Members Present: Mayor Helen Johnson, Alderperson Carl Chenoweth, Alderperson Ron Christianson, Citizen Member David Erdman, Citizen Member Jonathan Hajny, Citizen Member Norval Morgan and Alderperson Paul Lawrence.
Absent and Excused: None.

Others Present: Steve Forrer, Tara Forrer, City Attorney Michael Haas, Stoughton Utilities Finance & Administrative Manager Kim Jennings, Stoughton Utilities Director Robert Kardasz, and Alderperson Gary Locke.
Call To Order: Mayor Helen Johnson called the regular Stoughton Utilities Committee meeting to order at 4:30 p. m.
Stoughton Utilities Payments Due List: Stoughton Utilities Director Robert Kardasz presented the Stoughton Utilities Payments Due List. Moved by Citizen Member Jonathan Hajny, seconded by Alderperson Ron Christianson, to approve the Stoughton Utilities Payments Due List and recommend its approval to the Common Council on November 27, 2007 as presented. Carried unanimously.
Stoughton Utilities Committee Consent Agenda: Utilities Director Robert Kardasz presented and discussed the Consent Agenda Items. Moved by Alderperson Paul Lawrence, seconded by Citizen Member David Erdman, to approve the following consent agenda items as presented: Draft Minutes of the October 15, 2007 regular, October 22, 2007 special and November 1, 2007 special Stoughton Utilities Committee meetings; Stoughton Utilities October 2007 Financial Statements; Stoughton Utilities Communications; Stoughton Utilities 12-Month Calendar; Stoughton Utilities October 2007 Activities Report; and Status of the Stoughton Utilities Committee October 15, 2007 recommendations to the Common Council. Carried unanimously.
Stoughton Utilities Staff Verbal Reports:
· Stoughton Utilities Finance & Administrative Manager Kim Jennings reported that efforts were proceeding on implementing an e-pay system for vendors that would bring efficiencies and accuracy to our accounts payable.

Stoughton Utilities Adoption Of The American Public Power Association (APPA) Safety Manual For Electric Utilities, Fourteenth Edition: Stoughton Utilities Director Robert Kardasz presented and discussed the Stoughton Utilities adoption of the American Public Power Association (APPA) Safety Manual for Electric Utilities, Fourteenth Edition. Motion by Alderperson Carl Chenoweth, seconded by Citizen Member Norval Morgan to approve and recommend the adoption of the American Public Power Association (APPA) Safety Manual for Electric Utilities, Fourteenth Edition to the Common Council on December 11, 2007. Carried unanimously.
Review Of Chapter PSC 187 Of The Wisconsin Administrative Code: Stoughton Utilities Director Robert Kardasz presented and discussed Chapter PSC 187 of the Wisconsin Administrative Code. Discussion followed. Motion by Alderperson Carl Chenoweth, seconded by Alderperson Paul Lawrence to reaffirm and recommend to the Common Council the reaffirmation of the cost recovery methodology addressed in Chapter PSC 187 of the Wisconsin Administrative Code. Carried 5 to 2 with Alderperson Ron Christianson and Mayor Helen Johnson voting no .
Moved by Mayor Helen Johnson, seconded by Citizen Member David Erdman that future correspondences to developers clarify the cost recovery methodology addressed in Chapter PSC 187 of the Wisconsin Administrative Code as appropriate. Carried Unanimously.
Proposed American Transmission Company (ATC) 138 KV Line From The New Oak Ridge Substation In Fitchburg To The Existing Verona Substation (PSCW Docket No. 137CE-146): Stoughton Utilities Director Robert Kardasz presented and discussed the proposed American Transmission Company (ATC) 138 KV line from the new Oak Ridge Substation in Fitchburg to the existing Verona Substation (PSCW Docket No. 137CE-146). Discussion followed.
Stoughton Utilities Federal And State Tax Identification (ID) Numbers: Stoughton Utilities Director Robert Kardasz explained that Stoughton Utilities Finance and Administrative Manager Kim Jennings was pursuing efficiencies associated with obtaining Federal and State Tax Identification (ID) numbers. Moved by Alderperson Paul Lawrence, seconded by Alderperson Ron Christianson to table until the December 17, 2007 Stoughton Utilities Committee Meeting. Carried Unanimously.
Holiday Open House: Stoughton Utilities Director Robert Kardasz presented and discussed the Stoughton Utilities Holiday Open House event to be held on Thursday, December 13, 2007 from 2:30 p.m. to 4:30 p.m.
Stoughton Utilities Committee Future Meeting Agenda Item(s): None.
Tour Of The Stoughton Utilities South Electric Substation: A tour of the Stoughton Utilities South Electric Substation located at the intersection of Taylor Lane and Aaker Road was cancelled due to the weather conditions.
