PROVISIONAL ANNOTATED AGENDA

  1. OPENING OF THE SESSION

The Extraordinary Session of the Commission for Basic Systems will be held in Seoul, Republic of Korea from 9 to 16 November 2006. The opening ceremony will take place at 10a.m. on Thursday, 9 November 2006.

  1. ORGANIZATION OF THE SESSION

2.1Consideration of the report on credentials

In accordance with General Regulations 20 to 23, a list of representatives attending the session will be made available, which will be based on the credentials received by the Secretary-General before the session and those handed to the Secretariat representative at the session.

2.2Adoption of the agenda

In accordance with Regulation 190 the Provisional Agenda (distributed herewith) and any other items that may be submitted in accordance with sub-paragraph (7) of Regulation 190 will be put before the Commission for adoption. In accordance with Regulation 189, additional items for the agenda may be forwarded to the Secretariat before the session and should be accompanied by explanatory memoranda and documentation supporting the discussion of these items. By virtue of Regulation 192, the agenda may be amended at any time in the course of the session.

2.3Establishment of committees

In accordance with Regulations 22 to 31, the session may wish to establish a Credentials Committee, a Nomination Committee, a Drafting Committee, a Coordination Committee and other committees, as it deems necessary. The Commission will decide when dealing with agenda item 2.1 whether or not a Credentials Committee should be established. Experience acquired during past sessions of CBS shows that the most expedient method is for each committee or sub-committee to establish its own arrangements for drafting the report to plenary. To ensure proper coordination of the activities of the session, the Commission may set up a Coordination Committee, according to Regulation 28.

It is suggested that tThe technical work of the session will be carried out by committeesin plenary only, as experience obtained from recent sessions of WMO constituent bodies demonstrated the feasibility of conducting the whole session in plenary meetings without establishment of working committees. The number and terms of reference of these committees should be decided by the Session, taking into consideration the adopted agenda, the number of participants and that provision is made for only one committee at a time requing simultaneous interpretation. Following the example of the last three sessions of the Commission, it has been suggested by the Management Group that the following committees be established:

Committee of the Whole to examine agenda items: 4, 10, 12 and 13

Working Committee to examine agenda items: 5, 6, 7, 8, 9 and 11

It is expected that two co-chairpersons would be invited to assist the president lead the Working Committee and that a rapporteur would be established to assist the Commission with respect to agenda item 12.

2.4Other organizational questions

Under this agenda item, the Commission may wish to examine the working hours of the meetings, and whether, in accordance with Regulation 111, summarized minutes of plenary meetings of the Commission are necessary.

In lieu of scientific lectures traditionally given at sessions of the Commission, a three-day Technical Conference on the WMO Information System (WIS) will be held immediately preceding the Session of the Commission at the same location. The outcome of this Conference will be considered under agenda item 7.

  1. REPORT BY THE PRESIDENT OF THE COMMISSION

This report will deal with the activities and achievements of the Commission since CBSXIII (St. Petersburg, Russian Federation, February/March 2005). The session normally has a general discussion of the president's Report during a plenary meeting and refers any points requiring detailed study or subsequent action by the Commission to the appropriate committee(s).

  1. REVIEW OF DECISIONS OF THE EXECUTIVE COUNCIL RELATED TO THE COMMISSION

The Commission will be informed of decisions of EC-LVII and EC-LVIII that are relevant to its work and will be invited to agree on follow-up actions as required.

  1. STATUS OF WORLD WEATHER WATCH IMPLEMENTATION AND OPERATION

The Commission will be presented with the analysis of results of the most recent monitoring of the operation of the World Weather Watch and invited to make any appropriate recommendations in this respect. A more detailed review of implementation of each component of the WWW will be considered under the respective sub-items of agenda item 6.

  1. WORLD WEATHER WATCH PROGRAMME, SUPPORT FUNCTIONS AND PUBLIC WEATHER SERVICES, INCLUDING THE REPORTS BY THE CHAIRS OF THE OPEN PROGRAMME AREA GROUPS

6.1Integrated Observing Systems (IOS)

The Commission will receive and review a report on progress and achievements in the work programme of the Open Programme Area Group (OPAG) on Integrated Observing Systems, including the implementation of the Global Observing System (GOS). It will be invited to decide on specific actions and recommendations required for the implementation, sustainable operation and future development of the GOS, including the development of a more coordinated approach to WMO observing systems.

6.2Information Systems and Services (ISS)

The Commission will receive and review a report on progress and achievements in the work programme of the OPAG on Information Systems and Services, comprising implementation and operation of the Global Telecommunication System (GTS) and WWW Data Management activities, as well as relevant ISS matters of the WMO Information System (WIS). It will be invited to consider proposed actions and recommendations, including amendments to the Manual on the GTS. The Commission will also consider activities and recommendations developed by the Steering Group on Radio Frequency Coordination.

6.3Data Processing and Forecasting System (DPFS), including Emergency Response Activities

The Commission will receive and review a report on progress and achievements in the work programme of the OPAG on Data Processing and Forecasting System and consider proposed actions and other recommendations required for the implementation and operation of the GDPFS.

The Commission may wish to review recommendations of the CBS Coordination Group on Emergency Response Activities concerning updates to emergency response procedures as well as the scope of the activity specialization, the cooperation with CTBTO, and other aspects of the ERA programme related to non-nuclear environmental emergencies.

The Commission may wish to consider any demonstration of Regional Specialized Meteorological Centre (RSMC) capabilities or Global Producing Centre for Long-range Forecasts (GPC for LRF) capabilities that may be brought forth at the time of session.

6.4Public Weather Services (PWS)

The Commission will receive and review a report on progress and achievements in the implementation of the work programme of the OPAG on Public Weather Services, and consider recommendations regarding continued development and implementation of the PWS Programme.

The Commission will be informed on the status of various guidance material that has been developed or is under development as deliverables of the work of the various expert teams on Public Weather Service Programme

6.5Operational Information Service (OIS)

The Commission will be informed on the status of the WWW Operational Information Service, and will provide guidance on further development of the Service.

6.6System Support Activities, including technical cooperation

The Commission will be informed on technical cooperation activities related to the Integrated Observing Systems, the Information Systems and Services, the Data Processing and Forecasting Systems, and the Public Weather Services. It will consider guidelines for the allocation of priorities in technical cooperation activities.

  1. WMO INFORMATION SYSTEM, INCLUDING THE REPORT ON THE TECHNICAL CONFERENCE ON WIS

The Commission will review the progress of the development of the WMO Information System (WIS), including the outcome of the third session of the Inter-commission Coordination Group on the WIS, with particular attention to the aspects related to WWW, the WMO Space Programme and PWS. It will be invited to review the report on theTechnical Conference on WIS and consider actions, guidance and recommendations for the further development and implementation of the WIS.

  1. WMO SPACE PROGRAMME

The Commission will be invited to review activities within the WMO Space Programme. This will include relevant results from EC-LVII, EC-LVIII and the sixth session of the WMO Consultative Meeting on High-Level Policy on Satellite Matters. The status of the implementation of the space-based sub-systems of the GOS will be reported under agenda item 6.1.

  1. OTHER CROSS-CUTTING ACTIVITIES

9.1Group on Earth Observations

The Commission will be informed of development and status towards a comprehensive, coordinated and sustained Global Earth Observation System of Systems (GEOSS) initiated in the series of Earth Observation Summits and the ad hoc intergovernmental Group on Earth Observations (GEO). A report will be presented on WMO involvement in the 2006 work plan tasks and a discussion will be held on the path forward for WMO in the context of the 2007-2009 GEO Work Plan.

9.2Disaster Prevention and Mitigation

The Commission will be invited to review progress with the Natural Disaster Prevention and Mitigation Programme and advise on activities which are relevant to the work of the Commission and its interaction with other Commissions on relevant issues

9.3Quality Management Framework

The Commission will be informed on the latest developments and the decisions of EC related to the WMO Quality Management Framework and will be invited to propose relevant activities as its contribution to this Framework.

9.4THORPEX

The Commission will be invited to review and advise on activities and plans of THORPEX relevant to the Commission, including the collaboration with CAS and the THORPEX International Steering Committee.

9.5International Polar Year

The Commission will be informed on the International Polar Year activities relevant for the Commission and will be invited to advise on necessary collaboration and follow-up activities.

  1. LONG-TERM PLANNING RELEVANT TO THE COMMISSION

The Commission will be invited to provide guidance for the monitoring and implementation of the Sixth WMO Long-term Plan (2004-2011) and for the preparation of the WMO Strategic Plan 2008-2011.

  1. FUTURE WORK PROGRAMME

The Commission will be invited to consolidate its two-year work programme based on its considerations under the various agenda items and on the relevant objectives as given in the relevant parts of the Sixth WMO Long-term Plan. To carry out its work programme, it may also wish to review and adapt, as necessary, the expert teams and rapporteurs that were established by CBS-XIII. Regulations 32, 34, 35 and 37 define the applicable procedures.

  1. REVIEW OF PREVIOUS RESOLUTIONS AND RECOMMENDATIONS OF THE COMMISSION AND RELEVANT EXECUTIVE COUNCIL RESOLUTIONS

In accordance with Regulation 190, the Commission will review its resolutions and recommendations adopted before this session, along with the relevant resolutions of the Executive Council, with a view to deciding which of them should be kept in force.

  1. OTHER BUSINESS

The meeting will consider any other business arising.

  1. DATE AND PLACE OF THE FOURTEENTH SESSION

According to Regulation 187, an ordinary session of the Commission is provisionally scheduled for late 2008. The Commission may wish to consider any invitations and suggestions that may be available at the time of the session regarding the date and venue of the next session.

  1. CLOSURE OF THE SESSION

The Extraordinary Session of the Commission is scheduled to close on 16 November 2006.
