UW-Extension, ANRE Agent and Educator Roles and Responsibilities

in Emergency Preparedness and Incident Response

UW-Extension Agriculture and Horticulture Agents and Educators play an important role in their local communities preparing for emergencies that might impact agriculture and responding to incidents that impact agricultural resources. Extension’s primary role is to provide education and as appropriate disseminate information. The purpose of this document is to outline more specifically roles and responsibilities.

Background Knowledge and Understanding

·  Knowledge of and relationships with County Emergency Management

·  Knowledge of local agricultural and allied industry resources and contacts

·  General knowledge and understanding of County Emergency Operating Plan

·  General knowledge and understanding of National Incident Management System (NIMS)

·  General knowledge of Incident Command System (ICS)

Prevention

·  Training of producers and allied industries in bio-security (animal and plant)

·  Provide mitigation information to producers for natural disasters

Detection

·  Training of producers and allied industries in disease awareness and reporting of animal and plant diseases

·  Reporting information on diseases that appears to be moving within jurisdictions to USDA or Wisconsin Department of Agriculture Trade and Consumer Protection/Division of Animal Health (WDATCP/DAH)

Preparedness

·  Being aware of and as appropriate, participate in County Emergency Planning Committees/Meetings

·  Work with County Emergency Management to identify local roles and responsibilities

·  Preparation of County Emergency Operating Plan

·  Participate in the county-level animal response organization preparedness activities

·  Support efforts by County Emergency Management in the planning and coordination of educational programs and information dissemination, especially as it relates to emergency preparedness for agriculture and natural resources, e.g. farmer plans for ______hazardous materials, coordinating table top exercises, development County Emergency Operating Plans, making available Animal Health Emergency Management Satellite Seminars, etc.

·  Participate in Incident Management training provided by WDATCP, USDA, WEM (Wisconsin Emergency Management), UW-Extension, etc.

·  Participate in county Emergency Management exercises

·  Coordinate all producer training materials with Emergency Management Training Coordination Committee prior to using in the field

Response

·  Participate in County local response and support efforts

·  Provide local farmer/producer and allied industry information to the Incident Commander (and/or designee, likely Planning Section Chief or Operations Section Chief) to assure safe and productive cooperation between response group and farmers/producers

·  Participate in Incident Management response based on level and specialty area of training – the overall priorities are to: 1) save lives; 2) incident stabilization; and 3) property preservation

Recovery

·  Coordinate recovery efforts with FSA, DATCP Farm Center, etc. to assure fair and equal treatment of farmers/producers

·  Provide the agencies involved with pertinent local knowledge to assure cooperation between recovery groups and farmers/producers

·  Plan, develop, deliver and evaluate educational programs to help local agricultural communities recover from the incident

·  Cooperate with USDA and DATCP to monitor animal re-population efforts to assure complete elimination of disease from the County
