USDOL Funded Child Labour Programme in Colombia

UNESCO is seeking candidates for the following positions to include in its proposal for a cooperative agreement with the U.S. Department of Labour for the implementation of a project to improve access to quality education programmes as a means to combat exploitive Child Labor in Colombia. Persons hired for these positions will commit to four years and will be given contracts that would be renewed annually by mutual consent within that period.

Project Manager

The Project Manager will oversee the project and be responsible to UNESCO for the requirements of the cooperative agreement. Likewise, she/he should ensure that project goals and objectives are met with the likelihood of long-term sustainability. For this purpose the Manager will maintain a steady two-way flow of information between the project partners, UNESCO and USDOL as well as be responsible for the collection and updating of information on project progress.

The Manager should have a minimum of three years of professional experience in a leadership role in implementation of complex basic education programs in developing countries in areas such as: education policy, improving educational quality and access; educational assessment of disadvantaged students; development of community participation in the improvement of basic education for disadvantaged children and monitoring and evaluation of basic education projects.

Priority will be given to candidates with additional years of experience including experience working with officials of ministries of education and/or labour. Strong candidates should also have knowledge of exploitive child labour issues and experience in the development of transitional, formal, and vocational education of children removed from exploitive child labour and/or victims of the worst forms of child labour.

Fluency in English and Spanish is required.

The selected candidate will be appointed for up to 4 years and should sign a letter of agreement to serve on the project, and indicate availability to commence work within three weeks of the cooperative agreement award (October 2004).

Competitive compensation is offered, which is comparable to professional UN salary scales. Remuneration will be commensurate with professional background and experience.

Education Specialist

The Education Specialist will provide leadership in developing the technical aspects of this project in collaboration with the Project Manager.

The Specialist should have at least three years experience in basic education projects in developing countries in areas including student assessments, teacher training, educational materials development, educational management, and educational monitoring and information systems.

Strong candidates should have experience in working successfully with ministries of education, networks, employers’ organizations and trade union representatives or comparable entities. Experience with exploitive child labour/education policy and monitoring and evaluation is an asset.

Fluency in English and Spanish is required.

Monitoring and Evaluation Officer

The Evaluation Officer will oversee the implementation of the project’s monitoring and evaluation strategies and requirements and report to the Manager.

The Officer should have at least three years of progressively responsible experience in the monitoring and evaluation of international development projects, preferably in education and training or a related field. Related experience can include strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies and knowledge of the Government Performance and Results Act (GPRA).

Strong candidates should demonstrate ability to build capacity of the project team and partners in these domains.

Fluency of English and Spanish is required.
