VACANCYFOR THE SELECTION OF AWATER SECTOR CONSULTANT FOR THE DEVELOPMENT COOPERATION OFFICE OF THE ITALIAN EMBASSY

The Development Cooperation Office of the Italian Embassy in Hanoi is calling a selection procedure for the recruitment of n. 1 senior expert for the coordination of development programs in the sectors of Water & Sanitation, Irrigation and Environment, with on-site contract to be signed with the Italian Embassy in Vietnam the duration of 12 months.

Term of Reference

The Development Cooperation Office of the Italian Embassy in Hanoi is the Local Technical Unit (UTL) for Vietnam, Lao and Cambodia of the Directorate General for Development Cooperation of the Italian Ministry of Foreign Affairs (MAE-DGCS). Its main function is to cooperate with the local partners and local government authorities to facilitate the formulation and the implementation of the ODA projects funded by MAE-DGCS; provide technical assistance; monitor the project progress and ensure the transparent, effective and efficient uses of the MAE - DGCS funds. Currently, UTL is working on a number of the projects in the health sector, training and education sector and water and environment sector. Among them, there are two projects of water sanitation in Ca Mau, Quang Nam, one project for improvement of irrigation and water supply system in Binh Thuan and one project for studying and modeling the management of water resources in Red-Thai Binh river basin. Other projects in urban waste water treatment and in flood forecasting and warning are also under formulation.

Tasks of the Consultant:

Under the general direction and supervision of the UTL Director, the Consultant shall support the UTL in monitoring and supervising the development programmes in the above mentioned sectors in close coordination with the relevant Vietnamese counterparts.

In particular, the Consultant shall perform the following tasks, but, where needed, not limited to them:

Acquiring information and data about policies, regulations and technical issuesregarding the above mentioned sectors in Vietnam;

Technical review of project proposals, project implementation reports, bidding documents, contracts;

Technical assistance to MAE-DGCS’s project appraisal/evaluation missions;

Project progress monitoring and reporting;

Liaison with Project Management Units (PMUs) and the relevant authorities for project identification, appraisal and implementation; Provision of implement guidance to PMUs on procurement and contract management.

Ensuring the compliance of procurement activities with the commonly agreed procedures of Italy and Vietnam.

Preparation of technical and administrative documents ;

Translation of technical and administrative documents from Vietnamese to English;

Any other form of cooperation that should be necessary for the purpose of enhancing the efficiency of local counterparts in responding to the needs of Cooperation

Qualification and experience requirements:

For the purpose of admission to this selection, the candidate must meet the following general requirements:

Bachelor degree in civil engineering with one of majors of hydraulic structures, water supply, waste water treatment and drainage facilities;

At least 10 years of relevant work experience, with, at least, 3 years with donors and/or international organizations;

Good knowledge of the Vietnamese Government’s regulations and operational procedures for ODA projects.

Fluent English: spoken, read and written;

Excellent knowledge of the main informatics tools, in particular the MS Office package;

Further, for the purposes of the classification, the following requirements will be considered preferential:

Experience in working for ODA donors;

Previous professional experiences on initiatives of the Italian Development Cooperation;

Knowledge of the Italian ODA project procedure;

Italian language proficiency;

Good interpersonal skills.

Contract duration:

The position will be full time for 1 year. It is expected that the consultant will start working from October 2013.
