The United Nations Children’s Fund (UNICEF), Bangladesh is seeking applications from experienced candidates for a national consultancy position available for 45 work days for its Dhaka office.
Position: National Consultant (EA)
Purpose of Assignment:
This formative evaluation is to assess the design, development and implementation of the GoB-UNICEF Country Programme 2012-2016 in terms of its evaluability.
The evaluability assessment (EA) is to enable UNICEF and the Government of Bangladesh gain knowledge and assurances that the CP as designed developed and implemented is relevant and robust enough to demonstrate evidence based accountability for the use of resources to achieve the country programme results effectively and efficiently. The EA shall provide lessons and knowledge to inform adjustments to the country programme results and resources at the mid-term review due in mid-2014, jointly and or separately with the UNDAF 2012-2016; inform realignment of the CP to the SP 2014-2017 and development of the next GoB-UNICEF CP. The EA is to assess the evaluation-readiness of the CP; and not about evaluation of the Country Programme itself.
Description of Assignment:
Inception:
- Desk review of key documents
- Development of EA tools, the assessment frame and detailed plan/timeline, and outline of the final EA report including annexes
- Submission of draft inception report, incorporate feedback and finalize - (10 days)
Stakeholders consultations
Key informant interviews, workshops with identified stakeholder - (15 days)
Full draft report on findings submitted to UNICEF for review for quality and feedback - (10 days)
Presentation of draft evaluability assessment report with main findings and recommendations to national implementing partners and key stakeholders at dissemination event to seek inputs/feedback - (3 days)
Final complete Evaluability Assessment report incorporating validating feedback from national stakeholders submitted to UNICEF - (7 days)
Deliverables:
A. Inception report with methodology and data collection tools submitted
B. A draft EA report submitted and presented to UNICEF for comments, then finalized
C. A final EA with conclusions and recommendations, validated by stakeholders and incorporating all feedback, submitted to UNICEF by established deadline
QUALIFICATIONS and EXPERIENCE REQUIRED FOR THE
ASSIGNMENT:
The national consultant should have the following minimum range of skills and experience:
· Post graduate (Masters or PhD level) in Economics, , International Development, Programme Design or other disciplines related to the work of UNICEF
· At least 3 years of experience in EA, institutional assessments, programme assessments
· Extensive practice in evaluating programmes with multi sectoral content
· Expertise/experience in developing results frameworks, tools or guides for monitoring and evaluation
· Good language, communication and report writing skills in English
· Experience with UNICEF or UN an advantage
Roles
· The national consultant will, based on guidance and tools by the international consultant, lead the local data collection phase, facilitate interface with stakeholders and support the analysis, preparation of inception report, and preparation, presentation and finalization of final EA report..
The consulting shall provide regular updates of progress and results to the Evaluation Specialist in UNICEF BCO managing the EA.
