Background of the Claim Compensation Detail and Date/Time Detail web pages
The FCC Remand Order requires the facilities-based long distance carriers to retain, for 27 months after the close of the claim quarter, the verification data to support the call volumes they have reported. The verification data must include the date and time of the call.
In support of this FCC Order and as a service to you, the NPC has made available to the Aggregators and Payphone Service Providers (PSPs) the Claim Compensation Detail webpage. The Claim Compensation Detail webpage can be used to query for details on all paid claims for the open claim quarters. In addition, the aggregators and PSPs may create and submit requests for Date/Time Detail (DTD) for any of the ANIs tied to the paid claims that are available for review.

What is included in Claim Compensation Detail?
All paid claims for the open claim quarters are available for querying on the Claim Compensation Detail webpage. A paid claim is an ANI for a specific claim quarter for which ownership has been validated to a PSP and received compensation.

How do I query the Claim Compensation Detail data?
1. Login to the NPC website, www.npc.cc. From the Payphone Service Provider menu, select ‘Claim Compensation Detail’. The ‘Claim Compensation Detail’ page displays.
2. Query for ANI records on the Claim Compensation Detail page. To execute a query, the user must enter an IXC ID as query criteria. Additional query criteria can be entered in the ANI and Claim Qtr fields. If the user is an Aggregator, a PSP ID can also be specified. Press the ‘Query’ button to execute the query.
3. Results that match your query criteria will be returned to the webpage. The IXC ID, PSP ID, NPA, NXX, EXTN, Claim Year, Claim Quarter, and Total Paid Compensation will display for every ANI that matches your query criteria.
4. Each ANI record will have a ‘+’ in the leftmost column. If you click on the ‘+’, the result row will expand to display further information about the ANI. The additional information is the State, Payment Type, Paid Year, Paid Quarter, and Amount.

What is a Date/Time Detail (DTD) Request File?
A Date/Time Detail (DTD) Request file is a file containing a list of ANIs that is submitted to the NPC in order to obtain call date and time detail. A PSP or Aggregator can create a DTD request file on the NPC website and submit the DTD request to an IXC. If the IXC approves the DTD request, it will be submitted to the NPC for processing. When the DTD Request file is processed by the NPC, a results file with call date and time detail for the ANI records is created. Both the Aggregator/PSP and the IXC are notified when the results file is available. The DTD results file is available to both the Aggregator/PSP and the IXC by logging into the NPC website. Note: From this point on and throughout the document, Date/Time Detail will be referred to with the acronym DTD.

Who can submit a DTD Request?
An Aggregator or PSP can submit an online DTD Request to an IXC that is an NPC Client. If the IXC approves the DTD request, it will be processed by the NPC.

What is the status of my DTD Request?
1. From the Payphone Service Provider menu on the www.npc.cc website, select ‘Date/Time Detail Request’ and then ‘View/Upload Files’. The Date/Time Detail File Summary page displays.
2. The status of a DTD File will be one of the following:
STATUS / DESCRIPTIONPENDING / The DTD Request file has been initiated, but is not yet ready to be submitted to the NPC for processing.
UPLOADED / The DTD Request file has been uploaded to the NPC and has not yet been processed.
LOAD W/ERRS / The Uploaded DTD Request file has started to be processed. Errors were identified when the records in the file were uploaded into the NPC system. No further action will be taken until the file is SUBMITTED or CANCELLED.
REJECTED / The Uploaded DTD Request file has started to be processed. All the records in the file resulted in an error when uploaded into the NPC system. No further action will be taken with this file.
REQUESTED / The DTD Request file was submitted by a PSP/AGGR and needs IXC approval before it can be processed by the NPC.
DENIED / The DTD Request file submitted by PSP/AGGR for IXC data was denied by the IXC for processing.
SUBMITTED / The DTD Request file was approved by the IXC for processing by the NPC.
PROCESSING / The DTD Request file is currently being processed by the NPC.
COMPLETE / The DTD Request file processing is complete and results are now available to view and download.

How do I upload a DTD file?
1. From the Payphone Service Provider menu on the www.npc.cc website, select ‘Date/Time Detail Request’ and then ‘View/Upload Files’ or from the Payphone Service Provider menu, select Claim Compensation Detail.
2. Either way, find the Browse and Upload buttons on the page.
3. Browse for the DTD file that is in the correct DTD Request file format on your computer and press the Upload button. After the file is successfully uploaded, it will be processed at the next scheduled batch time.
4. After the file is processed, you will be notified that it has been sent to the IXC for approval or that further action is required from you.

How do I create a DTD file?
1. From the Payphone Service Provider menu on the www.npc.cc website, select ‘Date/Time Detail Request’ and then ‘Create/Append Files’. The ‘Claim Compensation Detail’ page displays.
2. Query for ANI records on the Claim Compensation Detail page. To execute a query, the user must enter an IXC ID as query criteria. Additional query criteria can be entered in the ANI and Claim Qtr fields. If the user is an Aggregator, a PSP ID can also be specified. Press the ‘Query’ button to execute the query.
3. From the query results, select the ANIs for which you would like Date/Time Detail. An ANI record is selected by clicking in the checkbox on the left hand side of the record. Selecting the checkbox in the header row will check the checkboxes for all the ANI records on the page. Use the page number links at the bottom of the data grid to navigate to different pages of ANI records.
4. After choosing ANI records, select the ‘Create Request File’ button to create a DTD Request file. The Date/Time Detail Request File page displays showing the new DTD Request file with the ANI records that have been selected. The file will be in a ‘Pending’ status.
5. The Return button at the bottom of the page allows you to return to the Claim Compensation Detail page with the results of your last query still displayed.

How do I append data to a ‘Pending’ DTD file?
1. If you have just created a DTD Request file and you are on the Date/Time Detail Request File page, select the Return button to take you back to the Claim Compensation Detail page where you can then follow the directions starting at step three. Otherwise, from the Payphone Service Provider menu, select ‘Date/Time Detail Request’ and then ‘Create/Append Files’. The ‘Claim Compensation Detail’ page displays.
2. Query for ANI records on the Claim Compensation Detail page. To execute a query, the user must enter an IXC ID as query criteria. Additional query criteria can be entered in the ANI and Claim Qtr fields. If the user is an Aggregator, the PSP ID can also be specified as query criteria. Press the ‘Query’ button to execute the query.
3. From the query results, select the ANI records that you would like to append to a DTD request file. Note that you can only append rows to a DTD request file that is in ‘Pending’ status. In Addition, each request file can only contain data for one unique IXC ID. Therefore, you can only append rows to a ‘Pending’ DTD request file that does not have data or that currently contains data for the same IXC in the query you performed.
4. After choosing ANI records, select the ‘Append to File’ button.
5. A list of DTD request files in ‘Pending’ status will display. From the list of files, select the DTD Request File to which you would like to append the ANI records and press the ‘Ok’ button.
6. The Date/Time Detail Request File webpage displays showing the DTD file name and its ANI records.
7. To append more ANI records to the DTD file, press the ‘Return’ button to return to the Claim Compensation Detail webpage with the results of your last query still displayed.

How do I delete records from a ‘Pending’ DTD file?
1. From the Payphone Service Provider menu on the www.npc.cc website, select ‘Date/Time Detail Request’ and then ‘View/Upload Files’. The Date/Time Detail File Summary page displays.
2. Click on the File Name of the ‘Pending’ file from which you would like to delete records. Records can only be deleted from a ‘Pending’ status DTD Request file. The Date/Time Detail Request File page displays with the ANI record detail.
3. Click in the checkboxes to the left of the records that you would like to delete from the DTD request file.
4. Press the ‘Delete Selected Rows’ button.
5. When the message displays to confirm the Delete, press OK. The record(s) are deleted and the message displays, “All checked data rows from this page successfully deleted.”

How do I submit a DTD request file to an IXC for approval?
1. From the Payphone Service Provider menu on the www.npc.cc website, select ‘Date/Time Detail Request’ and then ‘View/Upload Files’. The Date/Time Detail File Summary page displays.
2. Select a ‘Pending’ file that is ready to be sent to an IXC for approval by clicking on the File Name. The Date/Time Detail Request File page displays.
3. Review the ANI records included in the file to assure that you have all the desired records.
4. Select the ‘Save & Request Data’ button. The status of the file is changed to ‘Requested’. An email will be sent to the IXC notifying them that there is a DTD Request file that needs their approval. It is now in their hands to approve or deny. A DTD request file cannot be processed without the IXC’s approval. After the IXC has approved the DTD Request, it will be placed in a ‘Submitted’ status which allows the NPC to process the file.

Yes, a new DTD file can be created from an existing DTD request file that is in a non-Pending status.

How do I create a new DTD file from an existing DTD request file?
1. From the Payphone Service Provider menu on the www.npc.cc website, select ‘Date/Time Detail Request’ and then ‘View/Upload Files’. The Date/Time Detail File Summary page displays.
2. The query results can be sorted by clicking on any of the headings. To sort by Status, click on the Status heading. Find the non-Pending file from which you would like to create a DTD request file.
3. Select the file by clicking on the File Name. The Date/Time Detail Request File page displays.
4. Select the ‘Save As New File’ button. A drop down list of IXC IDs displays. Select an IXC ID for which you would like to create the new DTD request file and then press the Ok button. The new DTD request file is created, with a new name that reflects the IXC ID that was chosen and is placed in a ‘Pending’ Status.
