HS Boys League Rules

Dear Coaches,

Let me take this opportunity to thank you for volunteering to coach a Hoops Basketball team this year. We are all very excited about the upcoming basketball season.

We have very limited gym space due to some construction and have had to rent space throughout the community to continue the Hoops program this year. We are asking each of you, to take responsibility to protecting the use of these facilities. We need to be sure that children are not running around these building and playing on any equipment that is in the areas that we are using for practices and games. Please inform the parents from your team that no small children should be left at the practices/games unless they are going to be accompanied by an adult. No basketballs should be brought to any of the gyms for practice or games by anyone but the coach. Bouncing of basketballs while a team is practicing or playing a game is annoying and disrespectful to the kids. No one should be running around any of our school facilities or trying to shoot baskets on the side basketball nets. Please do not allow any siblings to use the equipment that may be left out by the gym classes. No one should be outside of any of the gyms while practice or games are being played. We cannot afford to lose the use of any of these gyms.

At Huntingdon Valley Christian Academy, you are responsible for locking up. The key pad combination is 1844. Please make sure all lights and heaters are off. Please lock the gym doors and the front lobby doors if no-one is coming in for practice when you are ready to leave.

At all gyms, do not leave water bottles lay around. Please discuss all these talking points with your parents and players.

Again, I sincerely thank you for volunteering your time and hope that you will get as much enjoyment out of this season as the children seem to do each and every year.

TO UPPER MORELAND HOOPS PLAYERS, PARENTS AND SPECTATORS

In past years, we have had several incidents occur at Hoops games that have (1) detracted from the game, (2) could have caused injuries to players and (3) threaten to cause UM Hoops to lose all gym privileges in the Upper Moreland School District gyms.

The Executive Board of UM Hoops met to discuss these issues and decided that the best course of action is to restate and enforce our Code of Conduct. The following are excerpts from this Code:

The following may result in a fan ejection:

· Non-participants may not be on the court at any time (including before the game, during the game, at halftime, during timeouts or after the game.)
· Fans and players are not to bring basketballs into the buildings. Only coaches may bring basketball into the buildings
· Each team’s bench should consist only of players, coaches, and assistant coaches (3 max coaches). Parents, siblings, friends, etc. are not allowed on the team’s bench during the games.

Fan Ejections

· If a parent/spectator is ejected from a game, they will serve a 1 game suspension from the next game played at a Upper Moreland facility and be subject to a board review for possible suspension for the remainder of the season. No refund will be granted!
· If a player is attending a game in which they are not playing (typically attending a friend’s game) and they are ejected, they will not be allowed to participate in their team’s next game. If this happens a second time, the player will not be allowed to play for the remainder of the season.No Refunds given!

Player & Coach Ejections:
· Game Officials have been instructed to eject anyone at the onset of outlandish behavior. No questions asked.
· If a player or coach receives two technical fouls he/she will have to vacate the building and will be suspended for their next scheduled game.
· If a coach is ejected for a second time in the same season they are removed from coaching the remainder of that season. The UM Hoops complaint board will also review the incident and make any necessary additional punishment recommendations to the general board. If a player is ejected for a second time, they will receive a 3 game suspension.
· Anyone using abusive language will not be tolerated, and will be removed from the premises without warning. We ask that the coaches, players and officials treat each other with respect and demonstrate sportsmanlike conduct before, during and after the game.
· All players and coaches MUST sit on the team bench. Not on the top of the bleachers, on the other bleachers but on the team bench only.
· The head coach is responsible for the actions of their players and fans. Any fan or player that gets removed the head coach is also assessed the technical foul.

REVISED PIAA RULES FOR BASKETBALL

Sr Boys League

Rules & Playing time:

  • All roster players must play a minimum of 2 complete quarters each game.
  • No player can start the 2nd half until all players have played 1complete quarter.
  • All players MUST report to the scorers table prior to the start of each quarter to report in.
  • If a player receives 2 technical fouls during a game they are removed from the current game and are suspended for the next scheduled game.
  • After a player is suspended for a 2nd time his return status will be reviewed by the UM Hoops board and the final decision communicated to the head coach. During the review period the player is NOT eligible to play.
  • The “official” scorebook will be used to ensure that all players have played the minimum requirement. If there is an issue the “official” scorebook will be used to resolve it.
  • Each quarter is a 10 minute running clock stopping the last 1 minute of each quarter and the last 2 minutes of the 4th.
  • The clock will stop for an Injury & timeout only during the running clock situation.
  • There will be an opportunity to substitute players at or around the 5 minute mark of each quarter at the 1st dead ball opportunity closest to the 5 minute mark. This may be a few seconds before or after that time. Remember all players must play 20 minutes each game.
  • The clock will continue to run during all free throws.
  • 1-1 on the 7th team foul and 2 on the Tenth team foul. Foul shots occur at all points during the game.
  • Free substitutions are permitted only during the last 2 minutes of the 4th quarter.

General Rules:

  • All games must complete in 55 minutes. It is the discretion of the official to determine if changes are required to the game administration to ensure the game is completed on schedule.
  • Each team will only have 4 timeout’s per game 2 full, 2 30’s.
  • All games will be officiated by certified PIAA officials and 2 official will be assigned
  • Sr Boys will use full size ball (30 circumference).
  • All PIAA/NFHSrules will apply.

Defensive Constraints:

  • Zone & Man-to-man defense are permitted
  • Sr Boys League – Pressing is allowed at all times unless pressing team has 20 points or more lead. First offense of breaking rule will illicit a warning – 2nd offense and beyond will illicit a bench technical foul.
  • As per PIAA rules 2 technical foul assessed to the head coach will result in removal from the game.

Offensive Constraints:

  • None

Other Points of Emphasis/Clarity:

  • Coaches vs. Parents – You as coaches are responsible for your parents!
  • It is all about respect – respect the players, the coaches, the officials & the game.
  • All coaches please pay the officials before the game begins. They have been instructed to not start the game until they are paid.

Overtime:

  • If game regulation ends in a tie and time permits, there will be a 2 minute overtime period.
  • 2 Minute Second Overtime if time permits.
  • Sudden Death Third Overtime if time permits.
  • The clock will be a running clock except for the last 1 minute.
  • Playing rules do not apply to the overtime period.
