ventura County in 1982 as a State Regulated Public Entity under Title 1, Division 7, Chapter 5, Article 1, of the California Government Code. The VCSSFA was established for the sole purpose of providing to its member school districts services and other programs necessary and appropriate for the establishment, operation, and maintenance of self-funded insurance programs to include, but not limited to, Workers’ Compensation, General Liability, Auto Liability, Public Officials’ Errors and Omissions, Property, Boiler & Machinery, Fiduciary Liability, and Risk Management and Safety Services relating to the aforementioned areas.

Job Title:Safety Specialist/Inspector

Job Description

SALARY RANGE: $51,881.26 – $63,602.00

BASIC FUNCTION:

Under the direction of the Director of Risk Management:

* Provide specialized assistance and support in the planning and conducting of loss control and safety audits and inspections of the VCSSFA member school districts,
* Assist in the compilation of and provide technical information regarding safety, loss prevention and related programs,
* Serve as a resource for member districts and provide guidance related to applicable federal, state and local laws codes and regulations, employee safety, property, liability, and related loss control programs.

REPRESENTATIVE DUTIES:

Provide specialized assistance and support related to various safety and loss control program issues. Conduct safety inspections of member district facilities and grounds. Audit district safety plans and programs for compliance to VCSSFA Minimum Risk Management Standards and assist in the evaluation of conditions related to Safety and risk management issues and controls.

Prepare and maintain various reports related to daily activities, such as district reports of safety audits and inspections. Submit inspection and audit reports to appropriate district personnel as required.

Recommend programs and policies to member districts to promote safe working conditions, employee and student safety and loss reduction.

As directed, serves as a resource for member districts and provide guidance to applicable federal, state and local laws, codes and regulations of employee and facility safety programs.

Attend and participate in meetings of the Ventura County Schools Self-Funding Authority (VCSSFA) and meetings and conferences concerning professional development as directed.

Operate specialized equipment utilized in conducting on-site safety audits and inspections, indoor air quality investigations, noise evaluations, etc.

Operate personal computer with knowledge of Microsoft Office, Internet, and accessories.

Perform related duties as assigned.

Job Requirements

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:
Methods and procedures applicable to risk management, safety and loss control.
Basic laws, codes, policies and regulations governing safety for school districts.
Health and safety regulations and procedures.
Applicable building codes, ordinances, fire regulations and safety precautions.
Operation, use and care of specialized equipment, including equipment utilized in conducting on-site safety audits and inspections.
Record-keeping techniques.
Oral and written communication skills.
Public speaking techniques.

Technical aspects of field specialty.

ABILITY TO:
Provide specialized assistance and support related to the coordination and conduct of various safety audits and inspections of member school districts within the County.
Assist with and conduct accurate and thorough safety audits and inspections of member district sites.
Compile and verify data and prepare reports.
Analyze situations accurately and adopt an effective course of action.
Operate specialized equipment applicable to safety audits and inspections.
Understand and follow oral and written directions.
Work cooperatively with those contacted in the course of work.

Maintain current knowledge of program rules, regulations, requirements and restrictions.

EDUCATION AND EXPERIENCE:

Any combination equivalent to: Bachelor’s Degree or equivalent to in Risk Management or closely related field, and three years’ experience in loss prevention and safety, including experience in conducting safety inspections and audits.

LICENSES AND OTHER REQUIREMENTS:

Valid California driver’s license.

WORKING CONDITIONS:

ENVIRONMENT:
Indoor office and outdoor work environment; subject to constant interruptions, driving a vehicle to conduct work, movement around equipment, buildings and district properties.

PHYSICAL ABILITIES:
Vision (which may be corrected) to read small print; hearing and speaking to communicate with others; ability to stand, stoop, reach and bend; mobility of arms to reach and dexterity of hands to grasp and manipulate small objects and operate office equipment; perform work which is both physical and sedentary; perform lifting, pushing and/or pulling which does not exceed 50 pounds and is an infrequent aspect of the job; to function in inside and outside environmental conditions; to work at a computer terminal for prolonged periods; may be required to work evenings and weekends. May be required to use personal vehicle in the course of employment. May be required to attend periodic evening meetings and/or travel within and out of District boundaries to attend meetings.

HAZARDS:
Working at heights, chemical fumes, and working around and with machinery having moving parts during inspections.
