USQRA Commissioner

Function: Executive Authority

Responsibilities: The Commissioner is directly responsible to the Executive Committee and the Governing Board for all business and operations of the USQRA.

The Commissioner will:

  • Attend to the regular business of the USQRA not delegated to the President.
  • Supervise conduct of competition between member teams of the USQRA.
  • Designate the USQRA’s individual regions and sections based on the annual membership of registered teams each season.
  • Appoint the Regional Assistant Commissioners and assign duties as specified by the Executive Committee. Structure a solid work group.
  • Make and enforce decisions based upon interpretations of the constitution, rules and bylaws of the USQRA, and matters not covered by same, and in doing so shall take into account past decisions and shall conform to that precedent when possible.
  • Review any matters not covered by the constitution and bylaws with the governing board whenever possible.
  • Along with Secretary, will serve as the central office for the collection, recording, and filing of all official USQRA competition and game records.
  • Takes emergency action as directed by the governing board.
  • Approve expenditure of funds held by the association.
  • Submit an annual report to the governing board and the associations’ general membership at its annual meeting.
  • Structure and seed all USQRA sanctioned tournaments with the Executive Committee.
  • Act as Executive Committee’s liaison to USQRRA.
  • Act as Executive Committee’s liaison to Team USQRA .

USQRA President

Function: Official Representative of USQRA

Duties:

Schedule discussions

Responsibilities: The President shall act as the official representative of the USQRA and oversee the continuity of the associations’ goals.

The President will:

  • Call and conduct meetings of the associations governing board, and assign and supervise the duties of other officers.
  • Carry out the official actions of the governing board.
  • Prepare and distribute an agenda of all business to be discussed at the annual meeting and regularly scheduled meetings.
  • Schedule discussions of all matters at the annual meeting.
  • Direct the design and implementation of a detailed operating procedure to administer the business and operating procedures of the association.
  • Coordinate the efforts of other officers in developing and maintaining the operating structure, constitution and bylaws and the rules and regulations governing the association and it’s membership. Chair structure committee to make recommendations for possible by-law change.
  • Monitor all business and operations of USQRA and delegate new issues to the appropriate officer for assignment.
  • Develop and control an annual operating plan to facilitate the business of the USQRA as designated by the governing board.
  • Assist with development and coordination of fund-raising activities to insure the financial strength of USQRA.
  • Assume the duties of the Commissioner in the event the Commissioner should refuse or be unable to perform the duties of the office as directed by the governing board and set forth in the constitution and bylaws of USQRA.

USQRA 1st Vice President

Function: Policy and Procedure

Post Season Play

Responsibilities: The 1st Vice President will oversee the general business of USQRA as directed by the President. The 1st Vice President will monitor and facilitate the activities of all committees, and provide regular reports to the President and work with the President to insure the policies and procedures are carried out as determined by the governing board and set forth in the constitution and bylaws, and international rules and regulations.

The 1st Vice President will:

  • Direct the activities of all committees to ensure activities are conducted to the highest standards as developed by the governing board.
  • Develop a grievance procedure to insure each member of the association has a voice in policy and procedure governing decisions. Already in place. Work with Commissioner.
  • Coordinate the activities of USQRA regional, sectional and national tournaments to promote fair competition and successful events. Work with Commissioner
  • Informational. See 2nd VP.
  • Oversee Web Master/Web Committee
  • Assume the duties of the President in the event the President should refuse or be unable to perform the duties of the office as directed by the governing board and set forth in the constitution and bylaws of USQRA.
  • Clinics and Grants oversight.
  • Chair Marketing Committee with 2nd VP (VP Communications) as co-chair and oversee any sales, etc. on behalf of the association.

USQRA 2nd Vice-President – (VP Communications)

Function: Operations Communication

Duties: Information Person

Responsibilities: The 2nd Vice President (VP Communication) will oversee the communication to membership about events, including notification of teams of USQRA tournaments and information via qr.com, mailing list, and Newsletter, and will work with the Board to insure the that information is disseminated in a timely manner.

The 2nd Vice President will:

Coordinate sponsorship and fulfillment of our commitment to them. Member of Fundraising Committee, Sub-chair for Fundraising working with President and BOD.

And assume the duties of ad hoc position created – 3rd Vice President (see duties below).

USQRA Secretary

Function: Communications, facilitation and records

Responsibilities: The secretary will assist the governing board in developing, maintaining and monitoring the operating structure of the association. The secretary will also be responsible for keeping the records of all meetings of the association and the Executive Committee, and distribute said minutes according to the policy and procedures of the association. Keep copy of scoresheets from season tournaments.

  • The Secretary will:
  • Record and maintain the minutes of all meetings of the association and the Executive Committee
  • Assist in the development and maintenance of the operational structure of the association.
  • Organize, monitor and manage a computerized database of the membership and the structure of the association, which will include, but not be limited to information about the function of the executive board, committees, policy and procedure and general business of the association.
  • Generate correspondence to members of the executive committee, team representatives and others as necessary, or as directed by the President.
  • Distribute and receive the annual registration forms, and register any changes in team or membership structure in permanent documents.
  • Chair or co-chair web committee. Work with the USQRA web master and VP Communication to maintain information on the web and communicate pertinent information to the general population.
  • Handle registration and insurance coordination with membership.
  • Maintain personnel records and reports of all members of the executive committee and special committees as assigned by the President. All records shall be held in strict confidence and reviewed only by designated members of the governing board and the executive committee.

USQRA Treasurer

Function: Financial and material resources management

Responsibilities: The Treasurer will manage the financial and material resources of the USQRA and keep the books according to the bylaws of the association. The Treasurer will also keep accurate and detailed records of all income and expenditures and be able to provide reports to the President or governing body at any time.

The Treasurer will:

  • Ensure all funds are deposited in the general fund and held in a federally insured account as detailed in the constitution and bylaws.
  • Make sure that corporate registrations and federal tax forms are filed in a complete and timely manner each year.
  • Administer expenditures of funds and other assets of the USQRA to its creditors with the expressed concurrence of the commissioner.
  • Arrange for the procurement and distribution of USQRA items such as coaches manuals, classification booklets and rugby balls.
  • Arrange for the bonding of officers charged with handling funds or assets and auditing of the same according to the bylaws of the association
  • Prepare a detailed written financial report, budget and audit report and present it to the membership at the annual meeting

USQRA 3rd Vice-President – (VP Fundraising)

Function: Fundraising and Post Season Coordinator

Establish an ad hoc position for this year (2009/2010) – a non-voting member of the board. These duties are now being performed by the 2nd Vice President. The association needs this position filled and officially recognized within the Constitution and By-laws of the USQRA.

Identify and refine duties.

  1. Coordinate with sponsors along with President and BOD.
  2. Develop new sponsor possibilities and contacts
  3. Develop a doable short and long-term plan
  4. Work with post season hosts in areas needed.
