You are summoned to a meeting of the Upper Deverills Parish Council, at Kingston Deverill Village Hall on Wednesday 10th September 2014 at 6.30pm. The meeting will consider the items set out below.

Before the meeting there will be a public session to enable the people of the Upper Deverills to ask questions of, and make comments, regarding the Parish Council. Questions not answered at this meeting will be answered in writing to the person asking the question, or may appear as an agenda item for the next meeting. Members of the public are asked to restrict their comments, and/or questions to three minutes.

1. Acceptance of apologies for absence

Schedule 12 of the Local Government Act 1972 requires a record to be kept of the members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Parish Clerk as it is usual for the grounds upon which apologies are tendered also to be recorded. Under Section 85(1) of the Local Government Act1972, members present must decide whether the reason(s) for a member's absence are accepted.

Council is asked to hear a report from Councillor Ranald Blue re the HGV/B3095 issue he has been discussing with the Unitary Councillor Fleur De Rhe Philipe.

Council is asked to note retrospectively the below previously circulated:

Wiltshire Council Section 14(1) of the Road Traffic Regulation Act 1984

Temporary Closure of: A350 (Part), Chicklade, Kingston Deverill, Brixton Deverill,

Longbridge Deverill and Sutton Veny (Ref: TTRO 3576)

Notice is hereby given that the Wiltshire Council has made an Order to close temporarily toall traffic:A350 (Part), Chicklade, Kingston Deverill, Brixton Deverill, Longbridge Deverill and SuttonVeny; at various locations between the A36 and A303 junctions.To enable: Wiltshire Council to carry out kerbing, carriageway resurfacing / patching, roadmarking and adjustment of ironworks.

Alternative route: via A350 (unaffected length) – A303 – A36 and vice versa.

This Order will come into operation on Monday 13th October 2014 and it is anticipated thatthe work will take until Monday 20th October 2014 to complete (19:00 to 06:00 on weeknights only). The Order will have a maximum duration of 18 months. Access will bemaintained for residents and businesses, although delays are likely due to the nature of theworks.

Temporary Closure of: A350 (Part) and B3089 (Part), East Knoyle (Two Mile Down

Junction) and Temporary 30mph Speed Restriction: A350 (Part) East Knoyle

(Ref: TTRO 3574)

Notice is hereby given that the Wiltshire Council has made Orders to:

Temporarily close to all traffic:(i) A350 (Part) East Knoyle; from its junction with A303 Willoughby Hedge in a southerlydirection for a distance of approximately 2.1km.(ii) B3089 (Part) East Knoyle; from its junction with A350 in a westerly direction for adistance of approximately 600m, and in an easterly direction for a distance of approximately 600m and to introduce a temporary 30mph traffic speed restriction to all traffic:A350 (Part) East Knoyle (Two Mile Down Junction); from a point 180m south of the junctionto its junction with B3089 (east arm) and from a point 200m north of the junction to itsjunction with B3089 (west arm). Total length 420m.To enable: Wiltshire Councilcarry out junction improvements, carriageway resurfacingand associated works.15th October 2014 between 19:00 and 06:00 It is anticipated that the works will take thestated duration to complete depending upon weather conditions. The Orders will have amaximum duration of 18 months. Access will be maintained for residents and businesses,although delays are likely due to the nature of the works.

Council is asked to hear a report back from Councillor Louise Stratton following her meeting with the Parish News Editor.

11. Parish Plan

Council is asked to hear a report back on the Youth Consultation information collected and collated.

12. Monkton Green Bench

Council is asked to discuss the highlighted issue received during the above consultation:

One issue that was raised by a ‘youth’ was the parlous state of the bench at Monkton Green as it was falling to bits and not nice to sit on. I had a look at it last night and it is a real mess, maybe this is something we could look at, either refurbishing it, or probably more realistically replacing it, a la the KB Bench.

13. Bank Mandate

Council is asked to provide the Clerk with the completed Bank Mandate so that she can process it with the Co-operative Bank. The Council is in breach of its Financial obligations re signatories until the Mandate has been processed.

Council is also asked to note that a letter has been received from the Co-operative Bank to inform Council that as of the 25th November 2014 the Warminster Co-operative Bank Branch will be closing.

Council is asked to approve the accounts brought to the meeting.

19. Clerk’s Report

Clerks Holiday Dates

Council is asked to consider the Clerks request for three weeks holiday (15 hours) during the month of November.The Clerk has 44 hours owed to take March 2014 to March 2015.

General Risk Assessment

Council is asked to discuss the updated General Risk Assessment the Clerk has drafted and if agreed resolve its use.

National Association of Local Councils

Council is asked to note that the Clerk has recently been to London to the National Association of Local Councils Smaller Councils Committee meeting. The Clerk can provide Councillors with a brief of the meeting if they are interested.

The Clerk wasalso invited by Justin Griggs, Head of Policy & Development at National Association of Local Councils to attend a meeting with the Department of Communities and Local Government in London. The Clerk was asked to act as a consultant at Smaller Councils levelon a possible project with the Department of Communities and Local Government and NALC for Smaller Councils re the new Openness and Transparency Act. The Clerk is hopeful that this project proceeds as many smaller parishes will benefit.

20. Meetings for Councillors to consider attending

Warminster Area Board Meeting

11th September 2014 Warminster Civic Centre 6.30pm for refreshments and discussions with the Community Co-ordinator. The meeting will start promptly at 7.00pm. Council is asked to note that the Clerk can attend this meeting on the behalf of the Council.

Community First AGM

Wednesday 24th September 2014 the Town Hall Devizes Drinks and refreshments from 5.30pm

Council is asked to inform the Clerk if it wishes to send a representative.

Flood Warden Workshop

Council is asked to note the date of the next workshop and inform the Clerk if it wishes to send a representative.

This is another workshop for interested flood wardens who would like to attend an information/training session Date: 11th September, Time: 1 p.m. – 4 p.m.

Venue: Bowman Centre, Shears Drive, Amesbury. If you are a new flood warden or have responsibility for flooding within your community you should be attending this session. Spaces are limited

21. Correspondence received

Wiltshire Councils Waste Technical OfficerWaste and Environment Correspondence

Council is asked to note the reply from Emma Ferris on Councils comments re the Waste Collection Consultation below:

In response to the Upper Deverills Parish Council, Wiltshire Council needs to make considerable cost savings over the next four years in order to focus on their priorities of protecting vulnerable people, boosting the local economy and bringing communities together. We only collect 10% of our garden waste during the months of Dec, Jan and Feb and therefore can benefit from taking vehicles off the roads and cutting collections. We envisage that people will continue to dispose of their waste in the appropriate manner. I hope this information is useful.

Wiltshire Fire & Rescue Service Public Consultation 2014

Council is asked to comment on the above consultation. The Fire Authority is one of the most cost effective in the country but like many public sector bodies they continue to face significant financial challenges over the next few years and so need to prepare to make large savings that are unachievable unless they are prepared to do things differently. This consultation gives `three scenarios for the future. Council is asked to give its opinion.

1. remain independent and increase collaboration with Wiltshire Council and Swindon Borough Council

2. remain independent and increase collaboration with Dorset Fire Authority, while also collaborating with Wiltshire Council and Swindon Brought Council

3. Merge with Dorset Fire Authority to create a single Combined Fire Authority, while also collaborating with Wiltshire Council and Swindon Borough Council

As a walker I have always enjoyed trips into the Deverills and hope to continue to be able to do so.
