Use this section to specify requirements for procedures generally applicable to Alberta Innovates Technology Futures.
Due to variations in project scope and type of facility for which the work of this Section may be specified, this Section may require editing to suit project requirements. Edit this Section and define all special requirements that need to be specified, in conjunction with Infrastructure Project Manager and Property Management Representative.
Coordinate requirements specified herein with related requirements specified in other Division 01 Sections, particularly Section 011100 Summary of Work and Section 015000 Temporary Facilities and Controls.
Determine any additional requirements which may need to be specified in Divisions 0249.

1.INTENT
.1Due to the nature of the facility, special procedures shall be followed during the course of the Work.
.2Safety: comply with requirements of this Section to prevent the following:
.1Injury to User's, Contractor's, and Province's personnel, and the public.
.2Damage to property and equipment.
.3Environmental damage.
.3Restrictions Related to User Occupancy: comply with requirements of this Section to minimize:
.1Disruption of User operations.
.2Inconvenience to User personnel.
.4Security:comply with security requirements of the Province.
2.DEFINITIONS
.1User: means Alberta Innovates Technology Futures (AITF); CanmetENERGY; Oil Sands Tailings Research Facility (OSTRF); and their respective clients. The Users are not representatives of the Province.
.2Province’s Representative:is theInfrastructuresite Operations Supervisor with respect to requirements of this Section and all other facets of the Work which directly or indirectly affect the operation of the facility.
.3Contractor's Personnel:means all persons directly and indirectly employed by the Contractor and who require access to the facility for performance of the Work.
3.COMMUNICATION
.1Communication shall, in the first instance, be with the Province's Representative who will in turn communicate with the User.
.2Communicate directly with User only if:
.1a concern arises which affects the operation of the facility, and
.2such concern requires prompt attention, and
.3Province's authorized representative cannot be contacted.
.3Acceptance of any instructions given by the User under circumstances indicated above, shall be at Contractor's discretion and at his own risk.
.4Notwithstanding the foregoing, in the event of an emergency involving safety, comply immediately with all relevant instructions given by the User.
4.PROJECT ORIENTATION BRIEFING
.1The Province will arrange a project orientation briefing prior to commencement of any work.
.2Contractor, all Subcontractors and Subsubcontractors shall attend project orientation briefing.
5.USE OF PREMISES
.1Work of this Contract may need to be carried out intermittently to avoid conflict with User operations.
.2Coordinate Work with the Province to limit use of premises to allow for User occupancy.
.3Contractor's entrance, loading and unloading activities and deliveries are restricted to designated areas, through designated routes.
6.CONFIDENTIALITY AGREEMENT
.1The successful bidder will be required to sign an “Ongoing Access to AITF Premises Confidentiality Agreement”.
.2It will be the responsibility of the successful bidder to ensure that all their employees are bound by this agreement.
.3If the successful bidder is a general contractor, it will be their responsibility to ensure that all subcontractors are bound by this agreement.
.4All subcontractors are to ensure that their employees working on site are bound by this agreement.
7.CRIMINAL RECORD CHECKS
.1Contractor understands that Contractor personnel will be working in areas in the Building where security is vital.
.2Contractor shall not permit any Contractor personnel to enter the Building who has a prior conviction for any offence involving theft, fraud or other dishonesty for which such person has not received a pardon under the Criminal Records ActCanada without the Province's prior written consent, which consent may be withheld in the Province's sole discretion.
.3Contractor shall take all reasonable steps to comply with this provision and shall properly notify the Province of the arrest or conviction of any Contractor personnel who is working in the Building.
8.SITE ACCESS
.1Each time upon entering and leaving facility, secure areas and restricted areas, Contractor's Personnel shall identify themselves to appropriate security personnel.
.2Entrance may entail issuance by the Province of identification cards, notation in a log book, or other security procedures.
.3Identification badges, if issued, shall be worn and visible at all times while on site.
.4Contractor's Personnel entering secure and restricted areas shall identify themselves and state purpose of visit.
9.CONTROL OF ACCESS DEVICES
.1Account for access devices, ie. keys, identification tags and badges at all times.
.2Each person authorized to be in possession of such devices shall retain possession at all times while on site and shall be held personally responsible for their control.
.3Unauthorized exchange of access devices with other persons is not permitted.
10.TEMPORARY FACILITIES
.1Provide temporary facilities as required to maintain User access to building exits and parking areas. Coordinate with the Province.
.2Temporary alteration of premises to accommodate passage of equipment is not permitted.
11.VIBRATION AND NOISE CONTROL
.1Operations considered by the Province to cause excessive vibration or noise includes, but is not limited to, the following:
.1Jack hammering.
.2Shotblasting.
.3Sandblasting.
.4Cutting and coring of concrete.
.2Do the following when work causing vibration or noise may affect User or User operations.
.1Coordinate with the Province’s Representative.
.2Schedule and coordinate hours of work with the Province’s Representative.
.3Stop operations causing excessive vibration or noise when instructed verbally or in writing by the Province. Do not resume such operations until written authorization obtained from the Province.
12.CONTROL OF TOOLS, EQUIPMENT AND MATERIALS
.1The Province and User take no responsibility for the control of Contractor's tools, equipment and materials.
.2All tools shall be permanently marked with owner's name prior to use in the User facility. Unmarked tools and equipment found on the premises shall be considered User's property unless proven otherwise.
.3The Province may require inventory and inspection at any time, of tools belonging to Contractor.
.4Do not leave equipment running unattended at any time.
.5Properly secure tools and equipment prior to leaving them unattended.
.6Notify User's security personnel immediately of lost or missing tools and equipment, and provide:
.1detailed description of lost or missing items,
.2location where loss is believed to have occurred, and
.3length of time items have been lost or missing.
13.TRAINING
.1Train all Contractor's Personnel regarding applicable safety procedures.
.2Submit written evidence of completed Workplace Hazardous Materials Information System (WHMIS) training for all Contractor's Personnel. Where no such evidence is available, training will be provided by the User at Contractor's expense.
.3Contractor shall provide training for all special tasks such as aerial lift operation, fall protection, working in confined space, ARC Flash Protection, H2S Alive, and any other specialized work. Verification of applicable certification shall be provided in advance of carrying out such tasks. Work shall be performed only by Contractor's Personnel who have received the required training.
14.SAFETY PROCEDURES
.1Comply with signs, area safety rules, and housekeeping standards.
.2Comply with the Province’s and User's printed safety procedures.
.3Wear safety clothing and personal protective gear where designated and appropriate to the task and work environment.
.4Obtain prior written authorization from theProvince for activities involving sparks and open flames.
.5Smoke and eat only in designated areas.
.6Report accidents and incidents immediately in accordance with instructions provided at the site orientation and to the Province’s Representative.
15.VEHICLE ACCESS, OPERATION AND PARKING
.1Restrict vehicle traffic to access routes designated by the Province. Obtain the Province’s Representative's permission prior to using alternative routes.
.2Place directional signs along designated traffic route, to the Province’s Representative's satisfaction.
.3Restrict loading and unloading operations to area designated by the Province’s Representative.
.4Restrict parking for Contractor's Personnel to area designated by the Province’s Representative.
.5Observe posted speed limits and other traffic control signs on facility grounds.
.6Do not park vehicles in fire lanes or access areas unless absolutely necessary for the purpose of carrying out the Work and prior authorization has been obtained from the Province’s Representative.
16.BARRIERS
.1Enclose and secure work area with barriers. Locate barriers as designated by theProvince’s Representative.
17.SAFE WORK PERMITS
.1All contractors must obtain a safe work permit with respect to the following:
.1jack hammering
.2shot blasting
.3sandblasting
.4concrete cutting
.5cutting and grinding
.6welding or soldering
.7work on fumehoods
.8painting
.9roofing
.10work in restricted areas
.11work in electrically classified areas
.12any work on the fire alarm/sprinkler system and associated activities.
Written authorization must be obtained from the Province prior to commencement of any of these tasks.
