UNIVERSITY COLLEGE OF LAW, OSMANIA UNIVERSITY

1.1 Historical Background

The Faculty of Law, Osmania University has a glorious history of more than 100 years. The “Law class” was opened in the year 1899 to give instruction in law to students desirous of joining legal profession along with “Judicial Test” classes for Judicial Officers. Thus teaching of Law was in existence even before Osmania University came into existence in the year 1919.

In the year 1923 the “law class” and “Judicial Test” classes were abolished and Law Department was constituted in the Osmania University at the Arts College with a Head and two teachers, who were supported by the part-time lecturers to cope up with the teaching work. The University made successful experiment of teaching law in vernacular language, namely, Urdu. At that time Urdu was court language too. The Translation Bureau translated all the leading textbooks into Urdu. From 1923 to 1934 there were only five papers for both the years. But in 1935 one paper each was added to both the years. The classes were held in the morning. Hardly there were hundred students in both years put together.

In 1942, LL.M. course was introduced with Comparative Jurisprudence and Comparative Constitutional Law as compulsory subjects with an option to choose either International Law or Conflict of Laws and Muslim Law or Hindu Law. Students of LL.M. had to submit thesis on a subject studied by them in LL.B. and LL.M. In view of heavy demand for admission to Law course, the Law Department of the Arts College has been elevated into a full-fledged Law College in the year 1950 and shifted to Saifabad Science College in the city. The Law College used to function in the even from 6.00 to 8.30 p.m. and the medium of instruction was changed to English. In 1954 the college was shifted from Saifabad Science College of Chadarghat College building situated at Tilak Road, Hyderabad. Due to lack of accommodation, a morning session in 1956 was started in the same building for the convenience of the students.

From 1942 to 1958 students of LL.M. had no choice of subject, as all subjects were compulsory except the choice between Hindu Law and Muslim Law. In 1958 LL.M. syllabus was revised and another branch viz., Constitutional and International Law was started. Within few years, Personal Laws branch was added. In 1966, Mercantile Law was also introduced. In 1958 University Grants Commission sanctioned Rs.8 lakhs for constructing Law College Building. Law College Building was constructed in the Campus and Morning session of the Law College was shifted to the new Building.

Justice P.Jagan Mohan Reddy, the then Dean, Faculty of Law took active interest in establishing the institution. The University College of Law was inaugurated in 1960 by the then Chief Justice of India Sri B.P .Sinha. Prof .G.C.V .Subba Rao was the first Principal of the College. The LL.M. Courses were shifted to the University College of Law in the same year. Four branches of LL.M. i.e., Jurisprudence, Constitutional Law and international Law, Personal law and Mercantile Law were offered by the College. Subsequently some of the branches of LL.M. were shifted to Evening College of Law. In 1977 all the LL.M. courses were shifted to the Evening College of Law. Again in 1994, three branches viz. Constitutional, Mercantile Law and Labour Law in LL.M. Course have been reintroduced in the University College of Law, O.U. At present, the sanctioned strength in LL.B. is 120 seats. 60 seats for LL.B three year LL.B course and 60 seats for five year LL.B course. The Faculty of Law introduced the Ph.D. Programme and first batch of Ph.D. students was registered in the year 1978. The Ph.D. Programme is offered on regular and part-time basis. Total no. of scholars admitted into Ph.D are 116 till date and awarded Ph.Ds for 83 scholars.

The college has produced many luminaries in different fields. There have been several Judges of the Supreme Court and various High Courts, Chief Ministers and Ministers, Civil Servants, Governors, Speakers and Ambassadors and leading Lawyers among the alumni of this institution. They include Justice P.Jaganmohan Reddy, Justice B.P.Jeevan Reddy, Justice Shah Mohammed Quadri, Justice Sardar Ali Khan, Justice Y.Bhaskar Rao, Justice B.Subhashan Reddy, Justice B.Sudarshan Reddy, Justice G.Bikshapathi, Justice L.Narasimha Reddy, Justice G. Chandraiah, and our honourable Chief Minister N. Kiran Kumar Reddy. Senior Advocates including R.Vasudeva Pillai, P.P.Rao, V, S.Ashoka, and B.C.Jain, Statesmen including S.B.Chavan, Virendra Patil, Shiv Raj Patil, Shivaji Rao Patil Nilangekar, V.S.Rama Devi, Sripada Rao, Ch.Vidyasagar Rao, Dharam Singh and Sri A. Narasimha Reddy, the present Chairman, Bar Council of Andhra Pradesh also is a proud alumnus of this college. This list is only illustrative in nature. This college has the distinction of being rated as one of the top ten law colleges in the entire country for two successive year’s viz., in 2000 and 2001 by India Today Magazine. The College has been rated as the 16th Best Law College in the Country in the survey conducted by the India Today the findings of which were published in issue dated 05th June 2006.The College houses an Intellectual Property Rights Depository sponsored by the Ministry of Human Resources Development, Government of India consisting of Books and Journals relating to IPRs worth nearly three lakhs rupees.

4. Faculty

1.Prof. T.Vidya Kumari, B.Sc., LL.M., Ph.D.

Dean, faculty of law

Specialized in the field of Mercantile Law. Has teaching experience of more than two decades. Published two well received books and number of articles in standard law journals. Underwent special training in IPR at Paris under the auspices of WIPO. Has a rich administrative experience as the Principal of P.G. College of Law for about seven years and Chairperson, Board of Studies in Law, Osmania University for about six years. Participated in number of national and international seminars and workshops and presented papers .Delivered invited lectures as a resource person in several UGC refresher and orientation courses. Has been successfully guiding Ph.D. Scholars for almost a decade.

2. Dr. PANTH NAIK KARAMTOT B.A., LL.M., Ph.D.

Associate Professor & Principal.

Born on 17:02:1962 at the Jaith Ram Thanda, Gollapally (Village), MakkaRajpet (post), Chegunta(mandal), Medak (district), Andhra Pradesh – India. Obtained Intermediate from Govt. Junior College, Medak in1982, B.A. from Nizam College in 1987, LL.B from University College of Law, in 1991, LL.M from PG College of Law, Basheerbagh,Hyderabad in 1993 and Ph.D Degree from University College of Law, Osmania University in 2002. His LL.M Specialization is Constitutional Law and his Research Topic is “The Concept of Federalism Under Indian Constitution with Special Reference to Administration of Justice”. His Areas of interest are Constitutional Law, Administrative Law, Cr.P.C, T.P. Act, Land Laws, A.D.R. and I.P.C. He has Specific Knowledge on the Originations, Culture, Marriage System and A.D.R System of Scheduled Tribes with Special Reference to Banjaras / Rajput(Lambadas). Participated in several National Seminars and Refresher Courses including on Criminology & Forensic Science Conducted by Ministry of Home Affairs Govt. of India. Participated in the Orientation Training Programme Organized by N.S.S. Govt. of India. He has Published Several Articles in Standard Law Journals. Appointed as External Referee to Conduct the Viva - Voce of two Ph.D Scholars in the North Maharashtra University, Jalgaon, Maharashtra. He has Worked as Warden, E-I & E-II Hostels for a period of two years, N.S.S. programme officer Law College Unit for a period of more than three Years and Conducted Clean & Green programmes in the Campus. He also worked as Vice-Principal in the University College of Law more than three years, and also hold the position of Additional Controller of Examinations for a Period of three Years. He is also member of Governing body of P.R.R. Law College and also acted as member & Convener of Several Committees Constituted by the Osmania University. At Present Teaching Subjects are Constitutional Law, Administrative Law, for LL.M. and Indian Legal and Constitutional History, Land Laws, Law of Property for LL.B. and Recognized as a Ph.D. Supervisor in the Department of Law and at present guiding six Scholars and one has Submitted Ph.D. and at Present he is holding the position of Principal, University College of Law, Osmania University, Hyderabad.

3.Smt.B.Vijaya Lakshmi, B.A., LL.M., (Ph.D.)

Assistant Professor, Vice Principal

Born in the year 1967 at Hyderabad. Obtained B.A. Degree in 1991, LL.B. from University College of Law, Osmania University in 1994 in First Class and LL.M. in First Class from P.G. College of Law, Osmania University in 1997 with specialization in Torts and Crimes. At present pursuing her Ph.D. in Department of Law, O.U. on the topic -“The role of Victim in Criminal Justice System in India- A Critical Study”. Attended 4 National seminars, published 2 Articles and attended one IPR Refreshing Course and one Research Methodology course apart from an Orientation Course for Law Teachers organized by the A.P. State Council of Higher Education in December 2003. Enrolled as An Advocate in Nov, 1994.Practised as Junior Advocate in Family Court of Hyderabad & Secunderabad for 1 ½ years. Worked as lecturer in Law in Dr. B. R. Ambedkar Law College for 8 years. Joined University service on 30th August’2004. Presently teaching Law of Crimes, Law of Torts, Professional Ethics & Public Interest Lawyering for the students of LL.B. and Criminology for LL M. Presently working for her Ph.D. on Faculty Improvement Programme.

4. Prof V.Venkata Ramana, B.Com. LL.M., PhD.

Professor, Head department of Law

Did LL.B. and LL.M. from P.G. College of Law, Osmania University. He has been awarded a Gold Medal in LL.B. for scoring the highest marks in Administrative Law. He also holds a Diploma in IRPM. He has specialized in Labour Laws and published 2 articles. Joined the University service in 1992.Has been teaching both the LL.B. and LL.M. students at the Post Graduate College of Law and University College of Law, Osmania University. Currently teaching Business Laws, Alternative Dispute Resolution and Labor Laws. Worked as Vice-Principal, P.G. College of Law for more than two years. Also worked as NSS Programme Officer. Programme Officer for four years at P.G. College of Law. Held the position of warden for E. I Hostel. Members, Board of studies, Departmental Committee, participated Refresher courses, Orientation courses and various seminars. He is also paper setter and examiner in law subjects for the most of universities in A.P.

6.Prof.Y.F.Jayakumar,M.A.,M.L.,Ph.D.

Born on 27.2.1957. Studied M.A.(Political Science), M.L.(Constitutional Law) from S.V.University in 1984. Awarded Produced 5 Ph.Ds, Special area of interest and research is Family Law, Comparative Family Institutions, Alternative Dispute Resolution, Gender Justice, and Poverty Laws. He produced seven Ph.Ds in the department of law. He was chairman BOS in law from 2005 to 2008 and Head, Department of Law from 2008 to 2010.

Visiting Faculty of Lalbhadur Shastri National Academy of Administration, Mussorie/ National Police Academy /Andhra Pradesh Judicial Academy, International Center for Alternative Dispute Resolution (ICADR). Organized Refresher Course on Human Rights for Degree College teachers in the year 2001, and a National Seminar on Law and Intellectual Property Rights in the year 2004, National Seminar on ADR in 2010.Designed Academic Curriculum for P.G.Diploma in Family Dispute Resolution offered by ICADR and NALSAR University of Law, and Authored two books i.e., (Monographs) Family Law and Matrimonial Remedies. Paper Presented in the 5th World Congress On Family Law & Children's Rights, HALIFAX, CANADA in 2009 on " The Socio-Legal Aspects of Surrogacy in India", and Paper Presented on Conciliation and Mediation in Family Courts –Indian and Singapore Practice", at 7th Asian Law Institution Conference 2010, at KUALALUMPUR.

7. Dr.G.B.Reddy,B.A.,LL.M.,Ph.D., PGDHR,

Associate Professor

Born in1967 in R.R.District,obtained B.A., LL.B., LL.M. & Ph.D Degrees from Osmania University and P.G. Diploma in Human Rights from University of Hyderabad.Triple Gold Medalist in LL.B. & Gold Medalist in LL.M. (Constitutional Law) .Secured doctoral Degree on Judicial Activism of Supreme Court as JRF of UGC.Authored 18 books and published more than 40 articles in standard law journals.His books Women and the Law and Judicial Activism in India were favorably reviewed in the Hindu daily by Js. Krishna Iyer.Organized several National Seminars on Constitution and IPRs.Recognized as Ph.D.Supervisor in several universities & successfully guided 5 scholars so far.Attended several National and International Seminars.

Visiting faculty at UGC-Academic Staff Colleges several universities, A.P. Judicial Academy,A.P.Police Academy, A.P. Obtained B.Sc., B.L . and M.A. degrees from Sri Venkateswara University, LL.M. and Ph.D. degrees from Osmania University.Did LL.M. degree with specialization in the field of jurisprudence.A recipient of Two Gold Medals for securing the highest marks in LL.M.Did Ph.D. on socially relevant subject of ‘ Socio-Economic Justice through Public Interest Litigation’.Joined the Faculty of Law , Osmania University in the year 1989.Published Number of Research papers/articles in reputed Law Journals.Attended a number of National Seminars, Workshops & Conferences.Presently teaching jurisprudence, Interpretation of Statues, Administrative Law, Evidence, Torts, Consumer Protection Laws, Environmental Law etc.,Has keen interest in the areas of Public interest Litigation, Human Rights, Consumer Protection and Juvenile Justice.Has been a resource person in the subject of Law at Andhra Pradesh Judicial Academy, Marri Chenna Reddy Institute of Human Resources Development.

9.Dr.S.B.Dwarakanath,B.A., LL.M., Ph.D.,

Dr. Sripathi Dwarakanath graduated in Law from University College of Law, Osmania University.He completed his Master’s degree in Law specializing in International Law from the same University and registered for Ph.D. which he completed in 1994 and was awarded the degree in the same year.He has been on Teaching Faculty of Law of Osmania University for the past 13 years teaching various subjects of Law such as International law, Principles of Equity, Banking Law, Law of Crimes, Criminal Procedure Code, Intellectual Property Rights, Law of Torts and Consumer Protection for the LL.B. course.He also teaches International Law of War, International Humanitarian Law, Law of the Sea, Air and Outer Space and Research Methodology for the post graduate students of law.His area of Specialization is International Law, He has published several articles in recognized legal journals, discharged duties as ProgrammeOfficer, NSS Law College Unit. He attended several international and national conferences relating to International Humanitarian law and refugee law and Intellectual Property Rights and presented papers Participated in Refresher courses and Orientation courses and also attended a Training Programme of Law teachers in the field of International Humanitarian law and Refugee law of Coaching, Kerala.He served as Member on the Faculty of Law, University of Kerala, Trivandrum.He was coordinator for two National Seminars and one 15 days Training & Orientation Programme on I.P.R.He was also the Vice-Principal of Univ.College of Law during the period May’2003 to May’2005Asst. 10.Dr. Y. Vishnupriya,M.A.,LL.M.,Ph.D.

She has specialized in Labour Law. She did her Ph.D. on "Child Labour with empirical Research in Slate Industry of Markapur in Andhra Pradesh". She has been teaching Labour Law, Law of Contracts, Family Law, Women and Law for LL.B & LL.M. Students since last 20 years.She is a Research Supervisor for Ph.D Programme.She has been actively involved in administration work.

she is member of Board of studies, Department of Law, Osmania University.She is an examiner of various Universities. She has been involved in further Researcher work on Labour Laws & violence against women.So far, she has published 27 articles on various legal aspects in different legal journals.Participated in many National & International Seminars and presented papers.She Participated in the 16th World Congress on Law, Justice and State held at Reykjavik, Iceland in 1993 and presented a paper on " The Legal Rights of Children'.
