The meeting was called to order at 2:00 p.m.

A. Minutes

A motion to approve the minutes of August 15, 2016 was made by Richard DeShields and seconded by Melanie Palm. The minutes were approved.

B. Information

1. Capital Project Submittal – “Big Book”

Lathan Wedin explained the difference between the capital project submittals that went to OFM last month and the “Big Book” of projects that was delivered on Friday, September 16. The first submittal of individual project requests will be reviewed and scored by teams of 2-3 representatives of each of the baccalaureate institutions. CWU has three representatives on the scoring team; institutions do not score their own projects. Each type of project (infrastructure, major or stand alone) has its own scoring criteria. The second submittal, i.e. the Big Book,” contains information on every project listed on the university’s 10-year array for the 2017-19 biennium, including minor works preservation and minor works project. The projects listed under the latter two categories were shown, and Bill Yarwood explained that preservation projects are for life safety issues – fire protection, roofs, lighting upgrades, and ADA improvements, whereas minor work program projects are related to projects in support of specific academic programs. All of the projects must tie into the campus facilities master plan.

The committee indicated that they would like access to these documents; Gene Shoda will determine the best method and timing to make the information public.

2. Current Project Update

Parking Expansion – Bill Yarwood explained that work to expand both lots P-8 (north of Library and Farrell Hall) and D-5 (near Button) ran into unexpected issues which impacted completion. The D-5 lot is complete except to replace the lighting. Replacement lighting will be installed next month. The P-8 lot will be closed from 6 a.m., Sept. 22 to 6 p.m., Sept. 26, while the contractor completes paving and striping.

Science II – Faculty office moves are complete and training on classroom A/V systems is underway. FMD is tracking items left to order under the Furniture, Fixtures and Equipment (FFE) funding. All expenditures will be complete by spring.

Samuelson – Project is on schedule. A couple of complications have arisen, but that is to be expected for a project that includes demolition of three-quarters of the building. The Ninth Avenue Mall will be rebuilt next summer.

South Neighborhood

Lind: Geology and Physics faculty have been relocated to Science II. Bid packages for improvements to Lind are being prepared. The departments of Military Science and Aerospace Studies (Army and Air Force ROTC programs) will move to the second and third floor and Communication will move into the first floor of Lind next summer.

Bouillon Hall: project originally included seismic reinforcement for the exterior window shades, but an engineering study determined that it would not be necessary. Funds will be used instead to enhance the entryways, both on the Walnut Mall and the east side of the building.

Old Heat: A pre-bid walk through of Old Heat was conducted on September 15 in preparation of bids for an abatement contract. Bids are due Sept. 22. The current occupants of the building, Theatre Arts, Alumni, APOYO, will be moved by Oct. 15 to allow work to begin. The second phase of Old Heat will build out the interior, and the third phase will be to fit the interior to the programs that will be housed there.

Early Childhood Learning Center (ECLC) – The design team is wrapping up their work. The project includes placing a modular building on the basketball court. The building will provide for indoor activities during the cold months and for afterschool activities up to 5:30 p.m.

Peterson Hall – There are no definitive plans for Peterson Hall after the ROTC programs move to Lind next summer.

C. Task Force Update

Memorials and Trees – A task force focusing on campus memorials trees, benches and plaques will meet for the first time on October 6.

D. City Business

·  University Way Overlay – Grinding on University Way will be done this week and part of next week between the hours of 7pm and 6am. Tonight the contractor will focus on the area between Chestnut St. and Wildcat Way. Tomorrow night will likely be between Wildcat Way and Main St., then proceeding west each night until they get to city limits. There will be some noise associated with the grinding machine. The contractor will not be allowed to use jackhammers after 10 p.m.

·  City Comprehensive Plan – the Community Development Council will present during the “Bite of the Burg.”

·  Pedestrian Improvements – City submitted grant application for improvements along Wildcat Way and Nicholson Boulevard.

·  John Wayne Trail – the next round of grant funding will extend the trail from 18th Avenue to 14th Avenue.

·  Traffic Light at Pfenning Road and Vantage Highway – completing underground utility work; installation of traffic light will be done in the spring.

·  7th Avenue Bike Boulevard – City will open bids next week.

·  Signal enhancements at University and Wildcat Way – Notification of grant funding due in November.

D. Other

·  Disability Services spaces in Hogue, Farrell and Bouillon will be centralized.

The meeting adjourned at 2:45 p.m. The next meeting of the committee will be October 17, at 2 p.m. in Barge 412. Derek Mayo will invite the City staff to present the Ellensburg’s Comprehensive Plan Update to the group.
