Format

-The Island Soccer Playoffs will be an eight team tournament. The number of teams to advance from Islands to BCs will be communicated to the Island zone rep, dependant on total number and location of teams in BC.

-Eight teams have been divided into two groups of four teams each
Poll compostion as follows:N1, S2, N3, S4 and S1, N2, S3, N4

(movedGayton/Fast – carried)

-Pool Composition could alter according to allocation of berths between the regions
( see below)

-Each group will play a single round robin within their group ( pool) then proceed to further play according to placing in pool play

-Games to be 2 x 35 minute halves.

  • except final game is 2 x 40 min halves

-Point system

-3 points for a win.

-0 points for a loss.

-1 point for a tie.

Hosting:

-Hosting of the Island tournament shall rotate from year to year between the south and north regions of the zone. The south region is comprised of LVISSAA schools

(all High Schools within the boundary of SD 61,62, 63 ). The north region is comprised of schools belonging to NVISSAA.

-If the region is not able to supply a host school, they will miss their turn, but may

regain the opportunity to host the following year ( to maintain a balance of travel expenses for all schools)

-Two fields are needed.

-Certified officials must be used where possible (including linesmen). If it is necessary to use students as linesman, they may not officiate games involving their own team.

-Where possible the tournament will be scheduled on a Friday/ Saturday or alternately, Thursday/ Friday.

Allocation of berths

-LVISSAA, and NVISSAA shall determine the process for the seeding of teams from their ownregion. No region will have less than 2 berths to an Island competition unless there are fewer than 2 teams registered.

- 4/4 berths for each region: When the number of teams in the areas is within 2 of each other. Teams must be properly registered and have participated in area play.Pool composition is N1, S2, N3, S4 in one pool and S1, N2, S3, N4 in the other.

-5/3 berths: When one region has 3-4 more teams registered than the other. The region with the fewer number of berths may challenge the other. The challenge must take place at least 5 days prior to the Island tournament at a neutral site agreed upon by the coaches. The cost of the officials will be shared. In determining the neutral site, the zone rep will attempt to make traveling distance equitable for both teams. Ex. When berths are South 3 berths/ North 5: South 4 can challenge North 5 for that berth. Pool composition would be N1, S2, N3, N5in one pool and S1, N2, S3, N4 in the other.

- The 5th place team from the “larger” region will occupy the 4th seed from the other region

-6/2 berths: When one region has 5 or more teams registered than the other. The region with the fewer number of berths may challenge the other for the lowest seed. The challenge must take place at least 5 days prior to the Island tournament at a neutral site agreed upon by the coaches. The cost of the officials will be shared. In determining the neutral site, the zone rep will attempt to make traveling distance equitable for both teams. Ex. When berths are South 2 berths/ North 6: South 3 can challenge North 6 for that berth. Pool composition would be N1, S2, N3, N6in one pool and S1, N2, N5, N4 in the other.

-Regions must build in time into their League schedules, for a possible challenge match with the other region

- In the event a region cannot supply sufficient representation (a seeded team or teams cannot attend the tournament) the berth shall be filled as follows( in order)

a) If there is at least 5 days notice - A challenge match between regions

will be scheduled to fill the berth ( neutral site – mid way)

b) When notice is less than 5 days, the berth shall be filled by the school, in the HOST region, that is the highest seed in that region able and willing

c) any willing school team

The replacement team must come into the tournament as the lowest seed, so re-seeding the tournament may be necessary.

- Because schools that win a berth to the Islands, but do not attend, disrupt the seeding for the tournament, they will be sent a letter of reprimand from the Island President

Tie Breaking Procedure

1.In all round robin games, if a tie results at the end of regulation time, each team receives 1 point.

2. Two teams tied- The winner of the match between two teams tied in points shall be awarded the higher position (not applicable if three (3) or more tied) – As of November 1, 2009.

3. Group tie breaking procedure: If two or more teams are tied within a group and have an equal number of points on the completion of the round robin, the following criteria shall be used, in order to determine the final standings. This process will be used in its entirety if needed to place the teams following round robin play. Once a team is determined then the process continues to breaking the tie.

a)Goal Difference-will only be used for the matches between the teams that are tied

Goal difference shall be calculated by subtracting Goals conceded from Goals scored. A maximum of five (5) goals shall be awarded in each game. (Example: a 5 – 0 score (5 goal difference), a 7 – 1 score (5 goal difference), a 7 – 3 score (4 goal difference). Goal difference will only be used for the matches between the teams that are tied.

b) Least Goals Against

The team having the fewer number of goals against will be awarded the higher position.

c)Penalty Kicks

If two or more teams are tied under critieria (a) – (c), then the higher standings shall be decided b kicks from the penalty spot, as follows:

*Two teams tied:

as per FIFA Laws of the Game at a time and place decided by the Commission Representative.

*Three teams tied:

Each team is designated A,B, or C. Three mini-games shall be played (A vs B, B vs C, C vs A) consisting of five (5) penalty kicks at a time and place to be decided by the Commission Representative.

The standings after these three mini-games shall be ranked. Note all five shots are to be taken in each minigame regardless of the score. The total goals scored in the mini-game will be used.

*Four teams tied: each team is designated A, B, C, or D. Six mini-games shall be played (A vs B, C vs D, A vs C, B vs D, D vs A, and C vs B), to decide the final ranking as in the three team case.

Tie Breaking Procedure in playoff games

In all other games after round robin play, if a tie results at the end of regulation timea (2 x 7 ½ minute) overtime will be played. NO GOLDEN GOAL will be used. If the game is still tied then penalty shots will be taken (F.I.F.A. rules).

Discipline and Protests

1.Any player receiving 3 yellow cards during the tournament mustsit out the following game. Additional games may be given by the Discipline Committee.

  1. Any player receiving a red card is automatically suspended from further participation in the tournament subject to a hearing of the Discipline Committee. Additional games may be given.
  1. Protests and player misconduct will be dealt with by the Discipline Committee. All protests are to be submitted to the tournament director immediately after the contentious game.
  1. Appeals to decisions made by the Discipline Committee are made to the Appeals Committee.
  1. The Decision of the Discipline committee may carry forward to the BC Championships

For example 3 yellow cards in the Islands will result in a game suspension for the BCs.

The tournament director must pass this information to the Championship tournament organizers

Other Rules

1)No team may dress more than 20 players for any game. Teams must wear like coloured jerseys with goal keeper in a different colour.

2)Substitutes may be unlimited.

3)Teams are requested to sit on opposite sides of the field unless there is a fourth official or permanent benches are present and then will be placed on the same side of the field.

4)Coaches must bring 4 copies of their BCSS ( exnet) registration .

Before each game, Coaches must submit their team list to the referee or field co-ordinator, indicating the name and number of each player.

5) A team taking the field 30 minutes late constitutes a forfeit.

6)Scores will be validated and recorded by the referee.

7)All rules as outlined by the BC SCHOOL SPORTS handbook will be

upheld. Any rule violations should be brought to the attention of the tourmamentco-ordinator.

8)All decisions of the referee are final.
