Chairman Crescimbeni called the meeting to order at 2:12 PM.

1.  Introductions of Board and staff.

2.  Approval of the meeting minutes for the 2013 VAB Meeting held on February 20, 2014. Citizen Member Wallace made a motion to approve the 2013 VAB meeting minutes for the February 20, 2014 Board meeting. 2nd by Citizen Member Barnes. Board approved 4–0.

3.  William Jeter, VAB Attorney, explained the Public Comments procedures.

4.  Public Comments section:

·  VAB # 889 – Danny Ferreira

5.  Bill Jeter, VAB Attorney provided an explanation regarding VAB # 889 which was previously deferred at the February 20, 2014 Board meeting. Discussion was held by the Board members, VAB Attorney and Property Appraiser’s Office regarding petition # 889. The VAB Attorney’s recommendation was to remand the recommendation back to the Special Magistrate to review with instructions. Citizen Member Barnes made a motion to remand petition #889 back to the same Special Magistrates with instructions. 2nd by School Board Member Grymes. Motion failed 2 – 2 (Crescimbeni & Wallace). Citizen Member Wallace made a new motion to grant VAB # 889 a new hearing with the same Special Magistrate. 2nd by Citizen Member Barnes. Board approved 4–0. Bill Jeter, VAB Attorney stated on the record that the last hearing scheduled is currently April 10, 2014 and asked all parties if a hearing on or before that date was acceptable. All parties agreed and staff was directed to notify all parties of the new scheduled hearing date as soon as possible.

6.  Consider recommended decisions listed on the 5 page excel spreadsheet for the 2013 March 19, 2014 VAB Meeting. Citizen Member Barnes made a motion to approve the recommended decisions on the excel spreadsheet. 2nd by Citizen Member Wallace. Board approved 4–0.

7.  Discussion was held regarding the final decision for VAB #1494. There was an error with the values given at the original hearing which were also included in the recommended decision that VAB previously approved at the February 20, 2014 Board meeting. The VAB Attorney emailed the respective parties to advise each of the apparent error and to advise that the Special Magistrate was being requested to review and revise his recommended decision, if and as appropriate. The Special Magistrate subsequently revised the recommendation and coversheet. The revised coversheet and recommendation were then mailed out to the petitioner and Property Appraiser’s Office. Both parties were informed that the VAB Attorney intended to advise VAB to vacate the original VAB final decision and approve the revised recommendation at the March 19, 2014 Board meeting. Both parties were informed of their right to attend the March VAB meeting and address the VAB. School Board Member Grymes made a motion to vacate the decision from the February 20, 2014 meeting that was previously approved and to replace and accept the recommended decision from the March 19, 2014 meeting for VAB #1494. 2nd by Citizen Member Wallace. Board approved 4–0.
