  1. Welcome and Room Introductions
  2. Dwayne Day called meeting to order at 2:37PM. Dwayne began with introductions around the room.

  1. Approval of Minutes
  2. Dwayne explained that the meeting scheduled for October 4, 2014 did not occur due to lack of quorum. Meeting minutes from September 4, 2014 were presented.
  3. Dallas Wingate made a motion to accept the minutes. Motion was seconded by Jimmy Kroon. The motion was passed and the minutes were accepted.
  1. Old Business
  2. UAV Strategic Plan Development
  3. Dwayne explained that he believes the committee should focus on creating training and certification program to help public agencies get acclimated to flying UAVs. Base level training should be the first step followed by a certification process.
  4. It is important to develop standards of usage and a universal/shared curriculum for training and certification. Dallas Wingate commented that the committee’s primary interest is safety and protecting the interests of the general public.
  5. Dwayne asked if Jerry Brennan/R. Newnam would take the lead on this and begin to outline the training and certification process. There was discussion of partnering with specialized university instructors.
  6. Dwayne discussed the City of Philadelphia and State of New Jersey’s legislation.
  7. A briefing of the training/certification progress is expected for the December 4, 2014 meeting.
  8. MAAP Updates
  9. Dwayne explained that MAAP has not had a weekly meeting in two weeks because of the testing process from 11/5/14-11/10/14 at the Cape May Coast Guard Facility.
  10. MAAP is testing 7 different COAs. Dwayne explained the he and Ray Holcomb would like to participate in the future small UAS subcommittee.
  11. Dwayne also explained that MAAP plans to post updates to their website on the testing process.
  12. HSAC Committee Brief
  13. Dwayne shared copies of the HSAC UAV Committee Brief that he presented at the September 17, 2014 HSAC meeting.
  14. Dwayne shared that Secretary Schiliro recommended focusing on three areas for draft legislation: (1) protecting and restricting access to critical infrastructure, (2) controlling and restricting around large scale events, and (3) regulations to protect first responders when responding to critical incidents.
  15. Lisa Morris and Kim Chandler explained the policy memo submission to Secretary Schiliro. In the policy memo a paragraph was submitted to initiate future conversation on UAV legislation.
  16. New Business
  17. The FAA released a NOTAM about flying over events—particularly large events stating the consequences of flying over large events 1 hour before/after, within 3 mile radius of stadium of 30,000 or more—the risk of being intercepted, detained, interviewed, a potential fine and loss of equipment.
  18. Dwayne discussed Canada as a model for UAV regulations and public discussion stating the FAA rule may look similar to that of Transport Canada.
  1. Action, Recommendation & Research Items
  2. Dwayne stated to the committee that Secretary Schiliro requested that any requests for interviews be forwarded to Kim Chandler to follow the standard Department of Safety and Homeland Security policy.
  3. Dwayne explained how he is aiming to hold an information symposium with guest speakers and industry leaders in early 2015. Fred McKee will be present to discuss the potential legislation.
  4. After discussion about the committee quorum, Dallas Wingate made a motion to suspend the membership of the CDCC from the committee, until such time that they are briefed and agree to participate. Jerry Brennan seconded the motion. The motion to remove the CDCC vote from the UAV subcommittee passed, reducing the quorum from 6 voting members to 5.

Thursday December 4, 2014. A motion was made by Dallas Wingate and seconded by Joe Wessels to adjourn the meeting and the motion passed unanimously. The meeting adjourned at 3:33 pm.
