Candidates must have at least at least 6 years professional experience related to development and/or implementation of policy frameworks related to VET in a lifelong learning perspective, with particular focus on both:• policies relating to the permeability (horizontal and vertical) for learners between the different initial VET pathways and/or between initial VET and adult learning.
• tools to facilitate policy frameworks, including at least two of the following: qualifications frameworks, validation and recognition, key competencies, the transition from school to work including counselling and guidance, the development of workplace learning.

The above-mentioned experience must have been gained through work experience with:
• individual EU Member States and/or ETF Partner countries, and/or
• activities of relevant international organisations or structures, and in particular the EU or leading international organisations (for example, UN, Regional Development Banks; OECD).
