AN ACT relating to state government.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

Section 1. KRS 2.010 is amended to read as follows:

When any citizen of this Commonwealth[state], by deed in writing, in the presence of, and subscribed by, two (2) witnesses, and acknowledged or proved before the county judge/executive of the county in which he resides, or by open declaration made in such court and entered of record, shall declare that he relinquishes the character of a citizen of this Commonwealth[state], and shall depart out of this Commonwealth[state] with the intention, in good faith, to remain absent therefrom, he shall, from the time of his departure, be considered as having exercised his right of expatriation, so far as regards this Commonwealth[state], and shall not thenceforth be deemed a citizen thereof. When any citizen of this Commonwealth[state] shall reside elsewhere, and in good faith become a citizen of any other state, he shall not, while the citizen of the other state, be deemed a citizen of this Commonwealth[state]. No act of any citizen under this section shall have any effect if done while the United States is at war with a foreign power.

Section 2. KRS 2.013 is amended to read as follows:

English is designated as the official state language of the Commonwealth of Kentucky.

Section 3. KRS 2.080 is amended to read as follows:

The native redbird, commonly known as the Kentucky cardinal (Richmondena cardinalis), is the official state bird of the Commonwealth of Kentucky.

Section 4. KRS 2.082 is amended to read as follows:

The brachiopod is named and designated as the official state fossil of the Commonwealth of Kentucky.

Section 5. KRS 2.083 is amended to read as follows:

The viceroy butterfly, Limenitis archippus, is named and designated as the official state butterfly of the Commonwealth of Kentucky.

Section 6. KRS 2.085 is amended to read as follows:

The gray squirrel, Sciurus carolinensis, is named and designated as the official state wild animal game species of the Commonwealth of Kentucky.

Section 7. KRS 2.087 is amended to read as follows:

The thoroughbred horse is named and designated as the official state horse of the Commonwealth of Kentucky.

Section 8. KRS 2.090 is amended to read as follows:

The goldenrod, Solidago shortii and Solidago albopilosa, is named and designated as the official state flower of the Commonwealth of Kentucky.

Section 9. KRS 2.091 is amended to read as follows:

Kentucky agate is named and designated as the official state rock of the Commonwealth of Kentucky.

Section 10. KRS 2.092 is amended to read as follows:

The fresh-water pearl is named and designated the official state gemstone of the Commonwealth of Kentucky.

Section 11. KRS 2.093 is amended to read as follows:

The Crider soil series is named and designated as the official state soil of the Commonwealth of Kentucky.

Section 12. KRS 2.094 is amended to read as follows:

Coal is named and designated as the official state mineral of the Commonwealth of Kentucky.

Section 13. KRS 2.095 is amended to read as follows:

The tulip poplar, Liriodendron tulipifera, is named and designated as the official[ Kentucky] state tree of the Commonwealth of Kentucky.

Section 14. KRS 2.098 is amended to read as follows:

The Louisville Science Center shall be designated as the official State Science Center of the Commonwealth of Kentucky.

Section 15. KRS 2.100 is amended to read as follows:

(1)The song, "My Old Kentucky Home," by Stephen Collins Foster, is the official state song of the Commonwealth of Kentucky.

(2)The song, "Blue Moon of Kentucky" by Bill Monroe, is the official state bluegrass song of the Commonwealth of Kentucky.

Section 16. KRS 2.103 is amended to read as follows:

The Appalachian dulcimer is named and designated as the official state musical instrument of the Commonwealth of Kentucky.

Section 17. KRS 2.107 is amended to read as follows:

"Stephen Foster -- The Musical" is named and designated as the official state outdoor musical of the Commonwealth of Kentucky.

Section 18. KRS 2.200 is amended to read as follows:

The Governor is authorized to declare a day of mourning in the Commonwealth of Kentucky on suitable and appropriate occasions. Such declaration of a day of mourning shall in no way affect the operation of banks and trust companies, public schools, public offices, state agencies or any other segment of public or private endeavor in the Commonwealth[state].

Section 19. KRS 2.225 is amended to read as follows:

The Iroquois Amphitheater, located in Iroquois Park in Louisville, Kentucky, is named and designated as the official state amphitheater of the Commonwealth of Kentucky.

Section 20. KRS 2.245 is amended to read as follows:

The fourth week of May of each year is designated as Retired Teachers' Week. The Governor may annually issue a proclamation designating the fourth week of May as Retired Teachers' Week and calling upon public schools and citizens of the Commonwealth[state] to observe the occasion and honor the retired teachers of the Commonwealth[state].

Section 21. KRS 2.300 is amended to read as follows:

Old Kentucky Blue Grass-The Georgetown Pattern is named and designated as the official state silverware pattern of the Commonwealth of Kentucky.

Section 22. KRS 2.400 is amended to read as follows:

The Kentucky Bourbon Festival, Incorporated, of Bardstown, Kentucky, is named and designated the official state bourbon festival of the Commonwealth of Kentucky.
