A RESOLUTION honoring Sergeant Joseph H. Milam, Department of Kentucky State Police, for his service to the General Assembly and to the Commonwealth.
WHEREAS, Joseph H. Milam graduated from Anderson County High School in 1980; and
WHEREAS, Joseph H. Milam was appointed as a Cadet at the Kentucky State Police Academy on September 25, 1988; and
WHEREAS, after successful completion of the rigorous studies at the Kentucky State Police Academy, Joseph H. Milam was appointed as a Trooper in the Kentucky State Police and was assigned to Post 12 in Frankfort with responsibilities in policing the counties of central Kentucky; and
WHEREAS, after five years of service with the Kentucky State Police, Joseph H. Milam was promoted to Senior Trooper; and
WHEREAS, on April 4, 2001, Joseph H. Milam began a new career assignment with the Kentucky State Police upon his transfer to the Legislative Security Detail; and
WHEREAS, on September 1, 2002, Joseph H. Milam was promoted to the rank of Sergeant in recognition of his qualifications and achievements; and
WHEREAS, Sergeant Milam, during his tenure with the Legislative Security Detail, became the commander of that detail; and
WHEREAS, previously, the commander of the Legislative Security Detail and other senior Kentucky State Police officers providing security for the General Assembly had held the rank of Captain, the Kentucky State Police recognized the ability, professionalism, tact, and security experience of Joseph H. Milam in assigning him, as a Sergeant, to command this extremely vital portion of the services which the Kentucky State Police provide to the citizens; and
WHEREAS, in these days of terrorism threats, crime, and the need to be sensitive to the rights of the people to see their government in action and to provide the people necessary access to legislators and legislative proceedings, Sergeant Milam and the entire Kentucky State Police Legislative Security Detail, in cooperation with the LRC security staff, have provided the exact balance of security and access needed by the General Assembly and its members; and
WHEREAS, in providing this balance of security and access, Sergeant Milam and the members of the Legislative Security Detail had to provide these services not only in Frankfort at the Capitol but throughout the length and breadth of the Commonwealth wherever legislative meetings and legislative hearings were held; and
WHEREAS, Sergeant Joseph H. Milam and the entire legislative security detail are known throughout the length and breadth of the Commonwealth for their courtesy, politeness, professional appearance, professional demeanor, and sensible enforcement of their duties, thus giving a very positive view of the Kentucky State Police and law enforcement in general to the public, lobbyists, and legislators; and
WHEREAS, in his professional life Sergeant Joseph Milam has taken a leading role in the activities of the Kentucky State Police Professional Association, has risen through the ranks in that organization to the point where he was elected as Vice President of the Kentucky State Police Professional Association, and now serves as its President; and
WHEREAS, Sergeant Joseph H. Milam has earned not only the respect of members of the General Assembly, employees of the legislative branch of government, lobbyists, and members of the general public, he has also been honored and trusted by his fellow Troopers with the presidency of their professional association; and
WHEREAS, Sergeant Joseph H. Milam has twice been recognized by his agency, in 1998 and 2003, through award of the Commissioner's Commendation for his efficiency and professionalism; and
WHEREAS, On November 1, 2004, Sergeant Joseph Milam was transferred from the Legislative Security Detail back to Post 12 in a supervisory position;
NOW, THEREFORE,
Be it resolved by the House of Representatives of the General Assembly of the Commonwealth of Kentucky:

Section 1. The House of Representatives of the General Assembly hereby recognizes the service, dedication, and professionalism of Sergeant Joseph H. Milam, Department of Kentucky State Police, to the General Assembly and to the citizens of the Commonwealth of Kentucky.
Section 2. The House of Representatives of the General Assembly takes this opportunity to thank Sergeant Joseph H. Milam for his services, dedication, and professionalism, and wishes Sergeant Joseph H. Milam a continued successful career with the Department of Kentucky State Police.
Section 3. A copy of this Resolution shall be presented to Sergeant Joseph H. Milam, in person, before the General Assembly at its 2005 Regular Session.
