Seattle Public Utilities (SPU) Lawn Maintenance

Part 1 – GENERAL

1.01Contract Period

3/01/01 through 2/28/03 with an option to extend the contract period for two (2) additional two-year periods as mutually agreed.

1.02Pricing

Prices shown in Part 4 “Price Schedule” are firm-fixed through 2/28/02. The Contractor may propose a one-time price change for each subsequent year, but must be submitted at least forty-five(45) days prior to the contract anniversary for consideration. If the price change is not mutually agreeable, the City may exercise its option to cancel the contract.

(NOTE: SPU will request a price per cutting for additional lawn areas that may be added in the future.)

1.08 Scope of Work

Provide all labor, equipment and materials to mow and trim grass at SPU Water Operation located at various sites within the Seattle Metropolitan Area in accordance to the specifications stated herein. Work locations, listed in Part 4, reflect Year 2001 activity only, and any additions or deletions of sites, in subsequent years, will be at the sole discretion of SPU.

Part 2 – EXECUTION

2.01Sequence of Operations

Not later than one week after notice to proceed, the Contractor and SPU shall meet for a walk-through of all lawn areas to be mowed. The Contractor will then furnish an agreed upon schedule, showing lawns to be mowed on consecutive days of the week, starting Monday through Wednesday, for the year. This schedule must be adhered to and is necessary to avoid conflict with SPU crews.

All persons mowing lawns, shall wear OSHA/WISHA approved safety vest and proper

eye, ear and foot protection.

2.02Litter

All litter and Dog feces, on SPU lawns will be picked up prior to mowing.

2.03Mowing

Lawns are to mowed on a weekly basis, unless otherwise directed by the SPU Water Operations Grounds Supervisor (see section 2.11, 3.01). The first mowing of the season starting in March, and the last two weeks ending in November. Throughout the mowing season, the Contractor will remove any excessive lawn growth including leaves, limbs and debris. All excessive grass, leaves are to be picked up and disposed of in Clean Green Disposal Areas.

Mowing height shall be 1 1/4” to 2” in height or as requested by SPU Grounds.

Lawns shall be mowed in different directions from each other on alternate weeks to inhibit

matting.

The mower operator shall neatly cut established lawns, edging at curbs, sidewalks, driveways, tree wells, and chamber lids at the time the lawn is mowed.

2.04Trimming

Lawn areas which are not easily accessible to power mowers shall be appropriately

trimmed to the required height with suitable equipment such as string trimmers or clippers

Landscape areas also should be trimmed, include narrow strips of land adjacent to walls; drives ways, fences, poles, hydrants and chambers. When using string trimmers, special care shall be taken to insure that no damage occurs to bark of adjacent trees or shrubs. Plants extending from landscaped beds onto lawn areas are to move out of the way to prevent damage. Inform SPU of landscaping that interfere with mowing.

Pay special attention to pedestrians and vehicles to preventing accidents and injuries, caused by thrown rocks and debris.

2.05Sprinkler Heads

Sprinkler heads damaged or found damaged while mowing should be reported to the Grounds Supervisor within 24 hrs for repair.

2.06Edging

SPU Water Operations employees shall edge lawns along concrete sidewalks, curbs and driveways.

2.07Lawn Fertilizer

SPU Water Operations grounds personnel shall be the only one authorized to apply Fertilizer.

2.08Herbicide Application

(NOTE: Contractor shall not apply any chemicals or herbicides on SPU Grounds).

SPU Water Operations grounds personnel may apply a post-emergent herbicide on a limited basis and will notify the Contractor of any application prior to mowing. All areas sprayed are to be posted as to what pesticide used, time of application, date and who to contact for information. Signs will be posted for 24 hrs, From time of application.

2.09Clean-Up

Remove from lawns and sidewalks all grass clippings, leaves, limbs, debris at each mowing location. Throwing or blowing of grass clippings, leaves, dog feces and litter into planting beds is prohibited.

2.10Lawn Care

The Contractor shall report any Lawn problems, broken or damage irrigation to the SPU Water Operations Grounds Supervisor within 24 hours of discovery. The Contractor shall use care and mow around damaged areas including construction jobs on SPU property. (206) 386-1805

2.11 Modified Schedule

SPU Water Operations maintains the right to issue a change order, by modifying or eliminating mowing of certain mowing sites, due to water restrictions, slow growth of lawns, construction jobs, or selling of SPU property. Contractor will delete the cost of mowing site, until requested by Grounds Supervisor to resume scheduled mowing at that location.

EXAMPLE: When lawns become dormant SPU Water Operations Grounds Supervisor, will change the mowing schedule to every other week for duration of the dry season. When water restrictions are lifted or rain is regular the mowing schedule would be changed back to weekly schedule.

The Contractor must be willing to adapt to any contract modifications in a timely manner.

2.12 Inspection of Work

SPU Water Operations Grounds Supervisor or designee will inspect each job location periodically to determine if the Contractor has maintained the lawns as required by the specifications.

Corrections or improvements may be requested at any time if work performed falls below contract standards. Deficiencies reported at any job location must be corrected before the next scheduled mowing date.

If the SPU Water Operations Grounds Supervisor determines that significant deficiencies have not been corrected by such scheduled date, he/she shall notify the Contractor in writing, that the work for that week at those sites is rejected and will be excluded from any future progress or final payment.

2.13Failure to Maintain Lawns Weekly

Failure by the Contractor to carry out satisfactory lawn maintenance within seven (7) days receipt of written notice of deficiencies by the SPU Water Operations Grounds Supervisor or designee, will be sufficient reason for the SPU Water Operations Grounds Supervisor

to employ, by contract or otherwise, any person or persons. The cost of each mowing location will deducted from monies due the Contractor as monthly progress payments.

2.14Communication

The Contractor shall provide a (daytime telephone and office fax number) for daily communication between SPU Water Operations and the Contractors office.

Phone contact or a written Fax will be sufficient notice by SPU to report any mowing deficiencies, problems or any changes made by Modified Schedule as referenced in Section 2.11 above.

Part 5 – OTHER REQUIREMENTS

5.01 Insurance

Contractor shall, at all times throughout the contract period, maintain evidence of insurance, as specified, and in accordance with the “Insurance Requirements” of the contract.

5.02 Prevailing Wage

The Contractor, or any sub-contractor shall not pay any laborer, worker or mechanic less than the current prevailing hourly wage rate and fringe benefits for said worker’s classification as set forth by the State of Washington for KingCounty. Notice of Intent to Pay Prevailing Wages and Affidavit of Wages Paid must be filed with the State of Washington Department of Labor and Industries, for approval. Employers are to forward copies of approved Intents/Affidavits to
