A RESOLUTION adjourning the Senate in loving memory and honor of Janice Marie Kaelin "Janie" Douglass.
With deepest respect and admiration, we pay homage and tribute to Janie Douglass, and we pause in silent reverence for her soul.
WHEREAS, Janie Douglass was born on January 25, 1942, a native of Louisville, Jefferson County, Kentucky, and she traversed these earthly bounds on February 27, 2001; and
WHEREAS, Janie Douglass was the loving daughter of Leona Smith Kaelin and the late Alfred F. Kaelin; she was the loving mother of a son, Jesse Douglass, of Glasgow, and a sister, Carolyn Coolson; she was the devoted fiancee of Paul Conner, and she was the proud grandmother of two grandchildren; and
WHEREAS, Janie Douglass has served the Commonwealth of Kentucky tirelessly as a public advocate and educator for natural resources and environmental issues for many decades; she first became involved with the Kentucky General Assembly as a citizen involved in floodplain issues when her Harlan County home was flooded, and she was instrumental in organizing the Volunteers for Flood Control in Harlan County and initiating a major flood control project there after a devastating flood in 1977; and she worked from the grass-roots level to develop state policies on water resources management in Kentucky; and
WHEREAS, Janie Douglass participated in legislation on the original "Bottle Bill" in the 1970's, and the comprehensive solid waste legislation during the 1991 Extraordinary Session; and
WHEREAS, Janie Douglass served as a founding director on the board of the Kentucky Center for Public Issues from 1988-1994; she served as the public citizen representative on the Kentucky Long-Term Policy Research Center from 1992-1998; and she served as a founding member on the board of directors of the Kentucky Environmental Education Council from 1991-1994; and
WHEREAS, Janie Douglass was a past member of the Kentucky Association of Environmental Educators, the Kentucky Conservation Foundation, the Louisville Chamber of Commerce, the Ohio River Basin Commission Citizens Advisory Committee, Kentuckians for the Commonwealth, and the Association of State Floodplain Managers; and
WHEREAS, Janie Douglass was the recipient of the Governor's Award for Outstanding Volunteer Service; and
WHEREAS, a life spent worthily should be measured by deeds, not years, and through her compassion, enthusiasm, and genuine love and concern for her fellow man, Janie Douglass is worthy of the highest commendation; and
WHEREAS, the passing of Janie Douglass has left a void that cannot be filled, and she is mourned across the length and breadth of the Commonwealth;
NOW, THEREFORE,
Be it resolved by the Senate of the General Assembly of the Commonwealth of Kentucky:

Section 1. The Senate does hereby express its profound sense of sorrow upon the passing of Janie Douglass, and extends to her family and many friends its most heartfelt sympathy.
Section 2. In keeping with her desire to create avenues for public input, and her passion for her native State of Kentucky, memorial gifts can be sent to the Kentucky Resources Council, P. O. Box 1070, Frankfort, Kentucky 40602.
Section 3. When the Senate adjourns this day, it does so in loving memory and honor of Janie Douglass.
Section 4. The Clerk of the Senate is hereby directed to transmit a copy of this Resolution to Mr. Jesse Douglass, 106 Joann Drive, Glasgow, Kentucky 42141 and to Mr. Paul Conner, 268 Moser Road, Louisville, Kentucky 40223.
